Issues In Quantifying Variability From A Dynamical Systems Perspective, Joseph Hamill, William J. Mcdermott, Jeffrey M. Haddad
Joseph Hamill
Variability is a critical aspect of a dynamical systems analysis. Because there are a number of numerical techniques that can be used in such an analysis, the calculation of variability has several issues that must be addressed. The purpose of this paper is to present a variety of quantitative methods for investigating variability from a dynamical systems perspective. The paper is divided into two major sections covering discrete and continuous methods. Each of these sections is subdivided into two sections. Within discrete methods, we discuss, first, the calculation of the discrete relative phase from a time-series history of two parameters …

Interview With Howard Sherman In Democratic Left, Howard J. Sherman, Solveig Wilder
HOWARD J SHERMAN
Interview with Howard Sherman on Democratic Socialism, based on his book Reinventing Marxism. Interviewer Solveig Wilder comments: "If you're like me, you read a great deal searching for theories that you can apply to your activism. I recently discovered a book called, Reinventing Marxism, which succinctly covers so many of the questions that I've grappled with about Democratic Socialism. Author and DSA member Howard Sherman agreed to give me an interview so that other DSAers could find out about this useful resource."
Contract Renegotiation And Options In Agency Problems, Aaron S. Edlin, Benjamin E. Hermalin
Contract Renegotiation And Options In Agency Problems, Aaron S. Edlin, Benjamin E. Hermalin
Aaron Edlin
This article discusses the ability of an agent and a principal to achieve the first-best outcome when the agent invests in an asset that has greater value if owned by the principal than by the agent. When contracts can be renegotiated, a well-known danger is that the principal can hold up the agent, undermining the agent's investment incentives. We begin by identifying a countervailing effect: Investment by the agent can increase his value for the asset, thus improving his bargaining position in renegotiation. We show that option contracts will achieve the first best whenever his threat-point effect dominates the holdup …

Measurements Of The Hyperpolarizability Tensor By Means Of Hyper-Rayleigh Scattering, Liang-Chy Chien, V. Ostroverkhova, R. G. Petschek, K. D. Singer, L. Sukhomlinova, R. J. Twieg, S.-X. Wang
Liang-Chy Chien
We describe improvements to a previously reported hyper-Rayleigh scattering technique [J. Opt. Sec. Am. B 15, 289 (1998)], for measuring all rotational invariants of the first hyperpolarizability tensor. The full hyper-Rayleigh scattering tensor is expressed in terms of its rotationally invariant components leading to a figures of merit corresponding to each of the rotationally invariant tensors. With elliptically polarized incident light, the polarization state and the intensity of the harmonic light are measured at a scattering angle of 45 degrees. A new analytical fitting method is applied to the signal for two polarization measurements to yield the invariants. We have …
Thesis, Kwanghui Lim
Thesis, Kwanghui Lim
Kwanghui Lim
This thesis comprises three essays on the relationships among basic research, applied research, and innovation. Earlier research emphasized that absorbing external knowledge requires effort and investment (Cohen and Levinthal, 1989; 1990). This thesis explores various mechanisms through which absorptive capacity is developed, including a firm's R&D, its connectedness to the external scientific community, the provision of a science-oriented research environment, and investment in basic research. The chief contribution of this dissertation is to document the many ways in which firms develop absorptive capacity, and how absorptive capacity varies across industry, stage of technology development, and scientific area.

Assessing The Proposed Refugee Protection Act: One Step In The Right Direction, Michele Pistone
Assessing The Proposed Refugee Protection Act: One Step In The Right Direction, Michele Pistone
Michele R. Pistone
Professor Pistone discusses the Refugee Protection Act (RPA), the proposed legislation which revisits the one year asylum filing deadline and expedited removal provisions, some of the more controversial provisions of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (IIRIRA). This paper analyzes the appropriateness of RPA's proposed changes to existing law and how it can better meet its goal of helping to "ensure that those who arrive in the United States fleeing persecution have a fair and adequate opportunity to present claims for protection." Part I provides background information concerning current U.S. refugee and asylum law. Part II …

Single Minded? : Implementing Common Financial Systems, Mark E. Pickering
Single Minded? : Implementing Common Financial Systems, Mark E. Pickering
Mark E Pickering
As companies grow via acquisition they collect a variety of separate and often quite diverse financial systems belonging to the newly acquired companies. While there is a substantial cost to implementing a common financial system across the merged group. Is that cost outweighed by the benefits of a single system? This article uses a case study to highlight options for different degrees of finance system commonality, potential benefits of each option and a framework for analysing the appropriate level of commonality.
Analytic Inversion Of Emission Lines Of Arbitrary Optical Depth For The Structure Of Supernova Ejecta., R. Ignace, M. A. Hendry
Analytic Inversion Of Emission Lines Of Arbitrary Optical Depth For The Structure Of Supernova Ejecta., R. Ignace, M. A. Hendry
Richard Ignace
We derive a method for inverting emission line profiles formed in supernova ejecta. The derivation assumes spherical symmetry and homologous expansion (i.e., v(r)∝r), is analytic, and even takes account of occultation by a pseudo-photosphere. Previous inversion methods have been developed which are restricted to optically thin lines, but the particular case of homologous expansion permits an analytic result for lines of arbitrary optical depth. In fact, we show that the quantity that is generically retrieved is the run of line intensity Iλ with radius in the ejecta. This result is quite general, and so could be applied to resonance lines, …

An Outline Of A Theory Of The Constructional Constraints Governing Early Organismic Evolution, Winfried S. Peters, Bernd Herkner
Winfried S. Peters
This paper has no abstract; this is the first paragraph. The origin of life is one of the most fascinating biological enigmas (Dyson 1985, de Duve 1991). A multitude of hypotheses is available, ranging from the classical "primordial broth" (Haldane 1929) to the "genetic takeover" (Cairns-Smith 1982). Most of these models center on biochemical, metabolic, or genetic aspects. To our knowledge a comprehensive investigation into the mechanical constraints governing the early development of organismic constructions is not available to date. Attempting to close this gap, we here present an outline of a theory of the transformation of constructions in early …

The Complexity Of Decentralized Control Of Markov Decision Processes, Daniel S. Bernstein, Shlolo Zilberstein, Neil Immerman
The Complexity Of Decentralized Control Of Markov Decision Processes, Daniel S. Bernstein, Shlolo Zilberstein, Neil Immerman
Neil Immerman
Planning for distributed agents with partial state information is considered from a decisiontheoretic perspective. We describe generalizations of both the MDP and POMDP models that allow for decentralized control. For even a small number of agents, the finite-horizon problems corresponding to both of our models are complete for nondeterministic exponential time. These complexity results illustrate a fundamental difference between centralized and decentralized control of Markov processes. In contrast to the MDP and POMDP problems, the problems we consider provably do not admit polynomialtime algorithms and most likely require doubly exponential time to solve in the worst case. We have thus …
Labor Standards As A Trade Issue, Robert C. Shelburne
Labor Standards As A Trade Issue, Robert C. Shelburne
Robert C. Shelburne
The current attempts by the United States to introduce core labor standards into its bilateral and regional trade agreements and into the World Trade Organization (WTO) are discussed. Labor standards are already an important aspect of several international organizations and agreements. The role of labor standards in the ILO, EU, U.S. trade law, and the OECD are discussed. The rationale and arguments against labor standards are evaluated. Models attempting to determine the economic implications of imposing minimum labor standards on low-standard nations are reviewed; assumptions as to whether capital and technology inflows are affected by labor standards are critical to …

Collusive Bidding: Lessons From The Fcc Spectrum Auctions, Peter Cramton, Jesse Schwartz
Collusive Bidding: Lessons From The Fcc Spectrum Auctions, Peter Cramton, Jesse Schwartz
Jesse A. Schwartz
The Federal Communications Commission (FCC) spectrum auctions use a simultaneous ascending auction design. Bidders bid on numerous communication licenses simultaneously, with bidding remaining open on all licenses until no bidder is willing to bid higher on any license. With full revelation of bidding information, simultaneous open bidding allows bidders to send messages to their rivals, telling them on which licenses to bid and which to avoid. These strategies can help bidders coordinate a division of the licenses, and enforce the proposed division by directed punishments. We explore the extent that bidders signaled each other with retaliating bids in recent FCC …
Science, Mathematics And Engineering Graduate Education And Students Of Color, Linda Serra Hagedorn
Science, Mathematics And Engineering Graduate Education And Students Of Color, Linda Serra Hagedorn
Linda Serra Hagedorn
Despite the country's general shortage of science, mathematics and engineering (SME) professionals (Holden, 1994), undergraduate education in these fields continues to be more of a "weeding-out" than a cultivation process (Miller, 1993). It may therefore come as little surprise that these fields are predicted to remain dominated by one gender (males) and one race (White) (Grandy, 1997). While the likelihood of students of color entering science, mathematics or engineering fields is slim, for the small number of undergraduate minority students who manage to major in SME the likelihood of remaining in the field and enrolling in subsequent graduate level education …

Both the interrater and test-retest reliability of axis I and axis II disorders were assessed using the Structured Clinical Interview for DSM-IV Axis I Disorders (SCID-I) and the Diagnostic Interview for DSM-IV Personality Disorders (DIPD-IV). Fair-good median interrater K (.40-.75) were found for all axis II disorders diagnosed five times or more, except antisocial personality disorder (1.0). All of the test-retest K for axis II disorders, except for narcissistic personality disorder (1.0) and paranoid personality disorder (.39), were also found to be fair-good. Interrater and test-retest dimensional reliability figures for axis II were generally higher than those for their categorical …
