Mems Variable Area Capacitor For Room Temperature Electrometry, George C. Underwood, Tod V. Laurvick

This paper introduces a new way to detect charge using MEMS variable capacitors for extremely sensitive, room temperature electrometry. It is largely based on the electrometers introduced by Riehl et al. [1] except variable capacitance is created by a changing area, not a changing gap. The new scheme will improve MEMS electrometers by eliminating the effects of squeeze-film damping and by theoretically increasing the maximum charge resolution by 70%. The charge conversion gain (the increase in output voltage per input unit charge) for this system is derived. The result show good agreement with MATLAB calculations.

The purpose of this study was to investigate the stability of the cost performance index (CPI) for environmental remediation projects as the topic is not addressed in the literature. CPI is defined as the earned value of work performed divided by the actual cost of the work, and CPI stability represents the point in time in a project after which the CPI varies by less than 20 percent (measured in different ways).

Sequence pattern mining (SPM) seeks to find multiple items that commonly occur together in a specific order. One common assumption is that all of the relevant differences between items are captured through creating distinct items, e.g., if color matters then the same item in two different colors would have two items created, one for each color. In some domains, that is unrealistic. This paper makes two contributions. Significant effort has been put forth to increase understanding regarding the role of the human microbiome in health- and disease-related processes. In turn, the United States (US) Veteran Microbiome Project (US-VMP) was conceptualized as a means by which to serially collect microbiome and health-related data from those seeking care within the Veterans Health Administration (VHA). A gambler in possession of R chips/coins is allowed N(>R) pulls/trials at a slot machine. Upon pulling the arm, the slot machine realizes a random state i ɛ{1, ..., M} with probability p(i) and the corresponding positive monetary reward g(i) is presented to the gambler. The gambler can accept the reward by inserting a coin in the machine. With the increasing cost and decreasing availability of 3He, there have been many efforts to find alternative neutron detection materials. Lithium calcium aluminum fluoride (LiCAF) enriched to 95% 6Li doped with europium was evaluated here as a replacement material for 3He. Wafers 0.5 cm thick, consisting of LiCAF crystals in a rubberized matrix, were embedded with wavelength shifting fibers (WSF) and mated to silicon photo-multipliers (SiPMs) to measure the photon response in a flux of neutrons from a DD neutron generator. There has been an exciting recent development in auroral research associated with the discovery of a new subauroral phenomenon called STEVE (Strong Thermal Emission Velocity Enhancement). Although STEVE has been documented by amateur night sky watchers for decades, it is as yet an unidentified upper atmosphere phenomenon. Observed first by amateur auroral photographers, STEVE appears as a narrow luminous structure across the night sky over thousands of kilometers in the east‐west direction. We address the design, development, and testing of a pointer/tracker as a probe beam for the purpose of making high-speed, aero-optical measurements of the flow over a scaled beam director turret. The tracker uses retro-reflection of the probe beam off of a Reflexite annulus surrounding the turret. The constraints of the design required a near-total-commercial off the shelf system that could be quickly installed and removed in a rented aircraft. Baseline measurements of environmental vibrations are used to predict pointing performance; mitigation of line-of-sight jitter on the probe beam is achieved through passive isolation and the design of relay optics. …

An equiangular tight frame (ETF) is a type of optimal packing of lines in Euclidean space. A regular simplex is a special type of ETF in which the number of vectors is one more than the dimension of the space they span. In this paper, we consider ETFs that contain a regular simplex, that is, have the property that a subset of its vectors forms a regular simplex. An equiangular tight frame (ETF) is a type of optimal packing of lines in a real or complex Hilbert space. In the complex case, the existence of an ETF of a given size remains an open problem in many cases. In this paper, we observe that many of the known constructions of ETFs are of one of two types. As the costs of Department of Defense (DoD) Weapon Systems increase, the ability to estimate the Operating and Support (O&S) costs accurately for the various weapon systems has become vital to long-term affordability. This research focuses on the O&S costs of the Air Force fixed-wing arsenal (i.e., platforms) for 1996–2016. First, the Cost Element Structure (CES) for 52 aircraft platforms and seven operational mission categories is analyzed to derive the descriptive statistics per aircraft category through examination of actual historical costs. Legislation, in the form of acquisition reforms, is historically enacted to address perceived cost, schedule, and performance problems in the defense acquisition system. It is well-known that since 9/11, the US military and its coalition partners have worked with the Afghan government and its military forces to battle an insurgency. At the end of 2014, the majority of US and coalition military forces left Afghanistan. What may be less known is that, for the last several years, a small contingent of American and coalition air advisors have been helping the Afghans rebuild their air force from the ground up. These advisors work daily with Afghanistan Air Force (AAF) leaders to help them build and implement effective organizations, capabilities, technologies, programs, and processes.

Cadmium silicon diphosphide (CdSiP2) is a nonlinear material often used in optical parametric oscillators (OPOs) to produce tunable laser output in the mid-infrared. Absorption bands associated with donors and acceptors may overlap the pump wavelength and adversely affect the performance of these OPOs. In the present investigation, electron paramagnetic resonance (EPR) is used to identify two unintentionally present acceptors in large CdSiP2 crystals. These are an intrinsic silicon-on-phosphorus antisite and a copper impurity substituting for cadmium. Purpose: This paper aims to address the reasons behind the varying levels of volatile conflict and peace as seen during the Arab Spring of 2011 to 2015. During this time, higher rates of conflict transition occurred than normally observed in previous studies for certain Middle Eastern and North African countries.

In classification applications, the goal of fusion techniques is to exploit complementary approaches and merge the information provided by these methods to provide a solution superior than any single method. Associated with choosing a methodology to fuse pattern recognition algorithms is the choice of algorithm or algorithms to fuse. Analyzing how agent interactions affect macro-level self-organized behaviors can yield a deeper understanding of how complex adaptive systems work. The dynamic nature of complex systems makes it difficult to determine if, or when, a system has reached a state of equilibrium or is about to undergo a major transition reflecting the appearance of self-organized states. Firewalls, especially at large organizations, process high velocity internet traffic and flag suspicious events and activities. Flagged events can be benign, such as misconfigured routers, or malignant, such as a hacker trying to gain access to a specific computer. Confounding this is that flagged events are not always obvious in their danger and the high velocity nature of the problem. These systems were designed to overcome the scaling and flexibility limitations plaguing traditional relational database management systems (RDBMSs). Pedestrian navigation in outdoor environments where global navigation satellite systems (GNSS) are unavailable is a challenging problem. Existing technologies that have attempted to address this problemoften require external reference signals or specialized hardware, the extra size,weight, power, and cost of which are unsuitable for many applications. This article presents a real-time, self-contained outdoor navigation application that uses only the existing sensors on a smartphone in conjunction with a preloaded digital elevation map. This work provides development of Constellation Based DNA (CB-DNA) Fingerprinting for use in systems employing quadrature modulations and includes network protection demonstrations for ZigBee offset quadrature phase shift keying modulation. Results are based on 120 unique networks comprised of seven authorized ZigBee RZSUBSTICK devices, with three additional like-model devices serving as unauthorized rogue devices. Authorized network device fingerprints are used to train a Multiple Discriminant Analysis (MDA) classifier and Rogue Rejection Rate (RRR) estimated for 2520 attacks involving rogue devices presenting themselves as authorized devices. Currently, in macro-scale hydrocodes designed to simulate explosive material undergoing shock-induced ignition, the state of the art is to use one of numerous reaction burn rate models. These burn models are designed to estimate the bulk chemical reaction rate. Unfortunately, these burn rate models are largely based on empirical data and must be recalibrated for every new material being simulated. We propose that the use of Arrhenius Rate Chemistry-Informed Interphase Source Terms (ARCIIST) in place of empirically derived burn models will improve the accuracy for these computational codes. Investigating alternative navigation approaches for use when GPS signals are unavailable is an active area of research across the globe. In this paper we focus on the navigation of small, fixed-wing unmanned aerial vehicles (UAVs) that employ vision-based approaches combined with other measurements as a replacement for GPS. We demonstrate with flight test data that vehicle attitude information, derived from cheap, MEMS-based IMUs is sufficient to improve two different types of vision processing algorithms. In this work we test experimental photovoltaic, storage and generator technologies and investigate their potential to meet austere location energy needs. After defining the energy requirements and insolation of a 1,100-person base, we develop a microgrid model and simulation. Cost optimizations were then performed using hourly time-series data to explore the cost and performance trade-space of a PV-battery-generator system. The work highlights the cost of resiliency and the dependencies of optimum system component sizes on duration and the fully burdened cost of fuel.

As society becomes more dependent upon computer systems to perform increasingly critical tasks, ensuring that those systems do not fail becomes increasingly important. Many organizations depend heavily on desktop computers for day-to-day operations. Unfortunately, the software that runs on these computers is written by humans and, as such, is still subject to human error and consequent failure. This paper presents a study on the data measurements that the Hokuyo UST-20LX Laser Rangefinder produces, which compiles into an overall characterization of the LiDAR sensor relative to indoor environments. The range measurements, beam divergence, angular resolution, error effect due to some common painted and wooden surfaces, and the error due to target surface orientation are analyzed. It was shown that using a statistical average of sensor measurements provides a more accurate range measurement. Purpose: Recent legislation resulted in an elevation of operating and support (O&S) costs’ relative importance for decision-making in Department of Defense programs. However, a lack of research in O&S hinders a cost analyst’s abilities to provide accurate sustainment estimates. Thus, the purpose of this paper is to investigate when Air Force aircraft O&S costs stabilize and to what degree. Next, a parametric O&S model is developed to predict median O&S costs for use as a new tool for cost analyst practitioners.
