How Environmental Review Can Generate Pollution: A Case Study, Michael Lewyn Aug 2013

How Environmental Review Can Generate Pollution: A Case Study, Michael Lewyn

Michael E Lewyn

State environmental review statutes often require state and local governments to draft an environmental impact statement for any project or permit that might have a substantial environmental impact. One such statute, New York's State Environmental Quality Review Act (SEQRA) defines “environmental impact” broadly to include not only traditionally environmental impacts such as pollution, but also social impacts such as increased neighborhood population. As a result, any large-scale development is likely to require environmental review under SEQRA.

In my article, I argue that such stringency harms air quality by discouraging infill development (that is, development in already-urbanized areas). Such development is …

Conserving And Growing Alternatives: Theorizing Seed Saving And Exchange Networks, Catherine Phillips Jul 2013

Conserving And Growing Alternatives: Theorizing Seed Saving And Exchange Networks, Catherine Phillips

Catherine Phillips

I am going to begin with what, for a Canadian, may be a fairly controversial statement: I like January and February. In Canada, January and February are usually the most dreaded of months. This is when the snows and the cold have been around a little too long, and when many feel that hibernation and migration are excellent means of dealing with winter. While it is true that I rather enjoy winter (not always a welcome statement in the frequent conversations about weather that I seem to have with people), in this case, my reasons for enjoying these months has …

Exploring On-Line Communities - Supporting Physical And Health Education Professional Development Opportunities., Gregg Rowland, Lori Lockyer, John Patterson

Professor Lori Lockyer

In an era of limited resources across educational sectors, academics associated with faculties of education are under increasing pressure to find innovative ways to support their teaching and research activities, - activities with which collaboration and interaction with pre-service teachers, practicing teachers and fellow academics is crucial. As such, developing a sustained community that involves such representative members is paramount for academics. A team at the University of Wollongong has initiated this concept through research and development of the 'ActiveHealth' learning community for physical and health educators. Whilst it is envisaged that such a project will take time to establish, …

Identity Crisis: Searching For Personal Responsibility, Justice, And Community In The Real Estate Market Crash, Thomas Bryer Dec 2010

Identity Crisis: Searching For Personal Responsibility, Justice, And Community In The Real Estate Market Crash, Thomas Bryer

Thomas A Bryer

The author introduces the reader to his own and, to a different extent, society’s identity crisis in the context of the real estate market crash. Through personal reflection and analysis of federal policies, four challenges are observed: (1) lack of community focus, (2) neglect of certain populations, (3) unambiguous devotion to encouraging personal responsibility, and (4) no clear statement of moral commitment. Policy and institutional changes are suggested to better address these challenges.

Can Virtual Teacher Communities Be A Reality?, Randall S. Dunn Sep 2003

Can Virtual Teacher Communities Be A Reality?, Randall S. Dunn

Randall S. Dunn

In this paper I will discuss the effects of online communication on social connectivity and the development of community, as specifically related to teacher communities. I will begin by discussing differing constructions and aspects of the concept of community and the important role of connectivity in the development of community. I will then discuss modern technologies in the realm of CMC (Computer-Mediated Communication), the foundations of these technologies as actual tools for collaboration and community, and the role these technologies play in developing connectedness in communities. I will then draw out characteristics and value in virtual community interaction and its …

Information And Communication Technology And The Part Urban Planners Can Play, P. Wales Oct 2002

Information And Communication Technology And The Part Urban Planners Can Play, P. Wales

Ned Wales

Extract:

At the beginning of the new millennium, information and communications technologies (ICT’s) are the centre of interest for both business and government. Increasingly, new development and urban policy is concerned with the opportunities and threats posed by the digital revolution and business and government need to respond strategically. The advantages of a proactive approach to ICT’s and the spin-off economic activity is the opportunity to create more sustainable communities which incorporate clean industry and reductions in use of non-renewable resources.

Despite recent market trends where correction in over speculative activity has seen technology stocks decline, it is still broadly …

Environmental Justice: Grassroots Activism And Its Impact On Public Policy Decision Making, Robert D. Bullard, Glenn S. Johnson Aug 2000

Environmental Justice: Grassroots Activism And Its Impact On Public Policy Decision Making, Robert D. Bullard, Glenn S. Johnson

Glenn S Johnson

A growing body of evidence reveals that people of color and low-income persons have borne greater environmental and health risks than the society at large in their neighborhoods, workplace, and playgrounds. Over the last decade or so, grassroots activists have attempted to change the way government implements environmental, health, and civil rights laws. Grassroots groups have organized, educated, and empowered themselves to improve the way government regulations and environmental policies are administered. A new movement emerged in opposition to environmental racism and environmenttal injustice. Over the last decades or so, grassroots activists have had some success in changing the way …

Life On "Ez" Street: Linking Community Economic Development To The Empowerment Zones And Enterprise Community Policy Goals, Sherri Wallace Dec 1998

Life On "Ez" Street: Linking Community Economic Development To The Empowerment Zones And Enterprise Community Policy Goals, Sherri Wallace

Sherri L. Wallace

This is an examination of the literature on community economic development and its relation to the stipulated urban empowerment zone and enterprise community policy goals: economic opportunity, sustainable community development, community-based partnerships, and overall community strategic vision. The central argument is that community development and economic development are simultaneous occurrences. From this theoretical framework the Empowerment Zones and Enterprise Communities (EZEC) program emerges as an effective tool in assisting minority community economic development. Given this context, my objective here is to examine the nature and role of the EZEC program's key principles as a new revitalization strategy in urban revitalization …
