How Would The Sale Of Citgo Impact Venezuela?, Inter-American Dialogue's Latin American Energy Advisor

Venezuelan President Hugo Chávez has raised the possibility of selling Venezuela's U.S.-based oil company, CITGO Petroleum Corp., to finance ambitious state programs. Chávez has said the company's sale could raise at least $10 billion for the state's stretched coffers, though many analysts suggest it is valued at far less. Is Chávez likely to sell CITGO and, if so, how much would the company reasonably fetch? What impact would the sale have on the Venezuelan economy in the near future? What effects would it have on Venezuela's long-term interests?

Settlement Agreement: Navajo Nation San Juan Basin, NM Water Rights Settlement (Dec. 17, 2010) Parties: Navajo Nation, US, NM. This Settlement relates to the Navajo Nation’s water rights in the San Juan River Basin located in NM. It is a part of the Juan River adjudication. It reconciles the Apr. 19, 2005 agreement with the Settlement Act. Allottees may make individual water right claims based upon historic and existing uses found in the Joint Hydrographic Survey Report. This Settlement finalizes all claims the Nation could make to the San Juan River Basin and settles all causes of action against the …

TAM Airlines, Brazil's largest carrier, announced Nov. 23 that it successfully conducted an experimental 45-minute flight off the coast of Rio de Janeiro using a 50 percent blend of locally sourced Brazilian jatropha-based bio-kerosene and conventional aviation kerosene. A joint project between TAM, Airbus and CFM International, the flight was the first flown in Latin America and the sixth worldwide since 2008 to use aviation biofuel. An Adaptive Coverage Control Algorithm For Deployment Of Nonholonomic Mobile Sensors, Chaouki T. Abdallah, Jose Marcio Luna, Rafael Fierro, John Wood

We show the Lyapunov stability and convergence of an adaptive and decentralized coverage control for a team of mobile sensors. This new approach assumes nonholonomic sensors rather than the usual holonomic sensors found in the literature. The kinematics of the unicycle model and a nonlinear control law in polar coordinates are used in order to prove the stability of the controller applied over a team of mobile sensors. The convergence and feasibility of the coverage control algorithm are verified through simulations in Matlab.
