International climate change negotiations reached a critical crossroads in 2012. Facing the conclusion of the Kyoto Protocol and with no successor regime yet negotiated, nations have been compelled to re-engage in substantive and far-ranging discussions. The nation of Korea has distinguished itself in this process, in particular by hosting the final ministerial meeting prior to this year’s Conference of the Parties in Doha, Qatar. The ‘Kookaburra’ case was a tragic and controversial copyright dispute, highlighting the need for copyright law reform by the Australian Parliament. In the Kookaburra case, a copyright action was brought by Larrikin Records against Men at Work’s song ‘Down Under’, alleging copyright infringement of the ‘Kookaburra’ song composed by Marion Sinclair. The dispute raised a host of doctrinal matters. There was disquiet over the length of the copyright term. There were fierce contests as to the copyright ownership of the ‘Kookaburra’ song. Abstract — This paper intends to explore the main issues of the recent Deep Sea mining rush, which indeed raises huge strategic, geopolitical and environmental concerns. It notes that most of these concerns are significantly linked to the obvious insufficiency of international regulation regarding seabed exploitation. The third wave of the National Longitudinal Survey of Public Health Systems was fielded in 2012 in a nationally-representative cohort of local communities. The survey measures the availability of 20 recommended public health activities in the community, the range of organizations that participate in performing each activity, and the perceived effectiveness of each activity. Prior waves of the survey were fielded in 1998 and 2006. Local health officials report data for this survey and receive a customized report of results that compare data for their community with national norms and with "peer groups" of similar communities. Cardiomyopathy syndrome (CMS) is a severe cardiac disease of sea-farmed Atlantic salmon Salmo salar L., but CMS-like lesions have also been found in wild Atlantic salmon. In 2010 a double-stranded RNA virus of the Totiviridae family, provisionally named piscine myocarditis virus (PMCV), was described as the causative agent of CMS. In the present paper we report the first detection of PMCV in wild Atlantic salmon. The study is based on screening of 797 wild Atlantic salmon by real-time RT-PCR. Simultaneous measurement of surface-enhanced Raman scattering (SERS) and localized surface plasmon resonance (LSPR) in nanoparticle dimers presents outstanding opportunities in molecular identification and in the elucidation of physical properties, such as the size, distance, and deformation of target species. SERS–LSPR instrumentation exists and has been used under limited conditions, but the extraction of SERS and LSPR readouts from a single measurement is still a challenge. As shown by the bridge damages observed from recent earthquakes, the bridges crossing earthquake faults can be more vulnerable compared with those lying on one side of the earthquake faults. Avoiding building bridges across earthquake fault zones might be the best design strategy; however, it is not always possible to do so in regions of high seismicity such as California. While rigorous nonlinear response history analysis (RHA) using the spatially-varying ground motions generated based on site-specific seismological studies can be conducted for bridges crossing fault ruptures; such a design and analysis process is too onerous, making it less practical for …

Sudan was in a state of civil war for most of the years following independence in 1956, apart from a temporary respite between 1972 and 1983. After hostilities resumed, the Sudan People's Liberation Movement/Army (SPLM/A) captured Leer from the government in March 1986, and the town became a stronghold of the rebel commander Riek Machar, who had been born there. In August 1991 Riek Machar broke away from John Garang's mainstream branch of the SPLM/A. Machar's breakaway faction was called the SPLM/A-Nasir faction from 1991 to 1993, and then the South Sudan Independence Army (SSIA) from 1994 to 1997. In …

South Sudan’s independence has increased the number of Nile riparian States to eleven. Unfortunately, the Nile remains without an all-inclusive legal regime to regulate its use and to ensure that this indispensible natural resource is conserved for future generations. What, therefore, are the legal obligations of the newborn Republic of South Sudan regarding the Nile River? Specifically, this paper asks whether the Egyptian-Sudanese Nile Waters Agreement of 1959 has devolved onto South Sudan. The constitutional issue presented by government partisanship in elections is becoming increasingly significant for review by the U.S. Supreme Court. The high Court’s decisions in Arizona Free Enterprise Club, Citizens United v. FEC and Pleasant Grove City v. Summum shed significant light on how the high Court would handle the government campaigning question if it should ever accept review on the issue. This article reviews lower court treatment of the problem and describes the U.S. Supreme Court’s analysis of election and First Amendment concerns and applies that analysis to the question of partisan government expenditures during election contests.

Cytotoxic And Antioxidant Compounds From The Stem Bark Of Goniothalamus Tapisoides Mat Salleh, Kok Hoong Leong

Eleven compounds:goniomicin A (1), goniomicin B (2), goniomicin C (3), goniomicin D (4), tapisoidin (5), goniothalamin (6), 9-deoxygoniopypyrone (7), pterodondiol (8), liriodenine (9), benzamide (10) and cinnamic acid (11), were isolated from the stem bark of Goniothalamus tapisoides. All compounds were identified by spectroscopic analysis and, for known compounds, by comparison with published data. Goniothalamin (6) exhibited mild cytotoxic activity towards a colon cancer cell line (HT-29), with an IC50value of 64.17 ± 5.60 μM. Goniomicin B (2) give the highest antioxidant activity in the DPPH assay among all compounds tested, with an IC50 of 0.207 μM.

Two approaches for modelling investment in R\&D have been developed by d'Aspremont and Jacquemin (AJ, 1988) and Kamien, Muller and Zang (KMZ, 1992), when there are spillovers associated with R\&D effort. This paper examines how these two approaches predict investment in green technology, when environmental policy takes the form of an optimal emission tax. The results show that the two models are equivalent when there are no R\&D spillovers; but when R\&D spillovers are present, significant differences in their predictions are observed.
