The purpose of this qualitative, transcendental phenomenological study was to explore the leadership experiences of school leaders during the COVID-19 pandemic. The theory guiding this study was Hersey and Blanchard’s situational leadership theory as it focuses on the idea that leadership is contingent and can be adjusted based upon the factors of a situation. The situational leadership theory can help to explain the adjustments in leadership practices that could be made when the employee’s task changes, or their relationship needs change. A mixed-methods exploratory study was conducted to explore the impact that the COVID-19 pandemic had on Minnesota teachers. A convenience sample of 976 teachers were surveyed in mid-April 2020 via the Qualtrics version of the Swaggert Instructional Practice Under Crisis (SIPUC) questionnaire containing 43 questions. The SIPUC data were analyzed following the Leadership in Times of Crisis Framework for Assessment (Boin et al., 2013), that is, an emergency instructional triage to determine which teachers had been mostly impacted and the scope and effect the pandemic had on their instruction and lives. This qualitative case study examined one school superintendent’s handling of a sociopolitical crisis event over the course of its phased unfolding. A review of literature in the fields of both crisis management and social justice educational leadership supplied a conceptual lens for viewing the case. Key concepts from the crisis management literature included staged intervention, organizational learning, and transformative leadership. Key concepts from the literature of social justice educational leadership included criticality, inclusion, relationshipbuilding, and capacity-building.
