Governmental sovereignty is created and maintained by mutual respect for the rule of law by the government and citizens. To maintain legitimacy, a government must act within the bounds of the contract that created it. Otherwise, the relationship founded by said contract would be nullified, as would the duties and obligations that flow from that relationship. Torture exemplifies an ultra vires act used by the United States to show the consequences of over-extended authority on political legitimacy and the rule of law. Anarchism is a political and socioeconomic force that has driven violent methods of social and political change for centuries. Relating Anarchism to these violent acts demonstrates a deep-seeded link to terrorism. Anarchism is one of the main forces behind modern day terrorism due to its long history alongside the ever evolving term terrorism. By connecting these two concepts, domestic terror groups can be better analyzed and understood, and future attacks from within the United States may be prevented.

The September 11, 2001, terrorist attack resulted in a myriad of new policies designed to enhance aviation security. These policies ostensibly considered the origins of the exact threat facing the United States. Missing, however, were the inputs from rank and file pilots of the airlines that policy makers were attempting to protect. This exploratory study distributed a 50-question survey designed to measure pilot perceptions of security risk and threats. Univariate descriptives were used to examine the extent to which sample data approximated the population of interest. The purpose of this study was to analyze local law enforcement's counter-terrorism capabilities as it relates to the varying size of United States local law enforcement agencies. Data for the study came from a study entitled "Impact of Terrorism on State and Local Law Enforcement Agencies and Criminal Justice Systems in the United States, 2004". Statistical analysis revealed that there are large disparities in the allocation of resources to intelligence gathering, analyzing, and sharing between smaller local law enforcement agencies and their larger counterparts. Furthermore, smaller agencies are not interacting with federal agencies in a manner consistent with the interactions …
