Once completed, the Fall Line trail will provide a 43-mile active transportation route through Central Virginia from Ashland to Petersburg. Three miles of the trail’s alignment follow Commerce Road in Richmond’s Southside. As Manchester continues to undergo rapid change, trail-oriented development (TrOD) offers an opportunity to accommodate growth and transform the industrial corridor into a mixed-use destination as envisioned by the city’s master plan. While TrOD within the study area represents both economic and community development, relatively low residential property values and median incomes within surrounding neighborhoods warrant proactive measures to mitigate potential displacement pressures. This capstone plan provides a map of the network of physical green infrastructure (GI) and the actors involved in GI projects in Hopewell. Green Infrastructure is mapped spatially with GIS and distinguishes between the various forms of GI present in the city. A network map visualizes the relationships between actors and their relationships with GI in Hopewell. This plan analyzes Hopewell’s GI network of social-ecological assets and their relative interactions. This research and policy brief from the Metropolitan Educational Research Consortium (MERC) offers an overview of the Virginia Literacy Act. This plan proposes the replacement of the current Amtrak Staples Mill Station with a new facility designed to incorporate civic art, multi-use development, and fast and easy train boarding. Drawing on successful examples like Union Station in D.C. and Main Street Station in Richmond, this plan encourages stakeholders to adopt a strategic vision for the station and its vicinity as an asset to the region. An independent commission with equal representation from state agency representatives and residents would enact these improvements through a public-private partnership, including a transit-oriented development scheme for adjacent land.

Transit-Oriented Development (TOD) is a recommended planning strategy of smart growth and New Urbanism. In theU.S., over 90% of TOD projects are rail TOD (RTOD) projects. In contrast, bus TOD (BTOD) is a minor player, and is therefore lightly researched. This paper summarizes the strengths and weaknesses of BTOD relative to RTOD, and proposes three categories of implementation strategies to make BTOD more successful: 1) adaptive transit strategies, which intend to make bus transit more conducive to BTOD in terms of improving bus transit operating performance, enhancing its external image, and better serving bus riders; 2) adaptive land use strategies, …

Purpose: The aim of this analysis of survey data was to assess the influence of living within a food desert as a predictor of oral health problems among children of East Henrico County, Virginia.
Methods: Survey participants were recruited and questionnaires applied online. Residing in a food desert, using access to affordable produce as a proxy value, was the independent variable, while self- reported assessment of the child’s oral health status was the primary outcome variable. Analyses controlled for other indirect factors of pediatric oral health. Logistic regression was used to model the association between the self-reported access to healthy …

The Reconstructing Randolph Project is an in-depth historical case study of one of the last thriving and intact Black neighborhoods in Richmond to be disrupted by urban renewal. The case study utilizes a Black geographical lens, historic preservation practices and counter cartography to illuminate the rich history and people who made up the Randolph neighborhood. The plan also outlines policies and strategies that can be implemented to 1) amplify and preserve the history of Randolph and (2) protect long-term Black residents who wish to remain in a city that is quickly changing due to gentrification.

This research brief explores the landscape of school segregationrelated to boundary lines in Virginia and in key regions. It also analyzes common rezoning criteria and policies in a large sample of Virginia school divisions. The brief then provides a condensed overview of existing literature on school boundaries and segregation. This thesis employs the interdisciplinary methodologies of ethnohistory and oral history to examine the legacy of the 1957 Jamestown Festival through the experiences and memories of Rappahannock people. “Recovering Lost Voices: The Rappahannock Tribe and the Jamestown Festival of 1957” adds to the historiography of Virginia Natives by revealing that Rappahannock participation in the Jamestown Festival was the culmination of centuries of cultural preservation, greatly influenced and made immediate by their experiences in “Jim Crow” Virginia during the twentieth century. This thesis orients a public library toward the James River with the purpose of strengthening Richmond’s connection to this waterway. Adapting an existing warehouse with a history of river industry, this project used evidence-based design decisions to drive its development. Using interviews, surveys, and case studies, the design is organized around a central gathering space where the river enters the building and around which spaces for study, stacks, and children flow. This thesis examines the life of Robert Cowley, a formerly enslaved man living free during slavery in eighteenth-century Richmond, Virginia. The first chapter examines Cowley’s enslaved life through the records of others. The data collectors and historians of early America did not intend to capture the truth of Black people’s American experiences, except as defined their enslavement--people in service to the wealth-building capacity of the nation. Yet the lives of Black people who lived in proximity to prominent whites can be glimpsed in a variety of records and writings from account books to deeds, from private letters to newspaper advertisements. …

As human land uses continue to expand rapidly across the landscape, the management practices of private landowners are an essential part of effective conservation of biodiversity. Conservation of early successional habitats (ESH) and the species that depend on them is a priority in the eastern United States, and efforts to create more ESH on private lands has primarily focused on forest landowners and the harvesting of timber. The James River Park System (JRPS), “a Little Bit of Wilderness in the Heart of the City,” is a unique part of Richmond’s Department of Parks, Recreation and Community Facilities. With 550 acres of shoreline and islands in the capital of the Commonwealth of Virginia, the JRPS extends in 14 sections from the Huguenot Bridge (West) to a half mile beyond the I-95 Bridge (East). It includes most of the fall line of the James River, and features rocks, rapids, meadows, and forests that make for an area of unspoiled natural beauty.

I address how anthropologists can identify the patterns and development of slavery and economic oppression through archaeology and the visualization of Virginia enslavement. I focus on the enslaved people of James Madison's Montpelier. I use 3D modeling as a foundation for integrating enhanced visuals with the goal of presenting a tangible understanding of the enslaved individuals in relation to the artifacts and history of the archaeological sites. This thesis addresses how Japanese and Japanese Americans may have lived and been perceived in Virginia from 1900s through the 1950s. Enlisted soldiers preferred to elect company- and regimental-level officers during the first year of the American Civil War. This thesis explores how early Confederate mobilization, class conflict between elites and non-elites, and Confederate military policies affected officer elections from spring 1861 to spring 1862 among Virginia Confederates. Chapter 1 explores how the chaotic nature of mobilization and common soldiers' initial expectations regarding their military service influenced elections from April 1861 until late July 1861. The phylogeny of the turtle genus Pseudemys is poorly understood. In Virginia, many turtles have been found with indicator traits of both eastern river cooters (Pseudemys concinna concinna) and northern red bellied cooters (Pseudemys rubriventris). This study explores morphological evidence for hybridization between the two species across three riverine sites in east central Virginia.
Museum voucher groups for each species were analyzed for relative shell height and plastron length. The shape of the plastral scutes and upper jaw were analyzed using landmark-based morphometric software. These metrics were compared with measurements taken from 188 field-caught Pseudemys specimens. …

The Tea Party movement’s effect on local and regional planning in Virginia has received little study. This work identifies how conservative political activism has impacted planning in the Commonwealth and how planners have responded. The study relies on a qualitative approach involving 22 semi-structured interviews with activists, planners, and citizens, as well as textual analyses of planning documents, local and regional news reports, and Tea Party social media. The resultant findings show that Tea Party activism is rooted in deep seated ideals about private property rights and individualism. Virginia is consistently rated as a state with high rates of asthma (Asthma and Allergy Foundation 2014). Although this respiratory disease has many causes, certain air pollutants can be a trigger. The EPA currently identifies, monitors, and regulates seven types of air pollutants. One of these pollutants, particulate matter, can occur both naturally and culturally. The primary anthropogenic cause of particulate matter is fly ash, which is formed during fossil fuel combustion. Different technology installed in the power plant can capture some of the fly ash but these methods are not entirely effective.

This thesis examines how churches and taverns became sites for political discussion and organizing during the Revolutionary era, 1765-1780. Taverns had long served a role in Virginians’ lives by providing places where news was exchanged and discussed, but with the political upheaval between the colonies and Great Britain many of the activities and discussions that took place there became far more politically charged. Analyzing churches and their role within the revolutionary era demonstrates that Virginia’s revolutionary leaders used an institution deeply rooted in their society to further political activism by Virginians and Virginia’s provisional government. Hedonic pricing methods and GIS (Geographic Information Systems) were used to evaluate relationships between sale price of single family homes and landscape fragmentation and natural land cover. Spatial regression analyses found that sale prices increase as landscapes become less fragmented and the amount of natural land cover around a home increases. The projected growth in population and employment in the Richmond, Virginia region and subsequent increases in land development and landscape fragmentation presents a challenge to sustaining intact healthy ecosystems in the Richmond region. Species composition, temperature, soil nutrients, and leaf area index (LAI) were recorded across three encroaching Morella cerifera thicket edges and three free- standing shrubs on Hog Island, Virginia to characterize the effect of shrub thickets on the plant community and microclimate. Electron transport rate (ETR) was taken on shrub leaves to determine if microclimate benefits M. cerifera physiology. Species richness was lowest inside shrub thickets. Soil water content and LAI were higher in shrub thickets compared to grassland. Soil organic matter, N, and C were higher inside shrub thickets. Summer and fall maximum temperatures were more moderate in shrub thickets …
