Computer-assisted learning (CAL) is rather new in maritime education and training (MET). Research has demonstrated that computer programs can be used in MET. However, there is a lack of theoretical support. Should the computer be used at all? Is it beneficial? How far can CAL be taken into MET? In this paper, the capability of CAL in helping the student to learn is evaluated. The suitability of CAL for MET is examined. This dissertation is a study of the shiphandling simulator (SHS) as an effective training facility at maritime academies and gives a proposed shiphandling training programme for Vietnam Maritime University (VMU). A brief introduction of VMU’s education and training system is given. In order to keep up with and improve the standards of Vietnamese mariners as required by IMO - STCW 78, the need to install a SHS at Vietnam Maritime University is examined. It is well known that GMDSS has been implemented since 1992. In planning for a smooth introduction of GMDSS, China, which operates more than 1500 ocean-goi.ng vessels, is facing with two major tasks, namely: 1) to conduct GMDSS training of communications personnel; 2> to establish a GMDSS course for the students who will obtain a General Operator's Certificate.
