The fashion industry itself is broad in scope and dependent upon numerous sub-industries to produce its garments. It is heavily dependent upon machinery of all kinds, yet unlike many industries today, it is still also largely reliant on manual labor, specifically minority women labor. This dependance upon manual labor correlates with its long history of worker exploitation and sweated labor. The concentration of exploitative labor practices in the fashion industry have made it a focal point in the ongoing struggle between workers and the downward pressure capitalism and industrialization placed on worker compensation, quality of life and job security.

This dissertation is a case study of Better Work, a program run by the International Labor Organization and the International Finance Corporation. It aims to improve working conditions and productivity in the apparel industry. The purpose of this case study is to examine the role that international organizations can play in global governance. The research presented here comes from interviews, document analysis, and an examination of quantitative data on factories’ working conditions. In-person interviews were conducted in the United States, Switzerland, Vietnam, and Indonesia; many phone interviews took place with individuals in other countries. The Sixty-Six Percent represent the percentage of women in the U.S. who are overweight. They are regarded as full-figured or “plus” size in the world of women’s apparel. Even though more than half of American women wear a “plus” size - size 14 and up - designs for these women account for a fraction of women’s apparel - Only 37% of women's wear is plus-size.
The Sixty-Six Percent is coming at an important time in a broader conversation about de-stigmatizing what it means to be a plus-size woman in America. Fat shaming has become taboo and mainstream media as well …
