The Kentucky Transportation Cabinet (KYTC) and transportation agencies around the United States increasingly depends on uncrewed aircraft systems (UAS — also commonly known as drones) to collect data and accelerate project development and delivery. Drones let transportation practitioners safely and efficiently perform many activities, including bridge and highway inspection, construction monitoring, surveying, emergency response, and measuring stockpiles. KYTC’s implementation of UAS has expanded rapidly over the past 10 years, however, the agency lacks well-coordinated procedures for connecting pilots with end data users, scheduling and conducting flights, developing and documenting best practices, and processing and storing data. Kentucky constitutional and statutory law requires that a fair process be in place to let a property owner challenge a condemnor’s right to acquire private property, including a right to appeal the initial decision. Property acquired by a condemnor must be for public use, and property owners have the right to an immediate and expedited hearing on right-to-take. Two of these requirements will remain in place regardless of statutory revisions: the requirement that property must be needed (i.e., not arbitrary) for public use, and the right to one appeal. Gender-based violence is pervasive across many television shows that are targeted toward a variety of audiences and cover a range of genres and settings, yet there is a dearth of literature regarding gender violence in fictional television drama series and how female audiences interpret and react to the depictions of gender violence in those programs. For this study, I spoke with 13 women about their experiences viewing programs with depictions of gender violence. The data was analyzed qualitatively using a phronetic iterative approach and demonstrates why these women watch these shows, what affective responses they have, and how they interpret …

This manual describes the Crash Data Analysis Tool (CDAT), which can be used by KYTC staff and the agency’s work partners to securely access crash datasets. CDAT users can query and download data using flags stored during post-processing. Unlike KyOPS, however, CDAT’s location data are validated using geographic coordinates and several of county, route, and milepoint fields to ensure crashes are properly geocoded. This study focuses on how to grow the Lexington CLT into self-sustainability while also narrowing the affordable housing gaps in Fayette County. Current research offers support for the city’s affordable housing program to adopt the community land trust model (CLT). Emotion has long been implemented in persuasive messages and campaigns to influence attitudes and health behavior. Research demonstrates that messages often evoke more than one emotion during and after exposure, and this was previously viewed as an undesirable outcome; however, the literature suggests that the intentional inclusion of multiple emotions, or emotional flow, could positively impact persuasive outcomes, such as attitudes and behavioral intention.

Utilizing data collected by the University of Kentucky Lung Cancer Research Initiative (LCRI), this study investigated potential mining-related sources for the elevated levels of cadmium in Harlan and Letcher counties. Statistical analyses for this study were conducted utilizing SAS. A number of linear regression models and logarithmic models were used to evaluate the significance of the data. Regulatory impact analyses (RIAs) weigh the benefits of regulations against the burdens they impose and are invaluable tools for informing decision makers.We offer 10 tips for nonspecialist policymakers and interested stakeholders who will be reading RIAs as consumers.

1. Core problem: Determine whether the RIA identifies the core problem (compelling public need) the regulation is intended to address.
2. Alternatives: Look for an objective, policy-neutral evaluation of the relative merits of reasonable alternatives.
3. Baseline: Check whether the RIA presents a reasonable “counterfactual” against which benefits and costs are measured.

The models currently used to examine the behavior transportation systems are usually modespecific. That is, they focus on a single mode (i.e. railways, highways, or waterways). The lack of integration limits the usefulness of models to analyze the intermodal movement of freight. This project developed a GIS-based model of the three primary surface modes as well as intermodal connections. The resulting Integrated Freight Network Model (IFNM) accommodates highly detailed about shipping costs, transfer costs, traffic volumes (including non-freight auto traffic), and network interconnectivity properties. Its purpose is to inform land-use planners, government officials, and the public in a general way about geologic bedrock conditions that affect the selection of sites for various purposes. The properties of thick soils may supercede those of the underlying bedrock and should be considered on a site-to-site basis. At any site, it is important to understand the characteristics of both the soils and the underlying rock.

According to the Bureau of Transportation Statistics this infrastructure spend in the U.S. amounted to almost $90 billion in 2001. In most political spheres, when public money is spent, the public demands a measure of accountability. The dimensions of this accountability depend on the character of the political system that funds TI. In most participatory democracies, ultimate accountability is exercised through a balloting system that ensures elected officials represent, to some degree, stakeholder views and preferences. The abstracts of the 79 SPR reports completed by KTC researches for 2000-2005 were compiled. Seven projects were selected for value review to demonstrate the various types of benefits that accrue from SPR project research. This review compared objectives with results and described the nature of the benefits (some quantifiable). All of the projects were analyzed to determine: 1) the Kentucky Transportation Cabinet (and FHWA) goals supported and 2) the types of benefits that would reasonably be expected to accrue from implemented results of the research. The model was developed by the University of Kentucky Center for Business and Economic Research and was supported by funding from the Academy for Community & Transportation Innovation, a venture between the University of Kentucky, The University of Louisville, and the Kentucky Transportation Cabinet. This model provides a tool that transportation officials can use to examine any project’s impact on historic or environmental amenities.

The same cannot be said, however, of freight demand modeling despite the intermodel planning requirements of IS TEA and TEA21.
