Why Furloughed Federal Employees Cannot Volunteer To Provide Service To The Government Without Pay, Raymond Natter

The 1884 Anti-Deficiency Act generally makes it a crime to perform voluntary services for the Government. Because of this statute, furloughed Government employees cannot agree to perform services during their furlough period.
