Strategies Of Policy Advocacy Organizations And Their Theoretical Affinities: Evidence From Q-Methodology, Sheldon Gen, Amy Conley Wright Jan 2018

Strategies Of Policy Advocacy Organizations And Their Theoretical Affinities: Evidence From Q-Methodology, Sheldon Gen, Amy Conley Wright

Faculty of Social Sciences - Papers (Archive)

Policy advocacy is an increasingly important function for many nonprofit organizations, yet their advocacy activities have largely escaped theoretical grounding. The literature on nonprofits has described how they engage in policy advocacy, without linking them to theories of policy change. The policy studies literature, on the other hand, has explained how various forms of influence result in policy change, but has largely ignored organizational perspectives on those processes. These two literatures remain largely disconnected. Drawing upon interviews with a purposive sample of policy advocacy directors at 31 nonprofit organizations, this study applies Q-methodology to identify and describe six distinct policy …

Big Food And Corporate Social Responsibility: Deception Or Public Good?, Zoe Nicole Richards Jan 2018

Big Food And Corporate Social Responsibility: Deception Or Public Good?, Zoe Nicole Richards

University of Wollongong Thesis Collection 2017+

Ultra-processed foods and SSB products are produced and sold by ‘Big Food’. Big Food is a term used by many public health experts to describe large multinational ultra-processed foods and beverage companies, specifically fast food restaurants, soft drink companies, and large packaged food manufactures that annual sales rank within the world’s top 100 food and beverage companies. Big Food companies assert that corporate social responsibility (CSR) strategies (e.g. sponsoring junior sport, environmental programs) are a way for corporations to give back to the community and contribute to social good. However, public health experts question the motives of Big Food companies …

Examining The Effects Of Transport Policy On Modal Shift From Private Car To Public Bus, Ahm Mehbub Anwar, Jie Yang Jan 2017

Examining The Effects Of Transport Policy On Modal Shift From Private Car To Public Bus, Ahm Mehbub Anwar, Jie Yang

SMART Infrastructure Facility - Papers

Private vehicles have become the most common mode of daily travel. This is one effect of the poor accessibility of public transportation. This paper attempts to use a study based on a survey of commuters in order to devise ways of encouraging the use of public transportation. Two different public transport policies were examined: (i) once-an-hour direct bus service from home to university (policy 1), and (ii) park-and-ride facilities (policy 2). Binary logistics models are proposed with the intention of comparing the utility of travel modes between private cars and public buses. These models are also used to identify the …

Progressive Australian Views Will Win Out Over Parochial Foreign Policy White Paper, George Mickhail Jan 2017

Progressive Australian Views Will Win Out Over Parochial Foreign Policy White Paper, George Mickhail

Faculty of Business - Papers (Archive)

No doubt, Australia's parochial anxieties about China in its recent Foreign Policy White Paper stem from a Eurocentric establishment with entrenched "Cold-War" era views about international relations and fantasies about preserving a bygone legacy of Anglo-American hegemony.

Exogenous Oil Shocks And The Fiscal Policy Response In Oil-Exporting Countries: Evidence From Libya, Issa Saleh Ali, Charles Harvie Jan 2017

Exogenous Oil Shocks And The Fiscal Policy Response In Oil-Exporting Countries: Evidence From Libya, Issa Saleh Ali, Charles Harvie

Faculty of Business - Papers (Archive)

The downtrend in oil prices beginning in 2014 represents a challenge for smallopen developing and exporting economies like Libya. This stems from the importance of government revenue generated from the natural resource sector in financing government consumption and investment expenditures as well as capital imports. The dependency on the natural resource sector and a relatively weak non-natural-resource tax base renders fiscal positions highly challenging in oil exporting countries. As more than 90 percent of Libya's government revenue is generated from the oil sector, the budget components are the most influenced by oil-related shocks. Transitory oil price increases, especially after 2000, …

Policy Translation For Early Childhood Education And Care: The Growing Up In New Zealand Approach, Amy L. Bird, Polly E. Atatoa Carr, Elaine Reese, Susan Morton Jan 2016

Policy Translation For Early Childhood Education And Care: The Growing Up In New Zealand Approach, Amy L. Bird, Polly E. Atatoa Carr, Elaine Reese, Susan Morton

Faculty of Social Sciences - Papers (Archive)

Longitudinal cohort studies have significant potential to inform policy across a range of child and family areas, including early childhood education and care. Here we describe the relationship between policy-makers and New Zealand’s contemporary pre-birth cohort study. We outline a model for policy interaction that highlights the relationship between Growing Up and policy across study design, implementation and analysis. We then describe key policy-relevant questions in the early childhood education and care area that Growing Up has addressed when children were age 2. We used parent-report data for 6242 children to consider: whether socio-economic factors and ethnicity are related to …

A Commentary On Ritual And The Production Of Crime Control Policy In New Zealand, Juan M. Tauri Jan 2016

A Commentary On Ritual And The Production Of Crime Control Policy In New Zealand, Juan M. Tauri

Faculty of Social Sciences - Papers (Archive)

This commentary highlights the way(s) that ritual plays a significant role in the development of crime control policy in New Zealand. The actions of New Zealand's crime control policy sector is chosen as the focus for the commentary because of its ability to significantly impact individuals and communities through its close relationship with Cabinet, the development and implementation of legislation, and access to significant financial resources. A further motivation is the authors' desire to demystify the heavily ritualised, mythological context that surrounds the policy process and that aids in screening their work from critical scrutiny. The importance of ritual in …

Towards An Improved Framework To Prevent Marine Plastic Debris, Karen Raubenheimer Jan 2016

Towards An Improved Framework To Prevent Marine Plastic Debris, Karen Raubenheimer

University of Wollongong Thesis Collection 1954-2016

A range of multilateral agreements exists to prevent pollution of the oceans from various sources. Yet it would seem this framework has failed to prevent the continuing flow of plastic waste into the marine environment. This research provides the first analysis of the international and regional legal and policy framework to assess the adequacy of provisions in establishing a duty to prevent marine plastic debris.

The central contributing factor is one of differing jurisdictions resulting in varying levels of duty established in the different maritime zones and on land. The Law of the Sea Convention provides various rights to States …

A Novel Queue Management Policy For Delay-Tolerant Networks, Saeid Iranmanesh Jan 2016

A Novel Queue Management Policy For Delay-Tolerant Networks, Saeid Iranmanesh

Faculty of Engineering and Information Sciences - Papers: Part A

Delay-tolerant networks (DTNs) have attracted increasing attention from governments, academia and industries in recent years. They are designed to provide a communication channel that exploits the inherent mobility of trams, buses and cars. However, the resulting highly dynamic network suffers from frequent disconnections, thereby making node-to-node communications extremely challenging. Researchers have thus proposed many routing/forwarding strategies in order to achieve high delivery ratios and/or low latencies and/or low overheads. Their main idea is to have nodes store and carry information bundles until a forwarding opportunity arises. This, however, creates the following problems. Nodes may have short contacts and/or insufficient buffer …

Ciphertext-Policy Attribute-Based Encryption With Key-Delegation Abuse Resistance, Yinhao Jiang, Willy Susilo, Yi Mu, Fuchun Guo Jan 2016

Ciphertext-Policy Attribute-Based Encryption With Key-Delegation Abuse Resistance, Yinhao Jiang, Willy Susilo, Yi Mu, Fuchun Guo

Faculty of Engineering and Information Sciences - Papers: Part A

Attribute-based encryption (ABE) is a promising cryptographic primitive that allows one-to-many encryption. In such a system, users' private keys are linked to their access rights. We note that if a user can generate a new private key for a portion of his/her access right, this could potentially lead to some undesirable situations, which violate the access control policy. Interestingly, to date, there is no work that looks into this matter in detail nor addresses it. We point out that this is a "property" that exists in ABE systems, which we refer to "key-delegation abuse". ABE systems that suffer from key-delegation …

Developing An Optimum Maintenance Policy By Life Cycle Cost Analysis - A Case Study, Khaled O. El-Akruti, Tieling Zhang, Richard Dwight Jan 2016

Developing An Optimum Maintenance Policy By Life Cycle Cost Analysis - A Case Study, Khaled O. El-Akruti, Tieling Zhang, Richard Dwight

Faculty of Engineering and Information Sciences - Papers: Part A

This paper focuses on developing maintenance policies for critical assets to improve the production performance based on life cycle cost (LCC) analysis. A general approach is adopted for conducting the LCC analysis. The investigation is based on a case study to demonstrate how an optimum maintenance policy is determined. The relevant LCC structure in the case study is defined for the decision process which involves determination of the optimum life, repair limit and selection of materials, and trade-off between repair and replacement. The LCC analysis is based on statistical data modelling which facilitates decision-making on the optimal replacement of an …

The Impact Of Social Media Policy And Use On Value Creation: A Survey Research, Uuf Brajawidagda, Akemi T. Chatfield Jan 2016

The Impact Of Social Media Policy And Use On Value Creation: A Survey Research, Uuf Brajawidagda, Akemi T. Chatfield

Faculty of Engineering and Information Sciences - Papers: Part A

Organizations need to provide effective policies in aligning their social media use with organizational goals to realize the expected benefits of social media. However, while social media use has been studied, social media policy research is lacking. This study aims to examine impacts of social media policy and active use on value creation. Drawing on the Model of IT/Business Value, we assessed the interplay between social media policy and social media use on value creation in a survey research conducted with Indonesia's disaster management agencies. Our analysis results of 124 survey responses show that social media use and social media …

Perceptions Of Consent In Adult Male Rape: Evidence-Based And Inclusive Policy Making, Natalia K. Hanley, Philip Rumney Jan 2016

Perceptions Of Consent In Adult Male Rape: Evidence-Based And Inclusive Policy Making, Natalia K. Hanley, Philip Rumney

Faculty of Social Sciences - Papers (Archive)

Interest in evidence-based policy making in the UK and elsewhere has been documented over many years. There has also been much attention given to the issue of sexual violence from policy makers. Virtually all of this attention has been gendered in the sense that it has focused on female victims and male perpetrators. Given the gendered nature of rape, this is hardly surprising; however, to say that sexual violence and victimisation is a gendered phenomenon is not to suggest that males are invulnerable to sexual violation. Indeed, the empirical data makes clear that 'each and every body is permeable and …

Regional Planning And Policy Analysis In Australia Through Integrated Economic Modelling, Ashkan Masouman, Charles Harvie, Pascal Perez Jan 2016

Regional Planning And Policy Analysis In Australia Through Integrated Economic Modelling, Ashkan Masouman, Charles Harvie, Pascal Perez

SMART Infrastructure Facility - Papers

Several attempts have been proposed in the literature to relax the restrictive assumptions of a standalone input-output model. Particularly, endogenisation of the household sector, which exhibits the highest constant returns to scale, has been continuously recognised as a key objective of such attempts. This objective increases in importance as we move from national to regional economies. Most of the studies in the literature collapse the intermediate demand information into a solo composite variable. The intermediate demand information serves as a priori data, which represents the inter-sectoral1 relationships within a regional economy. In this paper, estimation of sectoral employment by embedding …

Ciphertext-Policy Attribute Based Encryption Supporting Access Policy Update, Yinhao Jiang, Willy Susilo, Yi Mu, Fuchun Guo Jan 2016

Ciphertext-Policy Attribute Based Encryption Supporting Access Policy Update, Yinhao Jiang, Willy Susilo, Yi Mu, Fuchun Guo

Faculty of Engineering and Information Sciences - Papers: Part A

Attribute-based encryption (ABE) allows one-to-many encryption with static access control. In many occasions, the access control policy must be updated and the original encryptor might be required to re-encrypt the message, which is impractical, since the encryptor might be unavailable. Unfortunately, to date the work in ABE does not consider this issue yet, and hence this hinders the adoption of ABE in practice. In this work, we consider how to efficiently update access policies in Ciphertext-policy Attribute-based Encryption (CP-ABE) systems without re-encryption. We introduce a new notion of CP-ABE supporting access policy update that captures the functionalities of attribute addition …

Implementation Of Ict Policy In Secondary Schools In Saudi Arabia, Yahya Ibrahim Al Mofarreh Jan 2016

Implementation Of Ict Policy In Secondary Schools In Saudi Arabia, Yahya Ibrahim Al Mofarreh

University of Wollongong Thesis Collection 1954-2016

Countries around the world have identified the important role of Information and Communication Technology (ICT) in improving education through curricula reform and the development of a set of national goals and policies to guide the implementation of ICT in schools. Research shows that in Kingdom of Saudi Arabia (KSA) it appears that a relatively small number of schools and teachers are implementing ICT to enhance the quality and effectiveness of the learning in the classroom. Thus, this study explored organisational factors; practical or material factors; the individual; and the change process that facilitate and hinder the implementation of ICT policy …

Obesity Framing For Health Policy Development In Australia, France And Switzerland, Annabelle D. Patchett, Heather Yeatman, Keryn M. Johnson Jan 2016

Obesity Framing For Health Policy Development In Australia, France And Switzerland, Annabelle D. Patchett, Heather Yeatman, Keryn M. Johnson

Faculty of Social Sciences - Papers (Archive)

The obesity epidemic is a consequence of the interaction of cultural, environmental, genetic and behavioural factors; framing the issue is central to determining appropriate solutions. This study used content and thematic framing analysis to explore portrayal of responsibility for obesity in policy documents in Australia, France and Switzerland. For Australia and France, obesity causality was a combination of individual and environmental factors, but for Switzerland, it was predominantly individual. The primary solutions for all countries were health promotion strategies and children's education. Industry groups proposed more school education while health advocates advised government intervention. Where France emphasized cultural attitudes towards …

Policy Into Practice: Using Practice Theory To Implement An English Language Policy, Alisa J. Percy, Leonie G. Watson, Catriona A. Taylor Jan 2016

Policy Into Practice: Using Practice Theory To Implement An English Language Policy, Alisa J. Percy, Leonie G. Watson, Catriona A. Taylor

Senior Deputy Vice-Chancellor and Deputy Vice-Chancellor (Education) - Papers

National studies concerned with the assurance of students' language communication within higher education courses have identified several principles for leveraging change, which include an institutional wide strategy, the articulation of clear language communication outcomes at the course and subject level, the identification of subjects within courses from first year to the capstone that have a particular focus on teaching and assessing communication skills, the incorporation of English language and literacy into assessment criteria, and collaboration between discipline staff and academic language and learning staff (Arkoudis, 2012, 2014). These principles have been incorporated into an English Language Policy at one university; …

Which Public And Why Deliberate? - A Scoping Review Of Public Deliberation In Public Health And Health Policy Research, Christopher J. Degeling, Stacy M. Carter, Lucie Rychetnik Jan 2015

Which Public And Why Deliberate? - A Scoping Review Of Public Deliberation In Public Health And Health Policy Research, Christopher J. Degeling, Stacy M. Carter, Lucie Rychetnik

Faculty of Social Sciences - Papers (Archive)

Deliberative methods are of increasing interest to public health researchers and policymakers. We systematically searched the peer-reviewed literature to identify public health and health policy research involving deliberative methods and report how deliberative methods have been used. We applied a taxonomy developed with reference to health policy and science and technology studies literatures to distinguish how deliberative methods engage different publics: citizens (ordinary people who are unfamiliar with the issues), consumers (those with relevant personal experience e.g. of illness) and advocates (those with technical expertise or partisan interests). We searched four databases for empirical studies in English published 1996-2013. This …

Policy Capacity Is Necessary But Not Sufficient: Comment On "Health Reform Requires Policy Capacity", Sheldon Gen, Amy Conley Wright Jan 2015

Policy Capacity Is Necessary But Not Sufficient: Comment On "Health Reform Requires Policy Capacity", Sheldon Gen, Amy Conley Wright

Faculty of Social Sciences - Papers (Archive)

Policy capacity focuses on the managerial and organizational abilities to inform policy decisions with sound research and analysis, and facilitate policy implementation with operational efficiency. It stems from a view of the policy process that is rational and positivistic, in which optimal policy choices can be identified, selected, and implemented with objectivity. By itself, however, policy capacity neglects the political aspects of policy-making that can dominate the process, even in health policies. These technical capabilities are certainly needed to advance reforms in health policies, but they are not sufficient. Instead, they must be complemented with public engagement and policy advocacy …

Oil Production Rehabilitation, Fiscal Policy And Economic Development In Libya: A Future View, Issa Saleh Ali, Charles Harvie Jan 2015

Oil Production Rehabilitation, Fiscal Policy And Economic Development In Libya: A Future View, Issa Saleh Ali, Charles Harvie

Faculty of Business - Papers (Archive)

This paper develops and simulates a dynamic general equilibrium macroeconomic model to analyze the likely impact of oil production and revenue rehabilitation on the Libyan economy, under different government fiscal policy responses. The model is ideally appropriate to analyze macroeconomic issues in oil-producing developing countries. In particular, it is capable of incorporating alternative government policy responses toward the allocation of the oil revenue either upon consumption spending or development spending in the form of government investment spending upon infrastructure, human capital formation and technology acquisition in non-oil production. It is also capable of incorporating different degrees of international capital mobility …
