The Central American region is composed by seven countries Guatemala, Belize,' Honduras, El Salvador, Nicaragua, Costa Rica and Panama with a huge marine riches in both the Caribbean Sea and the Pacific Ocean. All these countries have almost the same background historically, culturally, ethnically and with the same language. Maritime development has been very slow in the region because almost all the countries have given more importance to agricultural activities. There is no doubt about the importance of the existence of national shipping in any state, since it plays an important role during peace and hostilities; both economically and politically. This could be easily concluded from the various subsidies or protections that different states contribute to their shipping industry in order to maintain a reasonable size of merchant fleet. It is well known that GMDSS has been implemented since 1992. In planning for a smooth introduction of GMDSS, China, which operates more than 1500 ocean-goi.ng vessels, is facing with two major tasks, namely: 1) to conduct GMDSS training of communications personnel; 2> to establish a GMDSS course for the students who will obtain a General Operator's Certificate. To fulfil these two tasks, the author introduces the current implementation of GMDSS and training of communications personnel in China, according to the 1986 amendment of SOLAS Convention, 1974 and the 1991 amendment of STCW Convention, 1976.
