This dissertation is a collection of essays that focus on how the policy actions and design of monetary institutions affect various economic indicators, such as commodity prices, asset prices, and production. Chapter 1 of the dissertation discusses the role and design of monetary institutions. Chapter 2 outlines the process undertaken during the European economic and monetary unification with an emphasis on the European Central Bank (ECB). Chapter 3 empirically analyzes the effects that the ECB has had on the economic stability of its member countries. This dissertation is a collection of essays that focus on the effects of government intervention on economic outcomes. The work is empirical in nature and incorporates cross-country comparisons to highlight the effect governments potentially have in influencing the working of markets. The essays in this dissertation ask what governments actually do and why, what governments should avoid doing, and finally, what governments should undertake to foster economic progress. Botswana has vast proven deposits of steam coal, which for a long time it has wanted to develop but without much success. The main objectives of this study are: (1) to analyze the time schedule of coal exports likely to be forthcoming from Botswana and the land routes for these exports; (2) to determine the competitiveness of Botswana's coal in the world steam coal markets and (3) to make recommendations on the appropriate policy for the exploitation of this coal. This dissertation is a collection of papers that features applications of public choice theory to the relationship between political constraints, incentives, and individual economic behavior. The first chapter introduces the two meanings of political constraints---(i) constraints self-imposed on the political process and (ii) constraints created by the political process; reviews the public choice literature on political constraints and incentives; and outlines the research agenda for the dissertation. Chapter 2 examines the possible inefficiencies that may be produced by politicians pursuing their own self interests by comparing two forms of city government.
