Mapping, Modeling, And Visualization Of The Influences Of Geomorphic Processes On The Alpine Treeline Ecotone, Glacier National Park, Mt, Usa, Stephen Walsh, David Butler, George Malanson, Kelley Crews-Meyer
George P Malanson
Spatially explicit digital technologies are integrated within a geographic information science (GISc) context to map, model, and visualize selected direct and indirect geomorphic processes that influence the spatial organization of the alpine treeline ecotone (ATE) in Glacier National Park (GNP), MT. GISc is used to examine alpine treeline and its biotic and abiotic controls through the application of multi-resolution remote sensing systems, geospatial information and product derivatives, and simulations of treeline spatial organization. Three geomorphic features are examined: relict solifluction terraces, evidence of nonlinearity in the development of a catena, and the locations of isolated boulders. The significance of these …

The Internet of Things (IoT) offers the promise of integrating the digital world of the Internet with the phys-ical world in which we live. But realizing this promise necessitates a systematic approach to integrating the sensors, actuators, and information on which they operate into the Internet we know today. This paper reports the design and development of an open community-oriented platform aiming to support federated sensor data as a service, featuring interoperability and reusability of heterogeneous sensor data and data services. The concepts of virtual sensors and virtual devices are identified as central autonomic units to model scalable and context-aware …

The Conundrum Of Sharing Research Data (2011 Pre-Publication Manuscript), Christine L. Borgman
The Conundrum Of Sharing Research Data (2011 Pre-Publication Manuscript), Christine L. Borgman
Christine L. Borgman
New methods and instrumentation are producing an unprecedented deluge of research data. The volume of data, combined with new means of distribution and mining, has excited funding agencies, policy makers, and the general public with promises of discovery and innovation. Many stakeholders now expect data to be released, yet sharing is common in only a few fields such as astronomy and genomics. In other fields, some researchers share their data routinely, others never share their data, and most appear willing to share some of their data some of the time. Data sharing is thus a conundrum – “an intricate and …

Secrets Behind Secrets: Disclosure Of Classified Information Before And During Trial And Why Cipa Should Be Revamped, Melanie M. Reid
Secrets Behind Secrets: Disclosure Of Classified Information Before And During Trial And Why Cipa Should Be Revamped, Melanie M. Reid

During the thirty years since its passage, CIPA has been utilized in hundreds (if not thousands) of criminal cases and used more frequently now than ever imagined in 1980. Yet, few prosecutors and defense counsel are familiar with CIPA and how to handle classified information when it is presented during the prosecution of a criminal case. CIPA has been misunderstood and misapplied by some judges because these rules only provide a framework for procedures on how to handle classified information when it is introduced during a criminal case. CIPA was not designed to establish a clear guideline on how judges …

As the Program Committee Chair, I would like to first and foremost thank the forty person strong international program committee for their support, feedback and contributions from the outset. The Committee itself was made up of researchers from 11 countries, covering diverse disciplines and expertise. In their own right members of the program committee are renowned researchers, cited in many of the papers appearing in this year’s ISTAS full proceedings, and over the years appearing in associated publications such as IEEE Technology and Society Magazine. It was such an honour to work with persons possessing a truly collaborative spirit, some …

India's Integrated Energy Policy: A Source Of Economic Nirvana Or Environmental Disaster?, Deepa Badrinarayana
India's Integrated Energy Policy: A Source Of Economic Nirvana Or Environmental Disaster?, Deepa Badrinarayana

Abstract: India’s rapidly growing economy naturally demands increasing energy needs from the industrial scale down to the personal. Mindful of potential negative impacts of economic development, India is making efforts to encourage growth while preserving and protecting the environment and human rights. India’s Integrated Energy Policy sets out the roadmap for how the country plans to achieve the balance among development, environmental protection, citizens’ rights, energy security, and a host of other priorities and concerns. Though ambitious and broad in scope, the Policy may prove inadequate in mitigating environmental impacts of development, and thus inadequate in balancing India’s needs, particularly …
Racial/Ethnic Composition, Social Disorganization, And Offsite Alcohol Availability In San Diego County, California, Michael T. French, Amie L. Nielsen, Terrence D. Hill, Monique N. Hernandez
Racial/Ethnic Composition, Social Disorganization, And Offsite Alcohol Availability In San Diego County, California, Michael T. French, Amie L. Nielsen, Terrence D. Hill, Monique N. Hernandez
Michael T. French
We draw upon social disorganization theory to examine the effects of community characteristics on the distribution of offsite alcohol outlets in San Diego County, California. Of particular interest is whether alcohol availability varies according to neighborhood racial/ethnic composition once measures of social disorganization (socioeconomic disadvantage, residential instability, and racial/ethnic heterogeneity) are controlled. Using data from the 1990 Census and 1993 alcohol license reports, we estimate a series of negative binomial regression models with corrections for spatial autocorrelation. The results show that percent Asian is associated with lower offsite alcohol outlet density. Once socioeconomic disadvantage is controlled, percent Latino is related …
The Second Life Of Urban Planning? Using Neogeography Tools For Community Engagement, Marcus Foth, Bhishna Bajracharya, Ross Brown, Greg Hearn
The Second Life Of Urban Planning? Using Neogeography Tools For Community Engagement, Marcus Foth, Bhishna Bajracharya, Ross Brown, Greg Hearn
Bhishna Bajracharya
The majority of the world's citizens now live in cities. Although urban planning can thus be thought of as a field with significant ramifications on the human condition, many practitioners feel that it has reached the crossroads in thought leadership between traditional practice and a new, more participatory and open approach. Conventional ways to engage people in participatory planning exercises are limited in reach and scope. At the same time, socio-cultural trends and technology innovation offer opportunities to re-think the status quo in urban planning. NeoGeography introduces tools and services that allow non-geographers to use advanced geographical information systems. Similarly, …
Student Demographics, Teacher Sorting And Teacher Quality: Evidence From The End Of School Desegregation, Clement (Kirabo) Jackson
Student Demographics, Teacher Sorting And Teacher Quality: Evidence From The End Of School Desegregation, Clement (Kirabo) Jackson
C. Kirabo Jackson
The reshuffling of students due to the end of student busing in Charlotte-Mecklenburg provides a unique opportunity to investigate the relationship between changes in student attributes and changes in teacher quality that is not confounded with changes in school or neighborhood characteristics. Comparisons of OLS and IV results suggest that the spatial correlation between teachers’ residences, students’ residences and schools could lead to spurious correlation between student attributes and teacher characteristics. The reshuffling of students led to teacher re-sorting so that schools that experienced a repatriation of black students experienced a decrease in various measures of teacher quality (including estimated …

Shared Situational Awareness And Actionable Knowledge: Keeping The Human In The Loop, William Chris Chambers, Robert Ryczak, Chiehwen Ed Hsu, Bob Defraites
Chiehwen Ed Hsu
We propose a shift from a network-centric to a human-centric framework to assimilate emerging technologies into more effective and persistent situational awareness, integrated with actionable knowledge. Diverse communities of interest are better positioned to unify their efforts and support commanders when they are able to share situational awareness. A recent demonstration of military utility of a medical situational awareness capability for influenza surveillance validated shared situational awareness requirements in general. The current and future information environment will increase military and government requirements for situational awareness and actionable knowledge to support many “observe, assess, plan, and execute” processes by decision-makers. The …
