The Impact Of Fdi On Co₂ Emissions In Latin America, Luisa Blanco, Fidel Gonzalez, Isabel Ruiz

This paper uses panel Granger causality tests to study the relationship between sector specific FDI and CO2 emissions. Using a sample of 18 Latin American countries for the 1980-2007 period, we find causality running from FDI in polluting intensive industries (“the dirty sector”) to CO2 emissions per capita. This result is robust to controlling for other factors associated with CO2 emissions and using the ratio of CO2 emissions to GDP. For other sectors, we find no robust evidence that FDI causes CO2 emissions.

Ronald Coase's essay on "The Problem of Social Cost" introduced the world to transaction costs, and the introduction laid the foundation for an ongoing cottage industry in law and economics. And of all the law-and-economics scholarship built on Coase's insights, perhaps the most widely known and influential contribution has been Calabresi and Melamed's discussion of what they called "property rules" and "liability rules."' Existing power plants are the nation’s largest single source of carbon emissions. In the absence of comprehensive federal climate change, EPA is forging ahead with power plant controls through § 111(d) of the Clean Air Act. This article focuses on one critical consideration: the ancillary impacts of carbon controls on associated co-pollutants, like sulfur oxides, particulates, nitrogen oxides, and mercury. The article focuses on an array of regulatory options, including both “inside-the-fence” reductions at power plants and “outside-the-fence” measures that reduce power sector emissions, like renewable energy and consumer energy efficiency. A goal of the Oswego County Soil and Water Conservation District water quality monitoring program was the development of a statistically defensible database of ecologically important parameters that would allow stewards of the watershed to prioritize and determine which sub-watershed had the largest potential impact on Lake Neatahwanta. Oak Orchard Creek is on New York State’s “303(d)” (1972 Clean Water Act) list of impaired water bodies. Waters designated as 303(d) do not meet water quality standards that states, territories, and authorized tribes have set for them, even after point sources of pollution have installed the minimum required levels of pollution control technology. A 303(d) designation may require the eventual development of Total Maximum Daily Loading (TMDL) for a watershed as a mechanism of managing nutrient losses from a watershed. Major and trace metal analysis was applied to four coal-country headwater streams to better understand the fate of metals in headwater streams affected by mining over time and to determine headwater health. The study watersheds were located in southeastern Kentucky and consisted of an active mine site, a site mined prior to the passage of the Surface Mine Control and Reclamation Act of 1977 (SMCRA), a post-SMCRA reclaimed mine site, and an undisturbed forest control site. While recent research has focused on the use of carbon capture and sequestration technology feasibility, less focus has been placed upon terrestrial carbon storage affected by coal mining in the context of the clean coal debate. Recent research has shown that the initial disturbance of soil and above-ground carbon pools caused by surface coal mining methods can produce a significant carbon loss from the terrestrial ecosystem, thus increasing the coal carbon footprint of coal. Climate Change, Constitutional Consignment, And The Political Question Doctrine, James R. May

Recently states and individuals have turned to federal common law causes of action to provide equitable and legal relief for climate change. Thus far, every federal court to consider these claims has held that they raise non-justiciable political questions consigned to the coordinate branches. These courts reason that federal courts lack jurisdiction over climate cases because climate change is textually committed elsewhere, there are no judicial standards to apply, and the elected branches have yet to render an initial policy determination about the subject. This article concludes that these courts either misapply or misapprehend the doctrine. It concedes that federal …
