Climate change projections show that wildfires are becoming more severe and frequent over the next few decades. In California, as a leader in environmental protection and resilience planning, there are still concerns about the impacts of wildfire. Several places such as Napa Valley, Los Angeles forests, and Yosemite National Park have been exposed to long-lasting wildfire damage. Wildfire smoke contains toxic pollutants such as particulate matter 2.5 (PM2.5) that can cause negative health impacts on the public. California’s wildfire threat eclipses current forestry management and wildfire mitigation strategies in place to protect people, infrastructure, and the natural environment. Climate change escalates wildfire risks with declining water supply coupled with hotter, drier conditions. California’s Wildfire and Forest Resilience Action Plan attempts to integrate and build upon previously successful wildfire resilience plans to amplify the scale and pace of the state’s land management and community protections. Approximately 16.2 billion cellulose acetate cigarette filters are littered in California annually. Cigarette filter litter (CFL) creates an annual financial burden of over $1.27 billion for California. CFL also poses unquantifiable damages to human and environmental health in the form of ingestion, toxicity, formation into microplastics, and quality of life degradation. These costs and damages warrant the adoption of policy measures in order to mitigate CFL. Cigarette taxes and fees raise government revenue, but they are politically challenging due to California Proposition 26. The private insurance industry is susceptible to increasing risk from climate change and can serve as a catalyst to change behavior to minimize loss. The research examined the current impact and future potential of the insurance industry to reduce both physical and financial risk. The insurance industry currently raises awareness, assigns an economic value to risk, advocates for climate change action, and takes measures to reduce physical risk through mitigation.
