Two-Temperature Discrete Model For Nonlocal Heat Conduction, Sergey Sobolev

The two-temperature discrete model for heat conduction in heterogeneous media is proposed. It is shown that the discrete model contains as limiting cases both hyperbolic and parabolic heat conduction equations for propagative and diffusive regimes, respectively. To obtain these limiting cases two different laws of continuum limit have been introduced. The evolution of the two-temperature system comprises three stages with distinct time scales : fast relaxation of each subsystem to local equilibrium, energy exchange between the subsystems and classical hydrodynamics.

Managed care plans may hesitate to participate in programs for uninsured persons because they fear adverse selection, whereby only the sickest people or highest users would choose to join the program. We studied this issue in Washington State's Basic Health Plan, a demonstration program that provides subsidized health insurance for families earning less than 200% of the poverty level. We interviewed people in three counties who enrolled in the program, and compared them to people in the same counties who were eligible but did not enroll. 'Quality Ladders' And Ricardian Trade, M. Scott Taylor

A Model of endogenous growth and trade is developed that extends the continuum Ricardian model of Dornbusch et al. (1977) to a dynamic framework, generalizes the 'Quality ladders' approach of Grossman and Helpman (1991a,b), and complements the work of Krugman (1987) on dynamic Ricardian economies. In contrast to earlier work the model incorporates heterogeneity across industries in research and production technologies, and in the technological opportunity for innovation. The importance of heterogeneity is demonstrated through a comparative steady-state analysis. Several applications for the model are discussed and many others appear possible given its relatively simple structure.

Predicting Birth Weight: Relative Importance Of Sociodemographic, Medical, And Prenatal Care Variables, Terri Combs-Orme, Christina Rtisley-Curtiss, Ronald Taylor

This study uses the 1980 National Natality Study to examine the relative importance of sociodemographic factors, medical-risk factors, and prenatal care in predicting birth weight. Findings indicate that both sociodemographic and medical-risk factors are important in predicting birth weight, with medical risks accounting for slightly more variance (after accounting for social variables) in birth weight. Although prenatal care accounts for only 1 percent of the variance, a statistical interaction between prenatal care and labor complications accounts for an additional 1 percent.

Do Communities Differ In Health Behaviors?, Paula Diehr

Communities differ in the prevalence of various health behaviors, but it is not known to what extent these differences are due to "different types" of people living in them. We used data from the evaluation of the Henry J Kaiser Family Foundation Community Health Promotion Grant Program to study individual-level and community-level variation in health behaviors for 15 communities. Our results show (1) there was significant variation among these communities in prevalences of smoking, consumption of alcohol and dietary fat, and use of seatbelts; (2) these differences persisted after control for demographic, health status, and other health behavioral characteristics of …

Specially protected areas (SPAs) in Turkey were initiated in 1990 with the special interest of Prime Minister Turgut Özal and pressure from international agreements signed by Turkish Government. As of 1992, there were 12 SPAs in 5 provinces, most of them were on shorelines of lakes or seas. The decision making of SPAs policy in Turkey fit to muddling through. Trademark laws protect the mental association between the source n4 of a product and the product itself. This protection allows consumers to locate merchandise of known quality, and motivates suppliers to produce better merchandise. The extent to which trademarks are property rights owned by the controller of the items they identify is controversial. These dual purposes of trademark protection are often phrased as if the objectives reinforce one another. Sometimes, however, the interests conflict. A North-South model of unintentional technology transfer is developed where the stringency of sountern patent protection provides the institutional backdrop for a strategic game in a high-tech goods market. The appropriability regime is set endogenously and combines elements of imperfect sounthern patent protection with the protection afforded by market-made northern technology "masquing". Less stringent protection of northern intellectual property can "work" much like other strategic trade policies; therefore, developed countries appear to be right in demand discussion of intellectual property rights in GATT.

Digital Broadband Descrambling ("DBD") is a newly developed digital technology for simultaneous on-channel processing of a large number of TV signals. It utilizes advanced Digital Signal Processing ("DSP") methods for effecting low cost broadband access control signal security compatible with most addressable converters in use today. It provides economically viable option for cable system operators to provide their subscribers with a truly "subscriber friendly" cable service while distributing scrambled video signals on the cable plant and avoiding the need for set-top descramblers.

Courts sometimes allow contracts to be voidable because of mistakes in their basic assumptions. The common wisdom is that rescission is more likely to be granted if the mistake is mutual rather than unilateral---an incorrect belief common to both parties, not just to one. Rescission for mistake can be justified as a way to avoid inefficient transactions and to reduce the costs of collecting information on whether a mistake has been made. These reasons do not justify a general rule distinguishing between mutual and unilateral mistake.

In small-area variation analysis, the variation of health care utilization rates, e.g., admission rates, among small areas is calculated. Frequently, the variation of one diagnosis, diagnosis-related group (DRG), or procedure is compared with the variation of another. Unfortunately, the methods generally used to make these comparisons are not consistent. They differ on whether they 1) adjust for the prevalence of the DRGs, 2) distinguish between variation among areas and variation within areas, 3) weight all areas equally, and 4) adjust for multiple admissions per person. Generalized linear modeling (GLM) is currently undergoing a renaissance. The number of software packages offering GLM capability grows each year and as a partial consequence one finds an increased number of research endeavors being modeled using GLM methodology. On the other hand, there have likewise been an increasing number of requests to vendors by users of statistical packages to include GLM facilities amid other offerings. Hurricane Andrew was the costliest natural disaster to strike the United States, and the strongest hurricane since the 1920s. Andrew permanently changed the landscape by wiping out entire communities and scattering the people who lived in them. At least 20 deaths were directly attributed to the storm. Property damage was calculated into the tens of billions of dollars. We can lessen the impact of such a future event upon people by gaining a greater understanding of the communication patterns that develop among survivors after a hurricane or other natural disaster has passed--particularly, survivors of differing ethnic and cultural backgrounds.
