The Bureau of Reclamation (Reclamation) acting on behalf of the Secretary of the Department of the Interior (Secretary) proposes to take action to adopt specific Colorado River Lower Basin shortage guidelines and coordinated reservoir management strategies to address operations of Lake Powell and Lake Mead, particularly under low reservoir conditions. This proposed Action will provide a greater degree of certainty to all water users and managers in the Colorado River Basin by providing more detailed guidelines for the operation of Lake Powell and Lake Mead and by allowing water users in the Lower Basin to know when, and by how …

Hill Air Force Base (AFB), UT, is responsible for the operation and maintenance of the Utah Test and Training Range (UTTR). The range contains waste-water treatment and disposal facilities that consist of two infiltration ponds operated in parallel, followed by an emergency overflow basin that safeguards against unexpectedly high flow rates. A previous evaluation concluded that the existing facilities should be replaced, at a relatively high cost and with no possibility for beneficial water reuse. The U.S. Army Construction Engineering Research Laboratories (USACERL) was requested to further evaluate the system and to identify cost-effective, feasible alternatives. The study area, referred to as the headquarters area, incorporates the area from the south entrance station north to the Zion Canyon bridge. This includes the visitor center, the Watchman and South campgrounds, the amphitheaters, the nature center, the Oak Creek, Watchman, and Pine Creek residential areas, and the Oak Creek maintenance area. The study area encompasses approximately 325 acres. It includes a development zone (107 acres) and a natural zone (218 acres), and is surrounded by a proposed wilderness subzone.
