"The triangular pattern of protection, evacuation and flood plain zoning, as the only truly effective and comprehensive approach to proper flood control, is substantiated in practically all technical publications on this subject by economic and engineering leaders. Yet in actual practice, at the present time, flood plain zoning is not being actively applied by any federal flood control agency and by only one of the forty-nine states faced with this common problem.
