Prepared by the Fall 1998 Conservation of Historic Building Materials class. This Historic Structure Report contains a historical overview for the Old Campbell County Courthouse, an exterior and interior architectural description, a conditions assessment of the interior and exterior of the structure, an accessibility assessment and preservation recommendations for all of those areas. The purpose of this report is to provide a current assessment of the condition of the property, recommendations for needed repairs and options for future consideration.

Why Levy Discriminatory Excises On Soft Drinks?, Roy W. Bahl

This review of the justification for discriminatory excise taxes concludes that the economic case for taxing soft drinks is weak. In developing economies, expenditure needs are great, tax administration is weak, and countries may resort to discriminatory excise taxes as stopgap measures to solve short-term problems. More advanced economies do not have to settle for such stopgap measures. Discriminatory excises, other than on the “sin” products, find little justification in modern tax systems. In fact, discriminatory taxes on soft drinks have been eliminated in most European countries and are recommended for elimination in the EU. A middle or higher income …

Chimpanzee (Pan Troglodytes) Counting In A Computerized Testing Paradigm, Michael J. Beran, Duane M. Rumbaugh, E. Sue Savage-Rumbaugh

Using computer-mediated joystick manipulation, the ability of a common chimpanzee(Pan troglodytes) to select arrays of items equal to a given target number was examined. A random dot condition was included in which all sequence cues were eliminated as a means to reach the target numbers 1 to 4. The participant, Austin, had only the quantity of items already selected as a record of how high the count had progressed. Performance on the random dot trials was found to be significantly above chance and improvement over time was also statistically significant. An Analysis Of Sponsorship Recall During Gay Games Iv, Brenda Pitts

The purpose of this study was to de­termine if people attending the Gay Games could accurately identify the official sponsors. Sponsorship recall methodology was used, and a survey specific to the Gay Games was developed. Respondents included 182 people who identified them­ selves as a Gay Games athlete, spectator, or worker. Results were varied but showed an unusually high recall rate of the sponsors. Ad­ditionally, in relation to participant attitude toward the sponsors, the re­sults showed a comparatively strong attitude toward new loyalty to a company or product as a result of the company's involvement in the Games: Ninety-two and …

Context.— Cotinine, a metabolite of nicotine, is a marker of exposure to tobacco smoke. Previous studies suggest that non-Hispanic blacks have higher levels of serum cotinine than non-Hispanic whites who report similar levels of cigarette smoking.

Objective.— To investigate differences in levels of serum cotinine in black, white, and Mexican American cigarette smokers in the US adult population.

Design.— Third National Health and Nutrition Examination Survey, 1988-1991.

Participants.— A nationally representative sample of persons aged 17 years or older who participated in the survey.

A Review Of The Health Impact Of Smoking Control At The Workplace, Michael Eriksen, Nell H. Gottlieb

Purpose. To summarize and provide a critical review of worksite health promotion program evaluations published between 1968 and 1994 that addressed the health impact of worksite smoking cessation programs and smoking policies.

Methods. A comprehensive literature search conducted under the auspices of the Centers for Disease Control and Prevention identified 53 smoking cessation program evaluation reports, of which 41 covered worksite single-topic cessation programs. Nine additional reports were located through manual search of citations from published reports and reviews. These 50 reports covered 52 original data-based studies of cessation programs. Exporters are vital to the health of the U.S. economy as well as to individual state economies. As such, this study analyzes the export-related provisions of the southeastern states’ income tax laws and proposes tax policy changes that could potentially improve the tax environment for exporters while enhancing the overall economic environment in those states.

PURPOSE: Children who have brain tumors are at risk for a variety of treatment-related sequelae, including neuropsychological and cognitive impairment, neurologic deficits, and neuroendocrinologic disturbances. We sought to determine the value of proton MR spectroscopy in assessing brain tissue remote from the tumor site to ascertain the effects of chemotherapy and radiation treatment in these patients.

METHODS: Single-voxel proton MR spectra from 70 patients (111 spectra) and 11 healthy volunteers (11 spectra) were analyzed. NAA/Cr, NAA/Cho, and Cho/Cr ratios based on peak areas were obtained from nonneoplastic regions of the frontal lobe. The relationship between MR spectroscopic ratios and treatment …

Urban Earthquake Hazards: The Impact Of Culture On Perceived Risk And Response In The Usa And Japan, Risa Palm

This paper reports on a major survey of earthquake hazard response in neighbourhoods in Tokyo-Yokohama and Los Angeles, two metropolitan areas of highly industrialized nations which routinely exchange ideas in order to try to learn from the policies, practices and experiences of the other. Survey findings showed many similarities in hazard response and preferred public policy, but also important contrasts in behaviour, and significant differences in the factors associated with these behaviours. The findings suggest caution in bi-national policy-sharing unless such sharing is preceded by a careful study of local cultural contexts.

The Women, Infants, and Children (WIC) Program, managed by the county boards of health, provides nutrition, limited physical examinations, and food vouchers for pregnant women and for children with nutritional deficiencies. Because federal guidelines for the WIC program leave little maneuvering room to improve the delivery of services, we analyzed the client flow through a WIC clinic in the Atlanta metropolitan area to determine how that flow could be managed more efficiently. The challenge facing the WIC clinic was to increase the efficiency of their operation in an environment characterized by resource constraints, rigid regulations, and dysfunctional client behavior. Using Analysts’ Forecasts To Measure Properties Of Analysts’ Information Environment, Orie E. Barron, Oliver Kim, Steve C. Lim, Douglas E. Stevens

This paper presents a model that relates properties of the analysts' information environment to the properties of their forecasts. First, we express forecast dispersion and error in the mean forecast in terms of analyst uncertainty and consensus (that is, the degree to which analysts share a common belief). Second, we reverse the relations to show how uncertainty and consensus can be measured by combining forecast dispersion, error in the mean forecast, and the number of forecasts. A common goal of many pre-service and in-service programmes is to develop "reflection" or a particular awareness about teaching that may be translated into . continually improving practice. In 1994 the Institute of Language in Education (now incorporated into the Hong Kong Institute of Education) introduced a curriculum-wide journal writing activity into their 16-week teacher education in­service programmes.
