During its violent spread across the Middle East, the Islamic State of Iraq and Sham (ISIS) amassed both a local and international following in large part due to its usage of emergent media distribution. Beginning in 2014, ISIS’s Ministry of Media published an English-language magazine, Dabiq, disseminating its issues through online platforms. Dabiq and its successor Rumiyah both serve as propagandistic recruitment material for ISIS’s international community as well as broadcasting the message of the jihadist movement to ISIS’s enemies. Over the past two decades, the North Atlantic Treaty Organization (NATO) has enlarged several times to include a number of new countries. The first two case studies that are analyzed within this paper include key countries that were added in the 1999 and 2004 rounds of NATO enlargement: Poland, Lithuania, Latvia, and Estonia. The third case study takes a closer look at two countries, Ukraine and Georgia, that sought to become members of NATO but were denied Membership Action Plans (MAPs) because of Russian discontent and military intervention. The United States and Russia are two major superpowers with governments that are run in different manners. Central to a government's and country's defense is their intelligence systems. The intelligence systems of these two countries are run as part of the government and are integral to its functioning. The IRGC, or the Iranian Revolutionary Guard Corps, and Iran have utilized soft power to increase their influence within the Middle East. By using military superiority; ideological influence; and trade, both the Iran and the IRGC established dependency between themselves and patron states. Of these patron states, the research focuses on Iraq; Syria; and Yemen, and how Iran and the IRGC affect them through soft power.
