Geographic Variation In The Implementation Of Public Health Services: Organizational, Economic, And Network Determinants, Glen P. Mays Dec 2015

Geographic Variation In The Implementation Of Public Health Services: Organizational, Economic, And Network Determinants, Glen P. Mays

Glen Mays

An expanding body of research-tested public health interventions exist to prevent disease and injury and promote health on a population-wide basis, such as those profiled in the CDC’s Guide to Community Prevention Services, but adoption and implementation of these strategies vary widely across states and communities. Public health services are delivered through diffuse constellations of governmental agencies and their private-sector and community-based counterparts using implementation mechanisms that are poorly understood. The studies in this panel examine how organizational, economic, and inter-organizational network characteristics influence the implementation of public health services across states and communities.

Inter-Organizational Network Effects On Public Health Service Implementation, Outcomes, And Disparities Across U.S. Communities, Glen P. Mays Dec 2015

Inter-Organizational Network Effects On Public Health Service Implementation, Outcomes, And Disparities Across U.S. Communities, Glen P. Mays

Glen Mays

Background: The Affordable Care Act created new incentives for hospitals, insurers, public health agencies, and others to contribute to disease prevention and health promotion activities, potentially changing inter-organizational relationships and expanding implementation of strategies that improve population health. This study uses data from the 1998-2014 National Longitudinal Survey of Public Health Systems to examine: (1) the extent and nature of change in inter-organizational contributions to public health activities; (2) whether network changes attenuate or exacerbate disparities in public health implementation across communities; and (3) how network changes affect preventable mortality and resource use. Methods: We follow a longitudinal cohort of 360 …

Analyzing Interpersonal Metafunction Through Mood And Modality In Kaine Agary’S Yellow-Yellow From Critical Discourse And Womanist Perspective, Léonard A. Koussouhon, Ashani M. Dossoumou

Bahram Kazemian

The aim of this paper is to analyze mood, epistemic and deontic modality patterns in an extract culled from Yellow-Yellow (2006) by one of the Nigerian new millennium female writer, Kaine Agary. The findings data revealed by the interpersonal meaning analysis are discussed against the backdrop of critical discourse analysis and womanist theory. The discussion contended that, despite the blend of monologic and dialogic organization of the novel, Kaine Agary has tried to portray the sociological schisms making up the daily life of young girls in the oil-resourced region of Nigeria. More importantly, the authoress has shown women’s determination and …

Ramping Down Chinese Commercial Cyber Espionage, Emilio Iasiello Dec 2015

Ramping Down Chinese Commercial Cyber Espionage, Emilio Iasiello

Emilio Iasiello

While detractors believe that commercial cyber espionage hasn’t really stopped, recent Chinese efforts show a government trying to get a handle on its large spying apparatus that could include hired and independent contractors acting autonomously in addition to its other resources. While complete cessation may never occur, significant timely reduction demonstrates Beijing’s willingness to work with the United States as a partner and not a pariah, and provides a foundation from which the two governments can move forward on other cyber security areas where incongruity persists.

The Biblical Fool And The Brander: The Law And Economics Of Propertization In American Trademark Law, William P. Kratzke Dec 2015

The Biblical Fool And The Brander: The Law And Economics Of Propertization In American Trademark Law, William P. Kratzke

William P. Kratzke

Isaiah 35:8, which tells of “fools” upon a highway who shall not err, became authority for the position that the Federal Trade Commission should protect fools from deception. This Article examines the Biblical passage in context and concludes that it does not support protection of unthinking, credulous people. Ensuing FTC orders based on witnesses’ speculation of how fools would construe particular claims actually harmed fools. The FTC retreated. Unfortunately, the objective of protecting fools from deception has taken over § 43(a) Lanham Act jurisprudence – but now sellers speculate in competitor lawsuits how fools will construe competitors’ claims and undertake …

Quasi-Platonic Psl2(Q)-Actions On Closed Riemann Surfaces, Sean A. Broughton Dec 2015

Quasi-Platonic Psl2(Q)-Actions On Closed Riemann Surfaces, Sean A. Broughton

S. Allen Broughton

This paper is the first of two papers whose combined goal is to explore the dessins d'enfant and symmetries of quasi-platonic actions of PSL2(q). A quasi-platonic action of a group G on a closed Riemann S surface is a conformal action for which S/G is a sphere and S->S/G is branched over {0, 1,infinity}. The unit interval in S/G may be lifted to a dessin d'enfant D, an embedded bipartite graph in S. The dessin forms the edges and vertices of a tiling on S by dihedrally symmetric polygons, generalizing the idea of a …

Laying Down The "Brics": Enhancing The Portability Of Awards In International Commercial Arbitration, Benjamin C. Mccarty Dec 2015

Laying Down The "Brics": Enhancing The Portability Of Awards In International Commercial Arbitration, Benjamin C. Mccarty

Benjamin C McCarty

The drafters of the 1958 New York Convention intended Article V(2)(b) to be interpreted narrowly, and while most pro-arbitration national courts do maintain narrowly defined areas of public policy that are sufficient for refusal of the recognition and enforcement of a foreign arbitral award, this is not always the case. Developing states and jurisdictions that maintain corrupt or inefficient judicial systems have shown a greater willingness to invoke the public policy exception for a broader, amorphous variety of reasons. This phenomenon has created a sense of unpredictability among international investors, arbitrators, and business executives as to the amount of deference …
