Tightening of the European Union law in the field of the air emission limit values from waste incineration causes necessity for existing and new incineration plants to conform to the standards. It will often involve modernization of the flue gas cleaning system. Proposed in the paper the methodology of evaluation of the combustion gases composition in point of view cleaning difficulty should be useful to this end. A neural network for capacitor switching in electric distribution systems for the purpose of power loss reduction is presented in this paper. An optimization technique (sensitive node method) for allocating the compensating capacitors is used to generate the training set patterns of the neural network. The required input data of the neural network at varying loading conditions are directly obtained from a load flow study of the distribution system. Load variations are assumed to follow a randomized function that generates a randomized matrix which is employed for implementing the different load levels. This case study evaluated the effectiveness of the community organizing techniques used by the Community Coalition for Environmental Justice (CCEJ) in promoting the principles of grassroots organizing in its work in the South Park neighborhood of Seattle, Washington. This campaign, part of the SouthSeattleToxics Project, focused attention on the pollution caused by the Long Painting Company's activities. The CCEJ used traditional community organizing techniques to help South Park residents oppose this pollution; the residents formed their own organization to monitor progress even after the offending company has left town. A total of 2193 tumours of the mouth and jaw diagnosed at the Laboratorium Patologi Anatomi Fakultas Kedokteran Universitas Airlangga, Indonesia from 1987 to 1992, inclusive, was studied. Malignant tumours constituted 45.3% of the lesions. Almost 71% of the malignant tumours were squamous cell carcinomas. The remainder were salivary gland tumours (21.5%) and sarcomas (4.5%). The male to female ratio for malignant tumours was 5.1:4.7. The incidence of malignant tumours per 100,000 population over the 6-year study period was 2.64. The yearly incidence seemed to increase except in 1990, when it dropped. The incidence of squamous cell carcinoma over the …

Real world data often fail to meet the underlying assumptions of normal statistical theory. The rank transformation (RT) procedure is recommended and used in the context of multiple regression analysis when the assumption of normality is violated. There is no general supporting theory of the RT. In view of this, the current study examined the Type I error and power properties of the RT in terms of multiple regression. The investigation included both additive and nonadditive models. Athletic participation is an important part of the educational process, instilling important lessons about discipline and teamwork. Title IX was intended to address the historic lack of opportunities for women and girls to participate in school athletics. Unfortunately, the current administrative interpretation of Title IX permits the elimination of male athletic opportunities as a means of complying with the statute's equality standard. This result undermines the purpose of Title IX and the role of athletics in the educational process for all students.

Conflicts And Common Interests In Committees , Hao Li, Sherwin Rosen, Wing Suen

Committees improve decisions by pooling independent information of members, but promote manipulation, obfuscation, and exaggeration of private evidence when members have conflicting preferences. We study how self-interest mediates these conflicting forces. When members' preferences differ, no person ever submits a report that allows perfect inference of his private information. Instead, equilibrium strategies are many-to-one mappings that transform continuous data into ordered ranks: voting procedures are the equilibrium methods of achieving a consensus in committees. Voting necessarily coarsens the transmission of information among members, but is necessary to control conflicts of interest. The degree of coarseness of the equilibrium voting procedure …

The subsidies and protection structure of the sugar sectors in the European Union originated from the individual national protection systems, unified with the creation of the Common Agricultural Policy. The main form of protection for agricultural products in the EU are the Common Organisations of the Market, which fix rules for planting, sale, prices, subsidies, storage and foreign trade. The COM for Sugars is based on an intervention price, at present quite higher than international prices. The work summarizes factors influencing on air emissions from various full-scale hazardous waste incinerators (rotary kiln, multiple hearth furnace, starved-air incinerator, fluidized bed incinerator, liquid injection incinerator). Air pollutant emissions from hazardous waste incineration can be minimized not only by flue-gas cleaning. The clinker burning plant is ideally suited for processing a wide variety of hazardous waste materials. High temperatures existing in cement kilns (ca. 1350-1450 Centigrades in the burning zone) as well as long gas-residence time (ca. 6-10 s) provide potentially excellent conditions for destruction of toxic organic compounds. Non-volatile compounds are retained in the solid phase and built into the clinker. A lot of other (for example acid gases) can also be absorbed by alkaline solid phase. Old pesticide wastes present a big problem in Poland now. They can be use as waste-derived fuels in cement kilns, especially in the …

We have developed multiple polymerase chain reaction (PCR)-based methods for the detection of Pfiesteria sp. in cultures and environmental samples. More than 2,100 water and sediment samples from estuarine sites of the U.S. Atlantic and gulf coasts were assayed for the presence of Pfiesteria piscicida Steidinger & Burkholder and Pfiesteria shumwayae Glasgow & Burkholder by PCR probing of extracted DNA. Positive results were found in about 3% of samples derived from routine monitoring of coastal waters and about 8% of sediments. The geographic range of both species was the same, ranging from New York to Texas. Pfiesteria spp. are likely …

Dinoflagellates can be classified both botanically and zoologically; however, they are typically put in the botanical division Pyrrhophyta. As a group they appear most related to the protistan ciliates and apicomplexans at the ultrastructure level. Within the Pyrrhophyta are both unarmored and armored forms of the dominant, motile flagellated stage. Unarmored dinoflagellates do not have thecal or wall plates arranged in specific series, whereas armored species have plates that vary in thickness but are specific in number and arrangement. In armored dinoflagellates, the plate pattern and tabulation is a diagnostic character at the family, subfamily, and even genus levels. In …

Government can bypass citizen control if it can use revenue not publicly scrutinized through the public taxing/spending system. One method of bypass is paying with non-monetary compensation such as (i) property, or (ii) the right to charge others for some necessary good or service, intangible property. The Takings/Just Compensation Clause of the Fifth Amendment is one authority controlling government's ability to bypass financial scrutiny. In this article, I argue that the Intellectual Property Clause also should be used to control some governmental bypass. I attempt to justify this suggestion both theoretically and historically. The Klein-Leffler (1981) model of product quality does not explain why high-quality firms would dissipate the rents they earn from quality- assuring price premia, and it relies on consumers knowing the cost functions of firms. In the present paper, consumers do not know any firm's cost of producing quality goods, so high- quality firms must engage in conspicuous spending to demonstrate they earn a profitable mark-up over cost. Complete rent dissipation occurs only when high and low cost firms have the same cost of producing low quality.
