The Palliative Care Outcomes Collaboration (PCOC) was established in mid-2005 and is funded under the National Palliative Care Program supported by the Australian Government Department of Health and Ageing. The goal of the PCOC is to use standardised, validated, clinical assessment tools to benchmark and measure outcomes in palliative care; and assist palliative care services to improve the quality of care. Further information on the tools can be found at www.pcoc.org.au. Each service involved in PCOC submits data every six months. The data are then collated and fed back to services to inform service improvement. Participation in PCOC is voluntary. …

PCOC aims to assist services to improve the quality of the palliative care they provide through the analysis and benchmarking of patient outcomes. In this, the twelfth PCOC report, data submitted for the July - December 2011 period are summarised and patient outcomes benchmarked to enable participating services to assess their performance and identify areas in which they may improve.
This report is broken into three sections:
Section 1 summarises each of the four major benchmark measures and subsets and presents national benchmarking results for these benchmarks
Section 2 presents additional analysis for each of the sixteen benchmarks

Researching The Safety Of Indigenous Children And Youth: An Urban Perspective, Kathleen F. Clapham, Freidoon Khavarpour, Reuben J. Bolt, Mark Stevenson, Steven Su
Australian Health Services Research Institute
Injury is one of the leading causes of Indigenous mortality in Australia and safety in Indigenous communities has become increasingly prominent in commentary on Indigenous communities. However, our knowledge of urban Indigenous people and their experiences has been largely ignored in these debates; most of the discussions to date have focused on remote areas, despite the fact that around one-third of Indigenous Australians live in urban settings. This paper reports on the Safe Koori Kids study, which addressed the safety of Indigenous children, carried out in Sydney's outer metropolitan area of Campbelltown between 2006 and 2009 (Clapham et al. 2006a, …

The evaluation of the Expanded Scopes of Practice (ESOP) Program is structured to include data collection at the local; sub-project and national leve l. Local projects are responsible for conducting their own project evaluation within the overarching framework of the national evaluation. This means that projects will collect a range of data to support evaluation activities. In some cases this data will be analysed locally and for other evaluation activiti es it will be analysed by the NET. The National Evaluation Team will not finalise the sub-project data analyses until the first quarter of 2014.

Australian Health Services Research Institute
Background A range of health outcomes at a population level are related to differences in levels of social disadvantage. Understanding the impact of any such differences in palliative care is important. The aim of this study was to assess, by level of socio-economic disadvantage, referral patterns to specialist palliative care and proximity to inpatient services. Methods All inpatient and community palliative care services nationally were geocoded (using postcode) to one nationally standardised measure of socio-economic deprivation - Socio- Economic Index for Areas (SEIFA; 2006 census data). Referral to palliative care services and characteristics of referrals were described through data collected …

Building Better Systems Of Care For Aboriginal And Torres Strait Islander People: Findings From The Kanyini Health Systems Assessment, David Peiris, Alex Brown, Michael Howard, Bernadette A. Rickards, Andrew Tonkin, Ian T. Ring, Noel Hayman, Alan Cass
Australian Health Services Research Institute
Background
Australian federal and jurisdictional governments are implementing ambitious policy initiatives intended to improve health care access and outcomes for Aboriginal and Torres Strait Islander people. In this qualitative study we explored Aboriginal Medical Service (AMS) staff views on factors needed to improve chronic care systems and assessed their relevance to the new policy environment.
Methods
Two theories informed the study: (1) 'candidacy', which explores "the ways in which people's eligibility for care is jointly negotiated between individuals and health services"; and (2) kanyini or 'holding', a Central Australian philosophy which describes the principle and obligations of nurturing and protecting …

Nurse Practitioner-Palliative Care At Royal Perth Hospital: An Evaluation Using The Palliative Care Outcomes Collaboration (Pcoc) Quality Improvement Program, Natalie Panizza, Tanya Pidgeon
Australian Health Services Research Institute
Background: In 2010, Royal Perth Hospital (RPH) appointed its first Nurse Practitioner (NP) working in palliative care. To evaluate this service delivery, four key palliative care benchmarks from the Palliative Care Outcomes Collaboration (PCOC) were used. These are, benchmark (BM) One: Referral to first contact (responsiveness), Two: Time in the unstable phase (timely management of acuity), Three: Change in pain (pain management), and Four: Change in other symptoms relative to the national average (benchmarking with other specialised palliative care services).

Value Of Information And Pricing New Healthcare Interventions, Andrew R. Willan, Simon Eckermann
Value Of Information And Pricing New Healthcare Interventions, Andrew R. Willan, Simon Eckermann
Australian Health Services Research Institute
Previous application of value-of-information methods to optimal clinical trial design have predominantly taken a societal decision-making perspective, implicitly assuming that healthcare costs are covered through public expenditure and trial research is funded by government or donation-based philanthropic agencies. In this paper, we consider the interaction between interrelated perspectives of a societal decision maker (e.g. the National Institute for Health and Clinical Excellence [NICE] in the UK) charged with the responsibility for approving new health interventions for reimbursement and the company that holds the patent for a new intervention. We establish optimal decision making from societal and company perspectives, allowing for …

The Need To Evaluate Public Health Reforms: Australian Perinatal Mental Health Initiatives, Marie-Paule Austin, Nicole M. Reilly, Elizabeth Sullivan
Australian Health Services Research Institute
Objective: To describe the Australian perinatal mental health reforms and explore ways of improving surveillance of maternal mental health morbidity and mortality in this context. Approaches: We reviewed the Australian perinatal (defined as conception to one year postpartum) mental health reforms, in association with an appraisal of the population health methods that could be used for their evaluation. Conclusion: Despite the increasing focus of public health reforms on maternal mental health in the perinatal period, there is currently no national data available to evaluate these reforms or to provide an evidence base for improved health outcomes. National data development and …

This report provides a stand-alone description of how the national model for assessment in aged care was received when reviewed by the relevant reference groups and when demonstrated to experienced assessors. It covers the preliminary testing of a system that operates across three levels to guide the people requesting assistance to the set of aged care services that they need. The overall aim of the new assessment system has been to simplify and streamline information so it can be used in a practical way in the field to plan how best to meet those needs. The purpose of collecting assessment …

The Illawarra Division of General Practice (IDGP) has received funding from NSW Health to conduct the GP Dementia Risk Reduction Education Project. This project aims to educate general practitioners (GPs) and practice nurses (PNs) in general practice settings on the link between hypertension and dementia in the 45 years and over age group and to encourage the application of evidence-based blood pressure screening & management in general practice settings. The program aims to support the implementation of strategies with patients that seek to avoid or minimise the risk of hypertension (and therefore dementia) over the long term. The primary target …
