The 1989 session of the General Assembly enacted legislation dealing with wills, trusts, and estates that added, amended, or repealed a number of sections of the Code of Virginia (the "Code"). In addition to this legislation, there were twelve cases from the Supreme Court of Virginia, one case from Virginia's intermediate court of appeals, and one federal case in the year ending June 1, 1989, that involved issues of interest to both the general practitioner and the specialist in wills, trusts, and estates. This article analyzes each of these legislative and judicial developments.

It is the central argument of this thesis that the cost of medical care has been the most salient political consideration in the evolution of certificate of public need Virginia. Certificate of need is a regulatory mechanism that public officials use to achieve health planning goals by controlling medical facility capital expenditures. This thesis sets the development and implementation of certificate of need in Virginia against the broad background of medical facility public policy in this country, as well as significant political movements in Virginia.

This study is based primarily on financial data from colleges and universities in Virginia for the two academic years 1986-1987 and 1987-1988. The database stems from detailed data submitted by virtually all colleges and universities to the federal and state governments and reported in the Integrated Postsecondary Education Data survey (IPEDS). The data were accessed by Professor Jones from the State Council of Higher Education using the Bitnet computer program.
