This paper examines how organizational learning can be implemented in public sector organizations based on a comprehensive literature review. The findings reveal that because organizational learning has largely been used in the private sector and the two sectors are fundamentally different, the challenge is determining how it can be successfully implemented in the public sector.

Employee Assistance Programs: Suitable Tools For Ontario Boards Of Health, Michael Bragg

This paper examines the prevalence of employee assistance programs (EAPs) in Ontario based on a survey of 38 public health units in the province. The findings reveal that only 42 percent of the respondent agencies provide assistance to their employees due to a number of issues associated with the development of these programs, but public health units tend to have a higher level of EAPs in place than the general workforce.

This paper examines the role of local government in the planning, delivery, and management of human services based on a discussion of provincial programs in Ontario. The findings reveal that local government’s role in human services is being eroded due to provincial initiatives and provincial-municipal agreements that assume greater control by the Ontario government in local activities.

This paper examines the Ontario government’s proposed major changes to the local government of Ottawa-Carleton with respect to the political structure and the distribution of responsibilities. An analysis of three previous studies of regional government in the municipality was conducted. The findings reveal that a two-tier structure of local government is acceptable and the proposed changes would empower the regional government, although some minor changes regarding the delivery of services are required.

This paper examines the municipal role in child care based on interviews, surveys, workshops, conferences, and focus groups with officials from Ontario municipalities. The findings reveal that the planning and development of human services is shared between the provincial and municipal levels of government but provincial legislation regarding child care must include the appropriate allocation of responsibility to the municipal level in order to ensure that the service is institutionalized.

In this research, paleomagnetic methods are used to study the magnetization characteristics of both ores and host rocks of several major Mississippi Valley-type (MVT) districts, to date their genesis, and thereby to provide paleomagnetic constraints for models of their genesis. In this thesis, research on three major MVT deposits and on a red bed unit has been undertaken. All four of the study areas are situated in or adjacent to the Ouachita-Appalachian orogenic belt in Paleozoic strata.;The Gays River MVT lead-zinc deposit in Nova Scotia is hosted in the Mississippian Windsor Group. The effects of low energy reactive ion bombardment of semiconducting silicon material have been investigated by X-ray photoelectron spectroscopy. The residual surface damage induced by a conventional fluorocarbon plasma reactive ion etching of silicon consisted of a uniform fluorocarbon deposited film approximately 4nm in thickness which covered a silicon compound reaction layer. This reaction layer was comprised of silicon oxides, carbide and fluorosilyl species distributed in depth to approximately 2nm. The removal of the residuel surface damage was accomplished by an ozone oxidation plus a wet oxide chemical etching step processing and monitored by surface charge spectroscopy. This research extends understanding of the determinants of new venture performance by focusing on two previously unexamined factors: financing patterns and resource scarcity. It was designed to examine the relationship between financing patterns and new venture performance and, in particular, to determine if milestone-based, incremental financing patterns, which are becoming more common, are associated with higher new venture performance than other financing patterns. Segregation And Oxidation Studies Of Aluminum-Lithium And Aluminum-Magnesium Alloys, Frank Joseph Esposto

Auger electron spectroscopy, work function measurements, low energy electron diffraction, nuclear reaction analysis, dynamic/static secondary ion mass spectrometry, thermal desorption spectroscopy, and synchrotron radiation-photoemission spectroscopy have been used to investigate the segregation and oxidation of (111) oriented Al-6.5(at.%)Li and (110) oriented Al-1.45(at%)Mg single crystal binary alloys. The resulting Li and Mg equilibrium surface concentrations are found to be 0.16 and 0.47 respectively. For both alloys, the increase in surface concentration was associated with a decrease in {dollar}\Delta\phi{dollar}. {dollar}\surd 3\rm x\surd 3R30\sp\circ{dollar} and c(2x2) superlattices were observed at the equilibrium surface concentrations for the Al-Li and Al-Mg alloys respectively. This thesis examines differentials and determinants of fertility behaviour for the Bolivian population, focusing on the biological, behavioural, economic, social and cultural factors that directly and indirectly affect reproductive behaviour among the three ecological strata (Highlands, Valleys and Lowlands) and two spatial contexts (Urban and Rural). Locke's Essay concerning Human Understanding has generally been read as primarily concerned with epistemology. In particular, it has been claimed that the Essay attempts to defeat epistemological skepticism, but fails in this enterprise because of the veiling character of Locke's ideas. By way of reexamination of the texts in question I show that epistemological skepticism is not the topic of the Essay, and that there is not sufficient reason to claim that Locke's account of knowledge leads to epistemological skepticism. Prolonged significant noise exposures are well known to result in permanent hearing loss. However, little is known of the contribution of industrial chemical exposures to hearing loss. Information available, both from animal and human studies, raises the possibility that certain aromatic hydrocarbons are ototoxic. The purpose of this study was to assess whether occupational styrene exposure causes hearing loss in a group of workers in the fibre reinforced plastics manufacturing industry. In this thesis, we investigate three fluid dynamic problems involving various physical mechanisms which exhibit interfacial instability. These problems have wide ranging industrial, scientific and engineering applications.;In the first problem, we investigate the linear stability of the unbounded Couette flow of two fluids separated by a plane interface. Workers in this and many other labs have been studying photoinduced electron transfer seeking to understand the photochemical processes in photosynthesis. Closely related processes also constitute the basis of some photosensitive tissue diseases and of a wide variety of industrial applications. To study the photophysics unhindered by diffusion, a molecule composed of a freebase porphyrin covalently linked to a p-benzoquinone by an amide linkage was used.;A nanosecond laser flash photolysis apparatus permitted the observation of the porphyrin triplet state decay, with the quinone fully reduced or with it fully oxidized to allow enhanced quenching of the porphyrin triplet via electron …

This thesis examines the neural mechanisms that generate torsional and vertical eye movements, and how they handle the kinematics of three-dimensional rotations. Three-dimensional eye rotations were recorded in alert monkeys, and the midbrain was studied using single unit recording, electrical microstimulation, and pharmacological inactivation.;The direction of VOR slow phases was usually opposite to that of head rotation, as required for optimal visual stabilization. However, direction errors sometimes occurred because of low gain about a head-fixed torsional axis. This axis was orthogonal to Listing's plane of saccadic eye positions, which suggests that saccades and the VOR share the same coordinate system. …

High resolution photoelectron spectra of numerous Group IV, VII and VIII compounds have been recorded using a newly constructed photoelectron spectrometer based on the McPherson ESCA 36 hemispherical analyzer. This spectrometer is designed to make use of the high electron resolution and transmission of the analyzer coupled with the tunability and high photon resolution which is inherent in synchrotron radiation.;For the first time using this instrument, it has become possible to differentiate between three distinct core level broadening mechanisms: vibrational and ligand field splitting and a chemical effect on linewidths. Our investigations have focused on two model membrane systems: liposomal amphotericin B and glycosphingolipids as minor components in phospholipid bilayers. Although amphotericin B and glycosphingolipids have very diverse biological functions, studying their respective behaviour and interactions in the context of a lipid bilayer is of prime importance.;The association of amphotericin B with lipid vesicles has proven to be a successful modality of treatment, with an antifungal activity that is closely tied to the physical nature (e.g. vesicle size and lipid composition) of the preparation. The present study was designed to assess the six-month effects of stress, self-esteem, social competence, coping, social, and family support on the level of functioning and recovery status of 41 depressed and 43 nondepressed psychiatric inpatients. Diagnostic evaluations and level of functioning were based on DSM-III-R (A.P.A., 1987) criteria using the Structured Clinical Interview for DSM-III-R - Patient Version (SCID-P; Spitzer, Williams, Gibbon, & First, 1989). The electroless reduction of aqueous precious metal salts on arsenopyrite, galena, zinc blende, stibnite, wolframite and molybdenite was reported as early as 1870. Since this initial work, very little has been reported about the electroless reduction mechanism of gold(III) on pyrite, despite the geochemical importance of this reaction. Recently, surface analytical techniques have been used to study the chemical and morphological characteristics of laboratory-controlled metal deposition. Seismic design of concrete gravity dams is usually based on a two-dimensional analysis of one monolith, or slice. This analysis provides the basic information but neglects the interaction between adjacent dam monoliths and assumes uniformity of dam section, foundation properties and ground motions along the dam longitudinal axis. The study was centred on a system of particular interest for the petrochemical industry, the liquid phase methanol synthesis process, for which very little information is currently available. Suppression Of Eae In The Lewis Rat By Treatment With Neuroantigen-Containing Liposomes, Colleen Sheila Stein

Treatment of Lewis rats with intracardiac injections of neuroantigen-containing liposomes significantly reduced the clinical severity of spinal cord-induced experimental allergic/autoimmune encephalomyelitis (EAE). Liposomes containing myelin basic protein (MBP), galactocerebroside (GC), or MBP + GC were effective in this respect, while liposomes containing proteolipid protein were not. The best protection was afforded by liposomes composed of whole myelin, as these ameliorated both the acute and relapsing phases of the disease, with a concomitant reduction in CNS pathology.;Neuroantigen-specific proliferative responses of lymphnode cells (LNC) taken from liposome-treated rats were markedly attenuated in comparison to control LNC, while delayed type hypersensitivity (DTH) reactions …

Equity theory (Adams, 1965; Walster, Berscheid, & Walster, 1976) proposes that people will perceive a distribution of resources as fair when each person in the relationship receives outcomes in proportion to his/her contributions. While equity appears to be a very important determinant of perceived fairness, inequitable distributions may also be judged fair (Deutsch, 1985). For this dissertation, it was hypothesized that many apparently inequitable distributions are seen as fair because the relationship is expected to be equitable eventually. In the southern portion of the Adelaide geosyncline, the Neoproterozoic Yudnamutana Subgroup unconformably overlies older Neoproterozoic sedimentary rocks of the Adelaidean succession. The Braemar and Holowilena iron formations occur locally in the glacigenic Yudnamutana Subgroup at the transitional contact between the basal Pualco Tillite and overlying Benda Siltstone formations, or stratigraphic equivalents elsewhere.;Magnetite and/or hematite and absence of chert typify these iron formations which are associated with diamictite, subarkosic wacke, siltstone and minor carbonate. Diamictites are typically unstratified and have iron-poor ({dollar}{dollar}30 wt.% Fe{dollar}\sb2{dollar}O{dollar}\sb3{dollar}) matrices.
