Capture And Ideology In American Farm Policy, Peter Navarro

This paper applies a synthesis of the private interest "capture" and public interest ideological models of public policy to explain the formulation of agricultural incomes policies as embodied in the Agricultural and Food Act of 1981. An econometric analysis of the Senate voting pattern indicates that both narrow private interest motives and broad, altruistic ideological motives help to explain farm policy; the latter variable appears to show more explanatory power.

Five members of the Rasch family of latent trait models which have appeared more or less independently in the literature are brought together and identified as one model. In addition to sharing the distinguishing characteristic of the dichotomous Rasch model separable person and item parameters and hence sufficient statistics all five models share a common algebraic form and have as their basic element the fundamental process defined by Rasch's simple logistic expression. Heterochronic Mutants Of The Nematode Caenorhabditis Elegans, Victor Ambros, R. Horvitz

Mutations in the Caenorhabditis elegans genes lin-14, lin-28, and lin-29 cause heterochronic developmental defects: the timing of specific developmental events in several tissues is altered relative to the timing of events in other tissues. These defects result from temporal transformations in the fates of specific cells, that is, certain cells express fates normally expressed by cells generated at other developmental stages. The identification and characterization of genes that can be mutated to cause heterochrony support the proposal that heterochrony is a mechanism for phylogenetic change and suggest cellular and genetic bases for heterochronic variation.

A Note On Forecasting With Econometric Models, P Allen

Forecasts made by econometricians are typically conditioned on actual values of explanatory variables, even when at the time of the forecast, such variables might not be available. As a first step, one might test the adequacy of econometric specification by comparing conditional post sample forecasts with those of a univariate ARIMA model. Second, when explanatory variables must themselves be forecast, those for which this can be done only badly, should be omitted from the final model. A better forecast will result. An example of screening out badly forecasted explanatory variables is presented.

A latent trait model for rating scales is used to ana lyze responses to an attitude-to-school questionnaire as part of an evaluation of projects operating in 10 West ern Australian schools under the Australian Priority Schools Program. The invariance of item parameter estimates over the 10 schools is examined, and varia tions in item estimates from school to school are stud ied in the light of the different projects operating in these schools. This article continues the joint work of Professors Abrams and Nolan concerning the major issues addressed in labor arbitration. Unionized workplaces often include in their collective bargaining agreements provisions for the payment of premium pay to employees who work in certain situations, such as overtime hours beyond the normal workday or work week or hours worked when employees are called-in to work during non-working hours. Antibodies have played an important role in microbiology. In addition to their uses in classifying microorganisms and studying evolutionary relationships, antibodies are useful for detecting the microheterogeneity of proteins that arises from recombination and somatic mutation. However, the usefulness of im­ munological assays has been complicated by the difficulty of repeatedly gener­ ating large amounts of antibodies with restricted reactivity, and the heter­ ogeneity of all antisera obtained by conventional methods. These problems reflect the fact that antisera contain antibodies secreted by many antibody­ producing B cell clones; hence such antibodies are termed polyclonal anti­ bodies. Even if the same …

A computer program (DICOT) for the Rasch analysis of classroom tests is described. Results are presented in a simple, self-explanatory form, and person ability and item difficulty estimates are expressed in a metric like the one with which teachers and parents are already familiar. Person and item fit statistics provide an opportunity to diagnose strengths and weaknesses of individual children and to identify items which are problematic.

A method for banking test items scored in several ordered response categories is described. Each item is seen as an ordered sequence of steps, and test forms are equated using the estimated difficulties of the steps in their shared items. Procedures for analyzing the internal consistency of individual links and for analyzing the coherence of an entire linking structure are described. The methodology is used to link six forms of a mathematics problem solving test.

This paper examines the role of tourist literature in the genesis of ethnic stereotypes. Considering the case of the Toraja of Sulawesi (Indonesia), it is suggested that travel agents are brokers in ethnicity, travel brochures being the tools of their trade. In the process of marketing images of exotic places and peoples, travel brochures draw upon a small set of indigenous ethnic markers, elaborating upon them to provide a mental grid through which the tourist filters his perceptions while abroad. This Article explores the traditional justification for the imposition of punitive damage liability in the context of drunk driving. Though courts have increasingly found such damages to be available in the appropriate case, neither the deterrence nor punishment rationales can be justified in the absence of widespread public awareness that specific conduct has the potential to result in liability. Criminal sanction, therefore, better serves to accomplish the intended purposes.

Larval Parasitism Of Psilocorsis Spp. (Lepidoptera: Oecophoridae), Leaftiers Of Central Missouri Oaks, J. Pasek, W. Kearby

Larval parasitism of 3 Psilocorsis species in central Missouri forests averaged 22% for the years 1977-1979. Twenty-three species of parasitoids were reared in the laboratory from the larvae collected. Seventeen species emerged from P. reflexella Clemens, 14 from P. quercicella Clemens, and 10 from P. cryptolechiella (Chambers). The most abundant parasitoids were the braconids Apanteles n. sp., Agathis calcarata (Cresson), and A. cincta (Cresson); the eulophid Elachertus proteoteratis Howard; the ichneumonid Diadegma psilocorsis Walley; and the 3 closely related pteromalids, Perilampus fulvicornis Ashmead, P. prothoracicus Smulyan, and P. n. sp. Elachertus proteoteratis was reared only from P. reflexella. Twenty-three new …

The bulk of the critical study of Gustavo Bècquer's leyendas has dealt with the thematics, stylistics, or the folkloric motifs and origins of the individual works. Surprisingly little attention has been given to the structure or the narrative techniques used in the leyendas as a whole. The purpose of this study is to examine these structural and narrative aspects from a folkloric perspective in order to better appreciate Bècquer's blending of popular and literary art forms.
