This research sought to assess the degree of fidelity to the Housing First model achieved by a new Housing First program in a mid-sized Canadian municipal region, and the factors that promoted or hindered fidelity therein. The program was delivering an adaptation to the Housing First model that prioritized home-based support, which was assessed simultaneously. Fidelity ratings were gathered by a team of researchers during a site visit that included observation of a staff meeting, seven interviews with program leaders and staff, two focus groups with program participants, and 10 chart reviews. The present study explored how a Housing First for Youth intervention, working from an empowerment theory approach, influences the social integration of youth experiencing homelessness. This was done by contrasting between groups of individuals who either did or did not receive the intervention. The sample consisted of 86 youth in the city of Ottawa between the ages of 17-24 who were randomized into the intervention (n=44) or treatment as usual group (n=42). Quantitative data from baseline and 6-month follow-up were analyzed using the Community Integration Scale (CIS) and Multidimensional Scale of Perceived Social Support (MSPSS). Family homelessness includes a sub-group of individuals whose experiences remain largely hidden or “invisible” within Canadian homelessness systems: parents who have been separated from their children. Yet, to date, little research has focused on the experiences of “invisible” parents who have experienced homelessness, mental illness, and separation from their children in Canada. The purpose of this dissertation was to help fill this notable gap in the literature, as well as to inform community psychology and family homelessness theory, research, practice, and policy in Canada.

Knowledge-to-action theories (such as knowledge mobilization, translation, and dissemination) have been developed to address a persistent disconnect between research and practice. Critiques of these theories highlight areas for improvement, including better incorporating knowledge generated through experience and examining the learning process in greater detail. The research in this dissertation examines peer learning as strategy for mobilizing knowledge to advance the uptake of evidence-based practices, particularly interventions that are complex in nature. Complex interventions require engagement of many different stakeholder groups and often require adaptation to ensure sufficient fit with the implementation context. Housing First (HF) is an evidence-based approach to housing and services for adults who are chronically homeless and have a psychiatric disability. Research has demonstrated that HF rapidly ends homelessness but less in known about how participants experience their housing environments and landlords. This study is a part of a larger Canadian randomized field trial of HF that included qualitative interviews with participants in five cities. The main objective of this study was to examine the effectiveness of the addition of rent assistance to Waterloo Region’s existing housing and support services. A quasi-experimental non-equivalent comparison group design was used to compare the outcomes between two groups: (a) participants selected to receive rent assistance plus intensive support services (n = 26) and (b) participants receiving support services only (n = 25). Participants were interviewed at baseline and again six months later.
