Worker Centers: Labor Policy As A Carrot, Not A Stick, Kati L. Griffith, Leslie Gates

Worker centers empower communities of workers that are challenging for labor unions to organize. This includes immigrant workers and other vulnerable workers in high turnover jobs. These centers often organize workers that fall within the definition of “employee” under the Depression-era laws designed to protect some forms of collective worker activity from employer retaliation. Although employees associated with these centers can benefit from labor law’s carrot, worker centers are not “labor organizations” subject to labor law’s vast reporting requirements and restrictions on associational behavior (labor law’s stick). This is the performance script and slides (embedded) of my Oct 11, 2019 talk given at the University of Albany Library's Digital Scholarship Conference--Digital Scholarship: Opportunities and Challenges (see https://scholarsarchive.library.albany.edu/dsconf/).

This talk examines how local conditions can strongly discourage pretenure faculty from engaging in innovative digital work. Arguing that individual faculty, larger institutions, local communities, and the humanities themselves lose out when digital scholarship is not adequately valued, I offer an "alternative universe tenure timeline," outlining some of the work I would have done in the past five years if digital scholarship was valued for promotion and tenure.

Pairing Electrostatic Levitation With Triboelectric Transduction For High-Performance Self-Powered Mems Sensors And Actuators, Mark Pallay, Alwathiqbellah I. Ibrahim, Ronald N. Miles, Shahrzad Towfighian

We demonstrate that an electrostatic levitation MEMS switch can be operated by applying mechanical pres- sure to a triboelectric generator. The toggling mechanism of the switch draws no current but requires a high actuating voltage, while the generator can supply a high voltage but only produces microwatts of power. The synergistic combination results in an entirely self-powered sensor and switch; the normally-closed MEMS switch can be toggled open by applying a threshold force to the generator without the need for any outside power or supplementary circuitry. A model of the MEMS switch and electrostatic force is validated with experimental data. …

Merging Parallel-Plate And Levitation Actuators To Enable Linearity And Tunability In Electrostatic Mems, Mark Pallay, Ronald N. Miles, Shahrzad Towfighian

In this study, a linear electrostatic MEMS actuator is introduced. The system consists of a MEMS cantilever beam with combined parallel-plate and electrostatic levitation forces. By using these two forcing methods simultaneously, the static response and natural frequency can be made to vary linearly with the voltage. The static response shows a linear increase of 90 nm/V and is maintained for more than 12μm of the tip displacement. The natural frequency shows a linear increase of 16 Hz/V and is maintained throughout a 2.9 kHz shift in the natural frequency. This wide range of linear displacement and frequency tunability is …

Sources of drinking water on islands often present critical constraints to human habitation. On Rapa Nui (Easter Island, Chile), there is remarkably little surface fresh water due to the nature of the island’s volcanic geology. While several lakes exist in volcanic craters, most rainwater quickly passes into the subsurface and emerges at coastal springs. Nevertheless, the island sustained a relatively large human population for hundreds of years, one that built an impressive array of monumental platforms (ahu) and statues (moai). A Parametric Resonator With Low Threshold Excitation For Vibration Energy Harvesting, Shahrzad Towfighian, Wei Yang

A parametric resonator for vibration energy harvesting is presented. Despite large responses from parametric resonance, two major drawbacks of parametric resonance harvesters are the high threshold excitation and narrow bandwidth. We addressed these two shortcomings by adding magnetic nonlinearity to the system. The proposed vibration energy harvester consists of two piezoelectric cantilevers beams, each with a magnetic tip. By controlling the distance between the two magnets, the threshold excitation level needed to trigger the parametric resonance decreases. Combining the softening and hardening behavior of the two magnetically coupled beams increases the frequency bandwidth. In addition, the amplitude of the response …

Aging populations in developing countries have spurred the introduction of public pension programs to preserve the standard of living for the elderly. The often-overlooked mechanism of intergenerational transfers, however, can dampen these intended policy effects, as adult children who make income contributions to their parents could adjust their behavior in response to changes in their parents’ income. Exploiting a unique policy intervention in China, we examine using a difference-in-difference-in-differences (DDD) approach how a new pension program impacts inter vivos transfers. We show that pension benefits lower the propensity of adult children to transfer income to elderly parents in the context …

In order to understand the impact of individual communities on global sustainability, we need a community sustainability assessment system (CSAS). While many sustainability assessment systems exist, they prove inadequate to the task. This article presents the results of a systematic review of the literature on existing sustainability assessment systems; offers a definition of a sustainable community; provides a multi-scale, systems approach to thinking about community; and makes recommendations from the field of performance measurement for the construction of a CSAS.

The purpose of the article is to demonstrate how Binghamton University Libraries has changed the workflows and channels of communication between Special Collections and the Technical Services Department. Over the last two years these departments have worked to foster cooperative decision making in order to increase understanding of project priorities and allow for more efficient cataloging, leading to greater accessibility of Special Collections items. The article also looks at how this relationship can be expanded upon in the future, so that cataloging/metadata librarians and Special Collections staff and librarians can work together to create better access to materials.

The ability to efficiently convert mechanical energy into electrical energy has become an important topic of discussion and research in the last decade. Triboelectric generators have recently been popular for vibration energy harvesting, but despite plenty of research on its material aspect, research on combining mechanical characteristics and voltage generation output has been sparse. Many energy harvesters suffer from low operating bandwidths and are usually restricted to operating at a specific frequency. This paper describes a tunable MEMS electrostatic accelerometer that uses repulsive electrode configuration so that the design is not hampered by capacitive pull-in instability. The repulsive force configuration enables the increase of DC bias voltage without suffering from the pull-in failure mode. This flexibility in increasing voltage can be employed as a tuning parameter to widen the working frequency range and to improve the robustness of the accelerometer. A lumped parameter model is developed to simulate the response of the microstructure under a combination of electrostatic and dynamic mechanical loading. Content management systems (CMS), a phrase that is defined pretty much how it reads--they are systems that manage digital content. If you have worked within a library’s archives, special collections, history and genealogy department, or within museums, you have probably used one either on the front end or managed digital collections on the backend. Although the number of total knee replacement (TKR) surgeries is growing rapidly, functionality and pain-reduction outcomes remain unsatisfactory for many patients. Continual monitoring of knee loads after surgery offers the potential to improve surgical procedures and implant designs. The goal of this study is to characterize a triboelectric energy harvester under body loads and to design compatible frontend electronics to digitize the load data. The harvester prototype would be placed between the tibial component and polyethylene bearing of a TKR implant. The harvester generates power from the compressive load. Explaining the processes underlying the emergence of monument construction is a major theme in contemporary anthropological archaeology, and recent studies have employed spatially-explicit modeling to explain these patterns. Rapa Nui (Easter Island, Chile) is famous for its elaborate ritual architecture, particularly numerous monumental platforms (ahu) and statuary (moai). To date, however, we lack explicit modeling to explain spatial and temporal aspects of monument construction. Which Us Municipalities Adopt Pay-As-You-Throw And Curbside Recycling?, Raymond Gradus, George C. Homsy, Lu Liao, Mildred E. Warner

This study investigates the drivers of curbside recycling program adoption and Pay as You Throw (PAYT) program adoption in 1,856 US local governments using a 2015 survey. While 50% of municipalities and counties adopt curbside recycling programs, we find that the adoption curbside recycling is limited by capacity constraints; local governments with lower per capita expenditures and more poverty are less likely to implement curbside recycling. PAYT programs are less common overall (10% of municipalities) and less common in richer communities and more common in communities with higher education levels. Local official political affiliation is not significant in either model. …

Sustainability And Disaster Planning: What Are The Connections?, George C. Homsy, Lu Liao, Mildred E. Warner

In this paper, we examine the connections between resiliency and sustainability by asking: can disaster planning lead to more sustainability actions? In a survey we conducted of 1,899 cities, towns, and counties across the United States in 2015, we found that disaster plans are three times more common than sustainability plans. Our regression models find both types of plans lead to sustainability action as does regional collaboration across the rural-urban interface. However, we find that hazard mitigation planning may be done without including sustainability staff, citizens, and other officials. After controlling for motivations, capacity, and cooperation, we find rural communities …

Analysis For Science Librarians Of The 2018 Nobel Prize In Physiology Or Medicine: The Life And Work Of James P. Allison And Tasuku Honjo, Neyda V. Gilman

On October 1, 2018, James P. Allison and Tasuku Honjo were awarded the 2018 Physiology or Medicine Nobel for their work leading to Immune Checkpoint Inhibition (ICI). ICI is the fourth pillar of cancer treatment and has been used to treat previously un-treatable cancers. Allison discovered that the protein CTLA-4 acts as a T cell brake while Honjo discovered another T cell brake, PD-1. Releasing these brakes allows the immune system to attack tumors, sometimes leading to complete elimination. While there is still more research to be done, Allison’s and Honjo’s work is a breakthrough in cancer immunotherapy.

A proof of concept of a triboelectric threshold shock sensor and its characterization are presented. Shock sensors are used in many applications in the automotive, shipping and other industries, mainly to determine if acceleration thresholds are met. Many shock sensors are only mechanical, so the only way to know if the threshold has been reached is to physically check the device. There are noticeable advantages of using triboelectric transduction and bi-stability to create a shock sensor. By combining a buckled-beam structure and a triboelectric generator, we created a proof of concept of a tunable threshold shock sensor. The sensor generates …
