THIS MASTER AGREEMENT FOR LEASE OF UNM SITES FOR STUDENT HOUSING (this "Master Agreement") is dated as of , 2009 ("Effective Date"), and entered into by and between the REGENTS OF THE UNIVERSITY OF NEW MEXICO, a body corporate (the "Regents"), on behalf of THE UNIVERSITY OF NEW MEXICO, a constitutionally created educational institution of the State of New Mexico (the "University"), LOBO DEVELOPMENT CORPORATION, a New Mexico non-profit corporation organized to benefit the University ("Lobo"), and AMERICAN CAMPUS COMMUNITIES, INC., a Maryland corporation ("ACC") (each a "Party"; collectively, the "Parties").

Higher education accounts for about 16 percent of all state spending. Since FY04, the Legislature has increased general fund spending on higher education nearly $214 million or approximately 33 percent, from approximately $639 million to $853 million in FY10 (pre-solvency). New Mexico's per capita state spending on higher education ranks among the highest in the country. Higher education institutions must balance diverse and competing missions - teaching, research, and outreach. The project will evaluate institutional performance and how institutions are held accountable in allocating, using, and spending public resources to accomplish the goals of these varied missions.

In May 2008 the Faculty requested a comprehensive review of the change in upper administration expenditures at UNM. The principle objective of this report is to provide salaries and budgets of administration beginning with fiscal year 2003 in a meaningful way, including calculations of percentage increases, funding sources for those positions, and comparisons to similar costs at other colleges and universities. This review also provides information on UNMs budgets and expenditures to present a holistic view of administration and its impact on UNM.

Conduct of research is a primary mission of the University of New Mexico. 1. This policy has been developed pursuant to the resolution of the Regents at their meeting 13 June 1977. 2. Faculty "teaching" assignments are measured in "load units" as defined and calculated in accordance with the University's load formula. The term "load unit" as used in this policy is defined by that formula as currently revised (now the Ninth Revision, 8 September 1975).

Criticisms from within Too many committees to watch' — OPS Over the past several years, there has been an attempt to pare down the number of FS committees from its record high of 21 or so, down to 16-19. There is always resistance to eliminating a committee, and generally based on good reasons, since, in the end, many of the eliminated committees are reconstituted.
