On February 17, 1999, Avista Corporation filed an application for relicense of the existing 231-megawatt Cabinet Gorge and 466-megawatt Noxon Rapids projects located on the Clark Fork River in Idaho and Montana. Avista Corporation's proposed relicensing alternative for these two projects includes a comprehensive settlement agreement that was developed through the use of the Commission's Alternative Licensing Procedures and a collaborative approach during prefiling consultation. As part of the settlement agreement, Avista Corporation is proposing to use an adaptive management approach to implement the various protection, mitigation, and enhancement measures.
