Ninety Years Of Health Insurance Reform Efforts In California, California Research Bureau
California Agencies
This report will provide an overview of legislative and gubernatorial efforts to increase the number of Californians with health insurance. It will review the state's health care policy for the medically indigent for the period from 1918 until the present, and will describe legislative proposals to increase the number of insured. The review will also indicate whether the proposals were financed by regressive or progressive revenue taxes, fees, or insurance premiums. Over that period, legislators introduced at least 44 measures to reduce the number of medically uninsured people in California. There also were four ballot measures that would have increased …

Privatization And Foreign Investments In Nigeria, Lawrence O. Azubuike
Privatization And Foreign Investments In Nigeria, Lawrence O. Azubuike
Theses and Dissertations
Nigeria's political economy has straddled the ideological divide between socialism and capitalism. The country produces oil,and at some point in its existence, it embarked on robust state involvement in the economy. This was marked by the acquisition, or establishment, of numerous state enterprises. Over the years, the performance of these enterprises was found to be dismal, and as part of the overall reform of the economy, Nigeria has joined the global trend toward reduction indirect state ownership of enterprises. Indeed, it has embarked on massive divestment of state interests in once publicly owned firms. Besides the universal rationale of efficiency, …

The Use Of Offender Profiling Evidence In Criminal Cases, Norbert Ebisike
Theses and Dissertations
This dissertation examined the use of offender profiling evidence in criminal cases. The meaning, history, approaches and legal admissibility of offender profiling have been discussed. The introduction of offender profiling into the courtroom has been controversial, problematic and full of inconsistencies. This dissertation therefore, examined the central problems with offender profiling evidence, and answered such questions as - Is offender profiling impermissible character evidence? Who is qualified to give expert profiling evidence? Is offender profiling too prejudicial than probative? Is offender profiling an opinion on the ultimate issue? Is offender profiling sufficiently reliable as to be admissible? This dissertation has …

Reflections On The Last Bar Exam; New Forms Worth Noting (2007), Roger Bernhardt
Reflections On The Last Bar Exam; New Forms Worth Noting (2007), Roger Bernhardt
Publications
The Bar Examiners got rather lazy in their Property question on the last bar exam. Instead of asking a reasonably complex or difficult essay question, they took four little multiple choice hypotheticals and packaged them into one large but utterly unintegrated question, with no connection of any kind between the parts.
Access To Parkland: Environmental Justice At East Bay Parks, Paul Stanton Kibel
Access To Parkland: Environmental Justice At East Bay Parks, Paul Stanton Kibel
Environmental Law and Justice Clinic
In the United States, the environmental justice movement began with a focus on the inequitable burden of toxic exposures placed on low-income minority residents. There is now an increasing recognition that low-income minority residents also often face inequitable access to environmental amenities such as open space, parks and wilderness. Access to Parkland: Environmental Justice at East Bay Parks examines questions of equity for low-income minority residents related to the parkland holdings of the East Bay Regional Park District, the agency that manages close to 100,000 park acres in Alameda and Contra Costa counties east of San Francisco Bay.

The Need For International Legal Protection Of Sea Turtles And The Enforcement Of Seafood Ecolabelling Standards, Lalaina N.R. Rakotoson
The Need For International Legal Protection Of Sea Turtles And The Enforcement Of Seafood Ecolabelling Standards, Lalaina N.R. Rakotoson
Theses and Dissertations
The migratory nature of sea turtles makes their protection difficult and that causes the failure of International environmental law to protect them. Despite years of concern for sea turtles and the threats to them no rule of national law and no single international environmental agreement are capable of effectively protecting sea turtles. Sea turtles have been protected through domestic environmental laws such as the US Endangered Species Act. Section 609 requires countries exporting shrimp to the US to equip their trawlers with Turtle Excluder Devices (TEDs). This is an analysis of the need for global legal protection of sea turtles …
