The 2000 U.S. Census brought confirmation of the increase of the Latino population and of the growing diversity of Latino national groups that now make this region their home. Latinos now number 428,729, a 55% increase over their numbers in 1990. In 30 years, the Latino population has increased six-fold, and from its initial concentrations in Springfield, Holyoke, and Boston its presence is now a fact across the Commonwealth.
Massachusetts Latinos are also showing increasing diversity, matching that of the Northeast region and exceeding that of the nation. At the national level, Mexicans have a dominance that dwarfs all other …

The present study is the latest in a series of annual updates of the original report, Changing Patterns: Mortgage Lending in Boston, 1990-1993. Beginning in 1998, the reports’ geographic scope was expanded to include an examination of mortgage lending patterns in 27 cities and towns surrounding the city of Boston. In this year’s report, the geographic coverage has been further expanded t o include a total of 108 communities.

Since the middle of the 1980’s, processes of economic restructuring have led to large changes in the landscape of educational and social policy in most of Latin America. Faced with severe economic crisis, Latin American nations have sought structural transformations that have redefined the role of government in the provision of social benefits and sharply reduced expenditures through wholesale privatization and deep reductions in remaining government-sponsored programs. Between 1980 and 1990, expenditures in education as a percent of total government expenditures fell in most countries in Latin America, affecting especially public education, the only recourse for the poor. In November 2002, the Massachusetts electorate voted overwhelmingly to pass Referendum Ballot Question 2 (Q. 2), sponsored by California millionaire Ron Unz. The passage of this initiative by close to 70% of the voters effectively ended bilingual education in the state as it had been known for thirty years. Exit polling done at selected cities in Massachusetts by the Mauricio Gaston Institute and UMass Poll revealed, however, that out of a total 1,491 Latinos polled, a vast majority of them, around 93%, had voted in favor of rejecting Q. 2 and keeping bilingual education in place.

With financial support from the National Council of La Raza, the Gastón Institute is developing "Educational Profiles" for the sixteen Massachusetts public school districts with the highest Latino student enrollments: Boston, Springfield, Lawrence, Worcester, Holyoke, Lowell, Lynn, Chelsea, New Bedford, Brockton, Fitchburg, Salem, Chicopee, Framingham, Haverhill, and Somerville. The profiles present basic data provided by the Massachusetts Department of Education including information on student enrollment, MCAS results, dropout rates, and student aspirations. We hope this information will be used by Latino students, parents, educators, and policy-makers to make informed decisions and improve public education for Latino students in Massachusetts.
