Terrorism in the nuclear era raises the distinctly unpleasant and highly dangerous possibility of the use of a nuclear device by terrorists. Such an incident would be serious enough by itself, but its effect could very well produce an extraordinarily serious crisis which might precipitate war.

When one speaks of terrorism it is nor always dear just what one has in mind. The term has no precise and completely accepted definition. Some countries label those who engage in violent acts against them as ''terrorists.·• Freedom fighters rarely label them• selves in such a way, but they often claim they are subjected to governmental terror. "In short, the definition of terrorism seems to depend on point of view-it is what the 'bad guys' do.''1

The use of military force in domestic situations is severely limited by constitutional and statutory law. These limitations and some attendant ambiguities are of considerable legal consequence not only to the policymaking level of government but to local commanders in defining, planning for, and implementing the military role in domestic terror incidents.
