Rochester New York, a city which thrived on manufacturing in the 1900’s, has declined over the years. The impacts of the economic down turn, suburbanization, and the highway system impeding pedestrian access to downtown Rochester, all took their toll on the city’s once vibrant urban fabric which has now deteriorated into surface parking and buildings in disrepair. Increasing global environmental problems require a rapid response from universities (Sharp, 2002). Energy consumption of universities is increasing due to, for example, expansion in use of electronics and new building constructions (Levine, 2009; Sharp, 2002). There are increasing numbers of initiatives on university campuses to address climate change. The American College and University President's Climate Commitment (ACUPCC) is an effort by a group of colleges and universities that have pledged to eliminate greenhouse gas (GHG) emissions from their campus operations and become carbon neutral by a target date set by each university itself (ACUPCC, 2006).

Natural disasters have the ability to disrupt structured systems in the United States, such as transportation systems and freight routes. When a natural disaster occurs, freight is forced to reroute around the effected areas. Rerouting slows recovery efforts, as well as normal transportation of goods within the United States. Therefore, natural disasters, with respect to freight routes, have widespread impacts and the possibility for acute hardship in disaster-prone areas. Hotel rate is essential to every traveler, every hotelier, every key person in travel planning for their company, and even the tourism planner for the city. The graduate students from RIT's hotel management program had conducted serial surveys on hotel rates in 100 major cities in US from 1989-1999. This study employed the data that RIT students collected as a foundation. First, four cities were chosen in every region (East, Midwest, West and South).
