Russian Nonproliferation Policy And The Korean Peninsula, Beom-Shik Shin Dr., Yong-Chool Ha Dr.

Monographs, Collaborative Studies, & IRPs

Efforts to resolve the threat posed to Northeast Asia's security by North Korea's nuclear proliferation through six-party negotiations are proceeding with great difficulty. As in any multilateral process, a major problem is understanding the goals and perspectives of each of the participants. This monograph focuses upon Moscow’s perspectives with regard to North Korea’s nuclear program and Russia’s own standing in Northeast Asia, as well as of the other participants in those negotiations, since their views unfortunately are not well-known or readily available in the United States.

Castro's Cuba: Quo Vadis?, Francisco Wong-Diaz Dr.

Monographs, Collaborative Studies, & IRPs

The United States, particularly the Army, has a long history of involvement with Cuba. It has included, among others, the Spanish-American War of 1898, military interventions in 1906 and 1912, the 1961 Bay of Pigs Invasion, the 1962 Missile Crisis, counterinsurgency, and low intensity warfare in Latin America and Africa against Cuban supported guerrilla movements. After almost 5 decades of authoritarian one-man rule, Fidel Castro remains firmly in power. On July 31, his brother, Raul Castro, assumed provisional presidential power after an official announcement that Fidel was ill and would undergo surgery. What would be the strategic and political implications …

Challenging Transformation's Clichés, Antulio J. Echevarria Dr. Dec 2006

Challenging Transformation's Clichés, Antulio J. Echevarria Dr.

Monographs, Collaborative Studies, & IRPs

Critical thinkers analyze and refine ideas underpinning the foundation of American defense policy and military strategy today so the defense community can apply them in strategy and force development. This is an ongoing process: new ideas emerge, are tested, and adopted, revised, or discarded. The author challenges some of the accepted notions that have become foundational to contemporary theories of military transformation. In his view, any endeavor as resource-intensive as military transformation is too important to rest on uncontested truths.

Naval Transformation, Ground Forces, And The Expeditionary Impulse: The Sea-Basing Debate, Geoffrey Till Professor

Monographs, Collaborative Studies, & IRPs

Reviewing the past, present, and future contribution of maritime forces to the conduct of expeditionary operations, the author concludes that the importance of this contribution is growing. He considers the diplomatic and "good order" roles of maritime forces which enable such operations in the first place. He reviews contemporary naval thinking about the nature and the relevance of sea control, and examines changes in the way maritime power may be projected ashore. Finally, the author analyses the extent to which future sea-basing can enable expeditionary forces can meet the challenges of the 21st century. Using past and recent experience, he …

Regional Fears Of Western Primacy And The Future Of U.S. Middle Eastern Basing Policy, W. Andrew Terrill Dr.

Monographs, Collaborative Studies, & IRPs

The United States has a core national interest in maintaining peace and stability in the Middle East as well as containing or eliminating threats emanating from that region. Yet, there is often disagreement on the ways to best achieve these goals. The author seeks to present his analysis of how the United States and other Western states might best address their military cooperation and basing needs within the Middle East, while still respecting and working with an understanding of regional and especially Arab history and concerns. He also provides policy recommendations based upon his analysis.

Iraq, Women's Empowerment And Public Policy, Sherifa D. Zuhur Dr. Dec 2006

Iraq, Women's Empowerment And Public Policy, Sherifa D. Zuhur Dr.

Monographs, Collaborative Studies, & IRPs

The role and experience of women is not always considered in wartime or during stabilization and reconstruction operations. In Iraq, it is essential to consider women’s needs and the obstacles they now face. The author examines some of the difficulties that attend policy formulation on Iraqi women, who have identified the security situation and basic services as their top priorities. Issues and contours of family law are explained, as the future of family law in emerging Iraq is as yet undetermined. Along with an increased political presence, legal reforms, together with educational and employment opportunities, have been the planks of …

Iran, Iraq, And The United States: The New Triangle's Impact On Sectarianism And The Nuclear Threat, Sherifa D. Zuhur Dr. Nov 2006

Iran, Iraq, And The United States: The New Triangle's Impact On Sectarianism And The Nuclear Threat, Sherifa D. Zuhur Dr.

Monographs, Collaborative Studies, & IRPs

This monograph considers the issues of Iranian influence in Iraq, and its impact on continuing sectarian violence there. It also questions the claims that a Shi'a crescent of power is solidifying by examining the distinct features of Iraqi versus Iranian Shi'ism and political Islam. Iran and Iraq have historically influenced and threatened each other. Today, the situation has been further complicated by the post-2003 change in the Iraqi Shi'a community’s status, Iran's development of a nuclear program, and international efforts to contain that program. These issues are now influenced by a new pattern of Iraqi-Iranian, U.S.-Iraqi and Iranian-U.S. dynamics. This …

Russian Defense Reform: Current Trends, Irina Isakova Dr. Nov 2006

Russian Defense Reform: Current Trends, Irina Isakova Dr.

Monographs, Collaborative Studies, & IRPs

Since the fall of the Soviet Union, the topic of Russian defense policy has not received great attention. The rebuilding of Russian military strength is a high priority of President Vladimir Putin, and one to which he and his subordinates have devoted considerable time and resources. Therefore, inattention to Russian defense policy is unwise and even dangerous because it causes us to overlook potentially major changes not only in Russian policy, but in international affairs more generally. This monograph encompasses virtually all aspects of the reform of the forces, their organizational structure, the financing of the military, reform of the …

The Nato-Russia Partnership: A Marriage Of Convenience Or A Troubled Relationship?, Stephen J. Blank Dr. Nov 2006

The Nato-Russia Partnership: A Marriage Of Convenience Or A Troubled Relationship?, Stephen J. Blank Dr.

Monographs, Collaborative Studies, & IRPs

Four years after the NATO-Russia Council came into being, it represents a picture in ambivalence and incomplete realization of partnership. This monograph focuses on the Russian side of this growing estrangement. It finds the Russian roots of this ambivalence or alienation in the increasingly visible manifestations of an autocratic and neo-imperial Russian state and foreign and defense policy. These strong trends in Russian policy inhibit the formation of a genuine security partnership that can provide for Eurasian security in the face of multiple contemporary threats. Indeed, it is debatable whether Russia really wants a comprehensive partnership with NATO. The author …

Russia, Iran, And The Nuclear Question: The Putin Record, Robert O. Freedman Dr. Nov 2006

Russia, Iran, And The Nuclear Question: The Putin Record, Robert O. Freedman Dr.

Monographs, Collaborative Studies, & IRPs

The author analyzes the Russo-Iranian relationship through the spring of 2006. This issue is vitally important in U.S. foreign policy, not just as it relates to Iran and the overall issue of nonproliferation, especially in the Middle East, but also as U.S. foreign policy pertains to relations with Moscow. Thus this monograph should also be read in light of the current crisis with Iran and bearing in mind the dimensions of Iranian proliferation and the issues surrounding it. At the same time, the numerous challenges to regional security in the Middle East, and the addition of great power rivalry to …

Defense Transformation: To What, For What?, Kevin Reynolds Colonel Nov 2006

Defense Transformation: To What, For What?, Kevin Reynolds Colonel

Monographs, Collaborative Studies, & IRPs

“What form is transformation taking and what end(s) are the armed forces transforming to obtain?” The author argues that U.S. foreign and national security policies should drive the pace and direction of defense transformation, but finds that all too often the military’s weapons systems preferences determine the shape and form of the armed services transformation and their future capability sets. Due to the lengthy Research, Development, Testing, and Evaluation (RDT&E) time to acquire technologically advanced weapons systems, up to and beyond 20 years in many instances, future administrations will inherit weapons systems and force structures that, although recently fielded, were …

China-Asean Relations: Perspectives, Prospects, And Implications For U.S. Interests, Jing-Dong Yuan Dr.

Monographs, Collaborative Studies, & IRPs

The author traces the evolution of China-ASEAN relations since the early 1990s and examines some of the key factors that have contributed to the positive developments in bilateral ties. He describes and analyzes how China and ASEAN have managed the territorial disputes through negotiation and compromises; looks at the expanding economic ties between China and ASEAN member states and examines the politico-strategic, as well as economic rationales for establishing a free trade area; and evaluates the emerging yet still limited defense and security ties between the two. He also assesses the implications of the growing China-ASEAN ties for U.S. interests …

Ukraine After The Orange Revolution: Can It Complete Military Transformation And Join The U.S.-Led War On Terrorism?, Deborah Sanders Dr. Oct 2006

Ukraine After The Orange Revolution: Can It Complete Military Transformation And Join The U.S.-Led War On Terrorism?, Deborah Sanders Dr.

Monographs, Collaborative Studies, & IRPs

Ukraine can make two important contributions to the U.S.-led war on terror. It can consolidate its democracy and thereby be a force for peace and stability in the Eurasian region, and, second, through its military transformation, it can provide peacekeeping forces to zones of instability. In order to be an effective contributor to peacekeeping operations and to consolidate its democracy, Ukraine needs to engage in comprehensive military transformation. This will necessitate the reform of all security stakeholders--all those organizations responsible for the provision of security. Effective military transformation in Ukraine also will be dependent on the development of military professionalism, …

Shaping China's Security Environment: The Role Of The People's Liberation Army, Andrew Scobell Dr., Larry M. Wortzel Dr.

Monographs, Collaborative Studies, & IRPs

This volume addresses the role of the Chinese military in shaping its country’s security environment. The PLA itself is shaped and molded by both domestic and foreign influences. In the first decade of the 21st century, the PLA is not a central actor in China’s foreign policy the way it was just a few decades ago. Nevertheless, the significance of the PLA should not be discounted. The military remains a player that seeks to play a role and influence China’s policy towards the such countries and regions as United States, Japan, the Koreas, Southeast Asia, South Asia, and Taiwan. It …

Alliances And American National Security, Elizabeth Sherwood-Randall Dr. Oct 2006

Alliances And American National Security, Elizabeth Sherwood-Randall Dr.

Monographs, Collaborative Studies, & IRPs

One of the greatest challenges facing the United States today is the translation of its overwhelming might into effective influence. Traditionally, the United States has leveraged its power through bilateral and multilateral alliances. However, the end of the Cold War and the events of September 11, 2001, have led some policymakers and analysts to question the value of alliances in American foreign and defense policy. This monograph advocates that allies are more important than ever to the achievement of U.S. national security goals.

Confronting The Unconventional: Innovation And Transformation In Military Affairs, David Tucker Dr. Oct 2006

Confronting The Unconventional: Innovation And Transformation In Military Affairs, David Tucker Dr.

Monographs, Collaborative Studies, & IRPs

Are there limits to military transformation? Or, if it seems obvious that there must be limits to transformation, what are they exactly, why do they arise, and how can we identify them so that we may better accomplish the transformation that the U.S. military is capable of? If limits to military change and transformation exist, what are the broader implications for national policy and strategy? The author offers some answers to these questions by analyzing the efforts of the French, British, and Americans to deal with irregular threats after World War II.

North Korean Civil-Military Trends: Military-First Politics To A Point, Ken E. Gause Mr. Sep 2006

North Korean Civil-Military Trends: Military-First Politics To A Point, Ken E. Gause Mr.

Monographs, Collaborative Studies, & IRPs

Civil-military relations is one of the most challenging dimensions to deal with regarding North Korea. Since 1998, Pyongyang's foremost policy has been declared as "military-first." While experts debate the precise meaning and significance of this policy, considerable consensus exists that it gives the leading role to the Korean People's Army (KPA. Hence, military leaders in the Democratic People's Republic of Korea are very powerful and influential figures. Who are they? What kind of power and influence do these leaders wield, and how do they exert it? How do KPA leaders interact with dictator Kim Jong Il and their civilian counterparts? …

Strategic Challenges For Counterinsurgency And The Global War On Terrorism, Williamson Murray Dr.

Monographs, Collaborative Studies, & IRPs

In March 2006, President George W. Bush signed a new National Security Strategy that he refers to as a “wartime national security strategy” and states that to follow the path the United States has chosen, we must “maintain and expand our national strength.” One way to do this is to study and propose solutions to the complex challenges the United States faces in the 21st century. At the U.S. Army War College, the students have embraced this challenge and spend a year developing their intellectual strength in areas that extend well beyond the familiar operational and tactical realm to which …

In today’s dynamic strategic environment, political changes can become challenges very quickly. KSIL entries are intended to be general enough for researchers to modify or expand appropriately, and to adapt to a variety of methodologies. While the list of general topics is broad, it is neither comprehensive nor restrictive. Researchers are encouraged to contact any of the SSI points of contact, or those found in the …

Monographs, Collaborative Studies, & IRPs

This edition of the U. S. Army War College Guide to National Security Policy and Strategy reflects to some extent recent changes in the structure of the core curriculum at the War College. The college broke its traditional core course, “War, National Policy and Strategy,” into two courses: “Theory of War and Strategy” and “National Security Policy and Strategy.” The result for this book is the expansion of the block on strategic theory and the introduction of a block on specific strategic issues. Because little time has past since the publication of the most recent version of this book, this …

Taming The Next Set Of Strategic Weapons Threats, Henry D. Sokolski Mr.

Monographs, Collaborative Studies, & IRPs

Missile defense and unmanned air vehicle related technologies, are proliferating for a variety of perfectly defensive and peaceful civilian applications. This same know-how can be used to defeat U.S. and allied air and missile defenses in new ways that are far more stressful than the existing set of ballistic missile threats. Unfortunately, the Missile Technology Control Regime is not yet optimized to cope with these challenges. Nuclear technologies have become much more difficult to control since new centrifuge uranium enrichment facilities and relatively small fuel reprocessing plants can now be built and hidden much more readily than nuclear fuel-making plants …

Counterterrorism In African Failed States: Challenges And Potential Solutions, Thomas A. Dempsey Colonel Apr 2006

Counterterrorism In African Failed States: Challenges And Potential Solutions, Thomas A. Dempsey Colonel

Monographs, Collaborative Studies, & IRPs

Terrorist groups operating in Sub-Saharan Africa failed states have demonstrated the ability to avoid the scrutiny of Western counterterrorism officials, while supporting and facilitating terrorist attacks on the United States and its partners. The potential acquisition of nuclear weapons by terrorists makes terrorist groups operating from failed states especially dangerous. U.S. counterterrorism strategies largely have been unsuccessful in addressing this threat. A new strategy is called for, one that combines both military and law enforcement efforts in a fully integrated counterterrorism effort, supported by a synthesis of foreign intelligence capabilities with intelligence-led policing to identify, locate, and take into custody …

Preventive War And Its Alternatives: The Lessons Of History, Dan Reiter Dr. Apr 2006

Preventive War And Its Alternatives: The Lessons Of History, Dan Reiter Dr.

Monographs, Collaborative Studies, & IRPs

The 2002 National Security Strategy suggested preventive attacks, diplomacy, deterrence, and other policies as means of curtailing threats presented by the spread of nuclear, biological, and chemical (NBC) weapons to terrorists and rogue states. The author analyzes which mix of these policies might best and most cost effectively address the NBC threat, with special focus on preventive attacks. The past performances of preventive attacks, diplomacy, deterrence, and other policies as means of curtailing the NBC threat are analyzed. The central findings are that preventive attacks are generally unsuccessful at delaying the spread of NBC weapons; that deterrence, especially nuclear deterrence, …

The Proliferation Security Initiative As A New Paradigm For Peace And Security, Mark R. Shulman Dr. Apr 2006

Monographs, Collaborative Studies, & IRPs

The author examines the Proliferation Security Initiative—a multinational activity launched in 2003 to enable the United States and like-minded countries to interdict the flow of weapons of mass destruction (WMD). This Initiative also may bring dramatic changes the international security system by enabling concerned states to interdict international trade in WMD regardless of the location or nationality of their owners. As such, the Proliferation Security Initiative not only addresses one of the most urgent threats to peace and security that the world has ever witnessed, but it does so in an innovative way that has the potential to change the …

Iron Troikas: The New Threat From The East, Richard J. Krickus Dr. Mar 2006

Iron Troikas: The New Threat From The East, Richard J. Krickus Dr.

Monographs, Collaborative Studies, & IRPs

There has been widespread discussion of Russia's efforts to exploit its energy assets to influence developments in Ukraine; specifically, to put pressure on the leaders of the Orange Revolution who have adopted a Western orientation, rather than one toward the East—Russia. The author explains how the Russian leadership has exploited its energy assets to advance its security interests in the vital East Baltic Sea Region, particularly Poland and the Baltic countries. This triad of power is comprised of former members of the military and security service—the siloviki; economic warlords, members of organized crime, and rogue military personnel; and "local elites" …

Cu @ The Fob: How The Forward Operating Base Is Changing The Life Of Combat Soldiers, Leonard Wong Dr., Stephen J. Gerras Dr.

Monographs, Collaborative Studies, & IRPs

The situation in post-war Iraq is producing combat veterans accustomed to a perspective of combat that differs greatly from past wars. The Forward Operating Base (FOB) has become the mainstay of the U.S. presence in Iraq. The authors explore the facets of fighting from the FOB. Their research shows that the FOB gives soldiers the unprecedented advantage of gaining a respite from constant danger, minimizing the wearing effects of hunger and fatigue, and reducing the isolation of combat. As a result, many of the factors of psychological stress typically present in combat are greatly reduced. They also point out, however, …
