The United States Department of Justice released a Findings Letter in connection with its investigation of the use of force by the Albuquerque Police Department from 2009 to early 2013. It found that APD had engaged in a pattern or practice of using excessive force, both lethal and non-lethal. The parties reached an agreement on October 31, 2014 and the Complaint and Settlement Agreement were filed in the United States District Court for the District of New Mexico for approval.
