Annexation Handbook III is divided into 11 chapters, each of which discusses a discrete subject in the area of annexation. Following those chapters are a number of appendices that contain various annexation forms, including a joint MTAS-CTAS publication on how comprehensive growth plans are amended (as modified by Public Acts 2014, Chapter 707). The Ad Hoc Study Committee on Annexation, established by Lt. Governor Wilder and Speaker Naifeh, worked through the fall of 1997 and into the 1998 legislative session to develop a new vision for growth policy in Tennessee. Under the leadership of its co-chairs, Senator Robert Rochelle and Representative Matt Kisber, the Ad Hoc Committee vigorously pursued a solution that seeks to meet the public service demands of commercial and residential growth, while maintaining the character of Tennessee's rural areas.
