The financial crisis that erupted in 2007 revealed a major gap in the management systems of government and business. For the most part, governments focused on revenue growth, productivity, cost control and quality. There were many interrelated factors involved with the failures but two in particular stand out in my mind: a failure to explicitly account for risk when formulating organizational strategies and a failure to monitor and manage the risks that they had identified and assumed. Management of exotic plants that are annuals entails understanding and managing their soil seed banks. We completed a study of the influences of heat and liquid smoke on red brome (Bromus rubens) soil seed banks collected from Red Rock Canyon in southern Nevada as part of a collaborative fire effects monitoring effort with Bureau of Land Management - Las Vegas. We collected the samples from the 2005 Loop Fire, where we observed in a monitoring field study that exotic grasses such as red brome were relatively sparse in the first 2-3 years (which were during a dry period) following the …

The article provides guidelines to an effective approach of managing employees in the U.S. These include the ability to both detect a problem and to effectively respond to it. It is also considered important when strategies are adopted, where a collaborative action among network partners can be promoted. As a paradigm, network governance is trumping “public administration” or traditional models of government. Policies taking a network governance approach seem to have a greater chance of goal
attainment. Is network governance in health care policy a means of bridging the ideological divide, what with national health policy initiatives tripping on partisan hurdles? One example of network governance (as expounded by Stephen Goldsmith and William Eggers in their 2004 book) at the state level is high-risk health insurance programs (HRPs).

Literature syntheses to develop status of knowledge reports are important to integrate and summarize the scattered scientific literature on a particular topic. The isolation and fragmentation of scientific literature on a topic is not necessarily a shortcoming of science. Rather, it is simply a consequence of having (1) research published in a diverse array of journals, (2) articles build on each other and therefore articles relevant to a particular topic can be published decades apart, and (3) funding virtually impossible to secure to do these periodic assessments of what we know and don’t know (competitive science grants want researchers to …

This article draws upon a sample of nonprofit and state government managers to examine the role that service motivation plays in both sectors. The research addressed three main questions: 1) what are the main motivational types and constructs of managers in the public and nonprofit sectors? 2) what differences exist between these sectors in terms of level of motivation? And 3) what are the long-term and short-term consequences of different types of motivation? This document summarizes the results of a workshop on risk communication that took place in January, 2009, involving participants from across North America but concentrated in the Western U.S. The workshop considered risk communication challenges and opportunities across a range of technologies and strategies. The discussions suggested that potential synergies exist across risk-related topics, as well as across disciplines, and highlighted the need for constructing opportunities for members of this research community to exchange ideas and results on an ongoing basis.

Are residents living in communities around the Nevada Test Site aware of environmental remediation activities and do outreach efforts contribute to awareness? Through a U.S. Department of Energy (DOE) grant, the University of Nevada, Las Vegas administered a mail questionnaire to 14,083 residents and received 1,721 responses. Approximately 90% of the respondents reported awareness of past nuclear tests at the Nevada Test Site; 63% reported awareness of low-level radioactive waste disposal at the site; and 41% are aware that the Yucca Mountain Project for high level waste disposal is part of the Office of Civilian Radioactive Waste Management and not …

Trees in many forests affect the soils and plants below their canopies. In current high-density southwestern ponderosa pine (Pinus ponderosa) forests, managers have opportunities to enhance multiple ecosystem values by manipulating tree density, distribution, and canopy cover through tree thinning. I performed a study in northern Arizona ponderosa pine-Gambel oak (Quercus gambelii) forests to measure the influences of tree canopy types on understory plant communities and soil properties. On ten 2.5-acre (1-ha) sites, I sampled five 43-ft2 (4-m2) plots below each of the following five canopy types: openings; single ponderosa pine; and Gambel oak single stems, dispersed clumps, and thickets. …

Fire has become more extensive in recent decades in southwestern United States arid lands. Burned areas pose management challenges and opportunities, and increasing our understanding of post-fire plant colonization may assist management decision-making. We examined plant communities, soils, and soil seed banks two years after the 2005 Loop Fire, located in a creosote-blackbrush community in Red Rock Canyon National Conservation Area in southern Nevada’s Mojave Desert. Based on a spring sampling of 20, 0.01-ha plots, live + dead cover of the exotic annual Bromus rubens averaged nine times lower on the burn than on a paired unburned area. Perennial species …
