An idea that has gained significant traction in both case law and academic commentary as a justification for the protection of legitimate expectations is the concept of ‘good administration’. Going beyond the usual criticisms of the concept’s ambiguity, this article aims to highlight an additional set of difficulties with the invocation of ‘good administration’ as the normative justification for the doctrine. Tis article reviews the fiduciary duty to avoid actual conflicts. It argues that the duty to avoid actual conflicts adds limited substantive value to fiduciary accountability. Its present form has also contributed to widespread misconception of what should be expected of an unfortunate fiduciary who finds themselves in such a position. In this respect, we propose that many of the modern scenarios involving actual conflicts of duties or conflicts of duties and interests are better analysed not in terms of conflict avoidance but in terms of conflict management. The Impact Of The Ifrs 9 Expected Loss Approach On Accounting Conservatism, Clarence Goh, Chu Yeong Lim, Kevin Ow Yong

Using an experimental setting, this paper examines the impact of the International Financial Reporting Standard (IFRS 9) expected credit loss (ECL) approach on accounting conservatism. The ECL approach enables banks to incorporate loan loss provisions (LLP) on a timelier basis and help bank regulators anticipate weaknesses in banks’ loan portfolios. Conversely, the ECL model could be more susceptible to managerial discretion. More conservative bank managers might make excessivecredit provisions. Our findings show that high conservatism is positively associated with higher levels of LLP. In addition, the effect of accounting conservatism is contingent upon the type of loan loss model. We …

Analysing student resilience is important as research has shown that resilience is related to students’ academic performance and their persistence through academic setbacks. While questionnaires can be conducted to assess student resilience directly, they suffer from human recall errors and deliberate suppression of true responses. In this paper, we propose ACREA, ACademic REsilience Analytics framework which adopts a datadriven approach to analyse student resilient behavior with the use of student-course data. Gaze tracking is a key building block used in many mobile applications including entertainment, personal productivity, accessibility, medical diagnosis, and visual attention monitoring. In this paper, we present iMon, an appearance-based gaze tracking system that is both designed for use on mobile phones and has significantly greater accuracy compared to prior state-of-the-art solutions. iMon achieves this by comprehensively considering the gaze estimation pipeline and then overcoming three different sources of errors. Programmable logic controllers (PLCs) play a critical role in many industrial control systems, yet face increasingly serious cyber threats. In this paper, we propose a novel PLC-compatible software-based defense mechanism, called Heterogeneous Redundant Proactive Defense Framework (HRPDF). We propose a heterogeneous PLC architecture in HRPDF, including multiple heterogeneous, equivalent, and synchronous runtimes, which can thwart multiple types of attacks against PLC without the need of external devices. To ensure the availability of PLC, we also design an inter-process communication algorithm that minimizes the overhead of HRPDF. Acute kidney injury (AKI) is a frequent complication of cardiac surgery, which can lead to higher mortality and long-term renal function impairment. The effect of perioperative renin-angiotensin system inhibitors (RASi) therapy on AKI incidence in patients undergoing cardiac surgery remains controversial. We reviewed related studies in PubMed, Scopus, and Cochrane Library from inception to February 2020. Two randomized controlled trials and 21 cohort studies were included in the meta-analysis, involving 76,321 participants. The pooled odds ratio and 95% confidence interval were calculated using the DerSimonian and Laird random-effects model. Research on the sharing of fake news has primarily focused on the manner in which fake news spreads and the literary style of fake news. These studies, however, do not explain how characteristics of fake news could affect people’s inclination toward sharing these news articles. Drawing on the Terror Management Theory, we proposed that fake news is more likely to elicit death-related thoughts than real news. In this paper, we bridge the gap between the state-of-the-art theoretical results for matrix completion with the nuclear norm and their equivalent in \textit{inductive matrix completion}: (1) In the distribution-free setting, we prove bounds improving the previously best scaling of \widetilde{O}(rd2) to \widetilde{O}(d3/2√r), where d is the dimension of the side information and rr is the rank. (2) We introduce the (smoothed) \textit{adjusted trace-norm minimization} strategy, an inductive analogue of the weighted trace norm, for which we show guarantees of the order \widetilde{O}(dr) under arbitrary sampling. A good visual representation is an inference map from observations (images) to features (vectors) that faithfully reflects the hidden modularized generative factors (semantics). In this paper, we formulate the notion of “good” representation from a group-theoretic view using Higgins’ definition of disentangled representation [38], and show that existing Self-Supervised Learning (SSL) only disentangles simple augmentation features such as rotation and colorization, thus unable to modularize the remaining semantics. This research studies the vehicle routing problem with simultaneous pickup and delivery with an occasional driver (VRPSPDOD). VRPSPDOD is a new variant of the vehicle routing problems with simultaneous pickup and delivery (VRPSPD). Different from VRPSPD, in VRPSPDOD, occasional drivers are employed to work with regular vehicles to service customers’ pickup and delivery requests in order to minimize the total cost. We formulate a mixed integer linear programming model for VRPSPD and propose a heuristic algorithm based on simulated annealing (SA) to solve the problem. Due to the high communication cost in distributed and federated learning, methods relying on compressed communication are becoming increasingly popular. Besides, the best theoretically and practically performing gradient-type methods invariably rely on some form of acceleration/momentum to reduce the number of communications (faster convergence), e.g., Nesterov's accelerated gradient descent (Nesterov, 1983, 2004) and Adam (Kingma and Ba, 2014). In order to combine the benefits of communication compression and convergence acceleration, we propose a \emph{compressed and accelerated} gradient method based on ANITA (Li, 2021) for distributed optimization, which we call CANITA. Expansion of subway networks helps to enhance connectivity and matches of people by facilitating their mobility. Using rapid expansion of the Beijing subway from 2000 to 2018, we analyze its impact on collaborative matches in innovations. We find that an hour reduction in travel time between a pair of locations in Beijing brought a 15% to 38% increase in collaborated patents. Far-apart location pairs were more affected, and the local average treatment effect is approximately 35% to 82%. Such effect is mainly driven by increased matches among highly productive inventors due to complementarity between inventors’ productivity and travel time. At …

Religion exerts significant influence on how individuals respond to social issues. The present research investigates the implications of religious beliefs on emotions and behaviors regarding environmental issues. In three studies conducted with Christians in the U.S. (N = 1970), we test the model in which stewardship belief and belief in a controlling god are oppositely (i.e., positively for stewardship belief and negatively for belief in a controlling god) associated with environmental guilt, which in turn leads to greater pro-environmental support. It is widely held that agent-neutral consequentialism is incompatible with deontic constraints. Recently, Kieran Setiya has challenged this orthodoxy by presenting a form of agent-neutral consequentialism that he claims can capture deontic constraints. Mixed findings in the literature on the effects of older adult employment on well-being and the reciprocal influence of well-being on employment suggest the need for more careful methodology in teasing out this relationship. On 15 December 2021, the Ministry of Finance introduced a new package of measures designed to cool the residential property market. The measures include increases in Additional Buyer’s Stamp Duty (“ABSD”), the tightening of the Total Debt Servicing Ratio, adjustments to the Loan to Valuation limit for loans from HDB and a planned increase of housing supply.Notably, there were significant increases in the ABSD rates applicable to almost all categories of buyers. The tort of negligence has evolved into a sophisticated and calibrated framework. Even then, aspects of this elaborate structure are constantly being tweaked and, sometimes, challenged. Most recently, in the UKSC decision of Khan v Meadows, the spotlight is thrown on scope of duty analysis against the challenging backdrop of medical negligence and unwanted birth defects. The judgment of the majority suggests there is more that needs to be considered at the stage of damages, and that the sequential framework of negligence may benefit from some rearrangement.

While there is much debate on transformative change among academics and policymakers, the discussion on how to govern such change is still in its infancy. This article argues that transformative governance is needed to enable the transformative change necessary for achieving global sustainability goals. Based on a literature review, the article unpacks this concept of transformative governance.
