Santa Clara County Soft First Story Multi Unit Building Survey, Guna S. Selvaduray, S. Vukazich, J. Tran

The objective of this survey was to provide data to emergency managers in Santa Clara County on the number of soft first-story multifamily dwellings (MFD) located in their communities using a cost-effective town-gown partnership. Target areas of cities were found by identifying areas containing residential units of two or more stories that had four or more living units. The survey found that 2,630, or 36%, of the 7,391 MFD in Santa Clara County are of the soft first-story construction type. A Research Agenda For Studying Open Source I: A Multi-Level Framework, Ashley R. Davis, Fred Niederman, Martina E. Greiner, Donald Wynn, Paul T. York

This paper presents a research agenda for studying information systems using open source software A multi-level research model is developed at five discrete levels of analysis: (1) the artifact; (2) the individual; (3) the team, project, and community; (4) the organization; and (5) society. Each level is discussed in terms of key issues within the level. Examples are based on prior research. In a companion paper, [Niederman, et al 2006], we view the agenda through the lens of referent discipline theories.

Incorporating Policymaker Costs And Political Competition Into Rent-Seeking Games, R. Kenneth Godwin, Edward J. Lopez, Barry J. Seldon

We incorporate policymaker costs of supplying rents and variable intensities of competition among rent seekers into the standard rent-seeking game. By incorporating these aspects, the game has greater verisimilitude to the lobbying process. The first aspect captures the fact that in rent-seeking contests there is a positive probability that neither firm will obtain the rent. The second aspect captures the fact that firms seeking different rents still must compete for policymakers' resources. We find that lobbying expenditures, rent-seeking profits, and rent dissipation depend on the intensity of competition and the value of the rent relative to policymaker costs. For example, …

There is a growing consensus about the need for engineers and scientists to have entrepreneurial skills to be successful in their careers. However, there is a continued debate as to how best to impart these skills at the undergraduate level. It is possible to identify two routes to accomplish this objective. PRIME Modules, Project Based Resources for Introduction to Materials Engineering, are being developed that utilize modern materials science and engineering technologies and proven education methodologies of active learning and open ended projects. The modules are designed for use in a freshmen/ sophomore level Introduction to Materials Engineering course. Sequence Of Linear Programming For Transmission Of Fine-Scalable Coded Content In Bandwidth-Limited Environments, Xiao Su, Tao Wang

In this paper, we propose an optimal peer assignment algorithm on peer-to-peer networks. This algorithm is designed to maximize the quality of transmitting fine-scalable coded content by exploiting the embedding property of scalable coding. To be more realistic, we assume that the requesting peer has a delay constraint to display the content within a certain delay bound, and it also has limited incoming bandwidth. We first use a simple example to illustrate the peer assignment problem, and then formulate this problem as a linear programming problem, followed by a nonlinear programming problem. The purpose of the study was to assess the state of fire prevention research, provide an updated synthesis of evaluated fire prevention programs, and discuss the role of fire fighters and data systems in prevention efforts. The review included all evaluations of U.S. based fire prevention interventions published between January 1998 and September 2004 and any earlier articles about U.S. fire prevention interventions not included in two prior review articles. We retrieved information from each identified study including evaluation findings, involvement of fire service personnel and use of existing data systems. Abstract: Commons-based digital libraries are an emerging phenomenon. They are based on a new vision of digital information organization and use. The Adoption and Safe Families Act (P.L. 105-89; ASFA) passed into federal law in 1997. ASFA emphasized child protection over family preservation, and introduced reforms intended to increase the likelihood and the speed with which children in the child welfare system attain a permanent home. This article details two provisions of the law, concurrent planning and reunification exception, and explores challenges in their implementation. These provisions have the potential to shift the nature of how child welfare services are delivered, and which families will receive them. An examination of implementation in the state of California suggests there is a need …

Web personalization is the process of customizing a web site to the needs of each specific user or set of users. Personalization of a web site may be performed by the provision of recommendations to the users, high-lighting/adding links, creation of index pages, etc. The web personalization systems are mainly based on the exploitation of the navigational patterns of the web site’s visitors. When a personalization system relies solely on usage-based results, however, valuable information conceptually related to what is finally recommended may be missed. Purpose – This paper examines William Stetson Merrill, the compiler of A Code for Classifiers and a Newberry Library employee (1889‐1930) in an attempt to glean lessons for modern information studies from an early librarian's career. Design/methodology/approach – Merrill's career at the Newberry Library and three editions of the code are briefly examined using historical, bibliographic, and conceptual methods. Primary and secondary sources in archives and libraries are summarized to provide insight into Merrill's attempts to develop or modify tools to solve the knowledge organization problems he faced. Concurrent planning is used increasingly in child welfare practice as one strategy to expedite permanency for children. The strategy was developed in small, private agency contexts utilizing comprehensive and intensive services; how and with what success concurrent planning concepts have been implemented by large public child welfare bureaucracies is not known. This study examines the implementation of concurrent planning in six county child welfare agencies in a large western state. Quantitative data were extracted from case files of a sample of 885 children entering out-of-home care before and after implementation of concurrent planning legislation. Interlanguage pragmatics (Kasper & Blum-Kulka, 1993) is a research area that is concerned with what second language (L2) learners do with the target language, and how their competence in using the language develops over time. However, until 1996 when Kasper and Schmidt put out agendas for more developmentally oriented investigations, research on interlanguage pragmatics had been predominated by studies focusing on the former, L2 use at a point in time. The brightening additive level and dc current density of electroplating baths are two parameters that affect the gap-filling capability and the degree of impurity incorporation in electroplated copper films. Additive incorporation can inhibit grain growth during the room temperature recrystallization process and therefore affect the final grain size. This investigation explores the grain size and microstructure of dc jet-electroplated copper films in 0.35 and 0.50μm Damascene trenches as a function of current density and brightening additive level after first receiving a high-temperature anneal. The USA Accreditation Board for Engineering and Technology (ABET) adopted recently a new set of criteria for evaluating engineering programmes. One of these (criterion 3) refers to programme outcomes and assessment. In this article, the author describes the design and implementation of a sustainable, systematic process for defining and assessing programme outcomes. This process involves analysing each outcome into elements, defining a set of attributes for each element, selecting outcome indicators and performance targets, and developing special rubrics for an accurate assessment of student skills.
