The design, modeling, and characterization of FET-SEED smart pixel transceiver arrays fabricated for application in optical backplanes are presented. Results of digital and analog measurements on 4×4 transmitter arrays and 4×4 receiver arrays, packaged at the printed circuit-board level, will be presented. In addition, these results will be compared to device and circuit models developed for these optoelectronics. Finally, the description of the successful application of these optoelectronics to interconnect two printed circuit boards will be described.

Despite the fact that most regulatory problems in resource and environmental economics are design problems, rarely have resource economists explicitly adopted the design perspective in modeling such problems. In this note I argue that the design perspective should be adopted. I highlight the merits of the design approach by studying an old problem-the regulation of an open access fishery (OAF)-in a new way. I show that the design perspective has important implications for fisheries management.

The combination of a general greening of international political debate, and the events of 1992 at the Rio Earth summit have led to great interest in the question of global environmental protection. While it is recognized that international environmental agreements (IEAs) are the means by which the earth's fragile environment is most likely to be protected, this recognition has been recent.
