How To Approach Comprehensive Tax Reform: Have The Rules Of The Game Changed?, Roy W. Bahl

In the first section of this paper, we describe tax change over the past three decades, and attempt to identify its determinants. The focus is on developing countries.

The main objective of this paper, addressed in the second section, is more normative and is pointed toward the issue of whether there are some universal "rules" that might guide the next round of comprehensive tax reform efforts in developing countries. Based on the international experience, a set of propositions about how to do a comprehensive tax reform is offered.

Fiscal Decentralization And Fiscal Equalization Within Regions: The Case Of Russia, Roy W. Bahl, Sally Wallace

The impact of fiscal decentralization on equalization between regions has received significant attention but there has been much less research of the impact of decentralization on equalization within regions. Theory suggests that the tradeoff between local fiscal autonomy and equalization ought to be most pronounced at the sub-region level where rural-urban disparities in the level of development are substantial. This paper is an empirical analysis of the impact of fiscal decentralization on equalization within one Russian region, Leningrad (State). Fiscal Decentralization, Macrostability, And Growth, Jorge Martinez-Vazquez, Robert M. Mcnab

This paper examines how fiscal decentralization may influence economic growth. Previous research on this question has primarily focused on the potential direct relationship between decentralization and growth. In this paper, we also examine the potential indirect influence of decentralization on growth through its impact on macroeconomic stability. We find that decentralization may positively influence price stability in developed countries, though this impact is much less clear in developing and transitional countries. We also find some evidence suggesting that decentralization may directly and negatively affect economic growth in higher-income countries but that this effect is reduced through the indirect positive impact …
