This report presents the results of a demographic study conducted by the Portland State University Population Research Center. The study includes analyses of population, housing and enrollment trends affecting the Eagle Point School District (EPSD) in recent years, forecasts of district‐wide enrollment by grade level and total enrollment of individual schools for the 2014‐ 15 to 2023‐24 school years.

In recent decades skateboarding has expanded from recreation into a form of transportation. Skateboarders appear to use roadways much as other non‐motorized modes do. However, there is little academic research on the needs and characteristics of the skateboard as a mode. This research reports demographics, multi‐modal and travel behavior findings, and other data from an exploratory mixed‐methods study of skateboarding as a mode of transportation.

The Impacts Of Urban Renewal: The Residents' Experiences In Qianmen, Beijing, China, Yongxia Kou

The study examines the influences of the Qianmen urban renewal project on its original residents, which is one of a few demonstration projects under the new policy orientation of urban renewal practices in Beijing, China, entering the new century. It employs "residential satisfaction" as an evaluative indicator to understand the residents' experiences before and after urban renewal. Seventy-two residents were interviewed. Among them, 25 remained in Qianmen; 20 relocated to Hongshan, a neighborhood in the central city area; 21 moved to Longyue, a neighborhood in one of the suburban areas; and 6 residents relocated to other locations.

Signalized intersections often rely on vehicle detection to determine when to give a green light. The 2009 Manual of Uniform Traffic Control Devices (MUTCD) includes an on-pavement marking and curbside sign that public agencies can use to indicate where cyclists should position themselves while waiting at an intersection. This presentation reviews the effectiveness of current markings, signs, and other methods used to help cyclists properly position themselves over detection.

Electric bicycles (e-bikes) are well established in China and other Asian and European countries but have yet to realize their potential in the United States, although recently the number of e-bikes has been growing. Research on the economic, operational, and safety issues of e-bikes in the U.S. is limited. This research aims in part to understand if different bicycling technology, in this case electric assist bicycles or e-bikes, can reduce barriers to bicycling and encourage more bike trips and longer bike trips, and increase the diversity of people bicycling, including people with a disability or chronic injury to bicycle. Defining tactical urbanism as "temporary, cheap, and usually grassroots interventions—including so-called guerrilla gardens, pop-up parks, food carts, and 'open streets' projects—that are designed to improve city life on a block-by-block, street-by-street basis," the article claims that it took this approach to shaping the city less than a decade to mainstream into the practices of US cities and firms alike. The Longview Public Schools (LPS) requested that the Portland State University Population Research Center (PRC) prepare enrollment forecasts for use in the District’s long‐range planning. The current study integrates information about LPS, providing a snapshot of demographic, housing, and school enrollment patterns and trends. This report also presents an extended district‐wide enrollment forecasts for each of the ten year period from 2013‐14 to 2022‐23 and for five year increments beyond the first decade for 2027‐28 and 2032‐33.

While Portland, Oregon's sustainable food movement wins accolades for explicitly situating itself in opposition to the industrialized global food system, it often fails to address systems of oppression that are reproduced within the alternative agri-food movement itself. This demonstrated aversion towards the messy, complex, contingent nature of the social world reflects larger processes of "de-politicization" of the overall sustainability agenda, which leads to the favoring of technological and/or spatial solutions that may undermine the social equity and justice dimensions of the "triple bottom line." By examining the foundations upon which ADRCs and OC are built, this study sought to inform future research about the effectiveness of existing practice, increase understanding of best practices, and clarify whether these emerging services are accomplishing original goals.

School District Enrollment Forecast Reports

This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the Oregon City School District (OCSD) for the 10 year period between 2013‐14 and 2022‐23. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle range forecast scenario are also presented for the 10 year period.

During the past three decades, research in travel behavior has generally proceeded from broad-level, aggregate analysis of mode share--the proportions of walking, bicycling, transit, and vehicle travel occurring in traffic analysis zones, census tracts, neighborhood, or other geographical units--to fine-grained, disaggregate analysis of mode choices and other trip-making attributes at the individual level. One potential issue is whether there are differences in the types of conclusions drawn from results of analyses performed at these different levels, as these results directly inform transportation planning and policy.

To understand the impact of daily travel on personal and societal well-being, researchers are developing measurement techniques that go beyond satisfaction-based measures of travel. Metrics related Subjective Well-Being (SWB), defined as an evaluation of one's happiness or life satisfaction, are increasingly important for evaluating transportation and land-use policies. This dissertation examines commute well-being, a multi-item measure of how one feels about the commute to work, and how it is shaped. The current study integrates information about MSD and updates the work PRC conducted in 2008 and 2011, providing a snapshot of demographic, housing, and school enrollment patterns and trends. This report also presents an extended district‐wide enrollment forecasts for a ten year period from 2013‐14 to 2022‐23 and individual school forecasts for a five year period from 2013‐14 to 2017‐18.

A lack of land use controls on sexually oriented businesses contributes to the unique configuration of Portland, Oregon's strip clubs: nearly fifty clubs are distributed throughout the city's neighborhoods. Considered a locally unwanted land use (LULU) by many, these strip clubs are regulated by a variety of formal and informal social processes in the absence of zoning. This qualitative study explores drivers and constraints shaping the spatial configuration of Portland's strip club industry as well as influences on land use conflict at strip club sites and working conditions for women who work as exotic dancers in the clubs. This poster presents the results of a survey of North American jurisdictions with known installations of bicycle-specific traffic signals and a review of available engineering guidance. Surveys were sent to agencies in 21 jurisdictions (19 in the United States and two in Canada) that requested detailed engineering aspects of the signal design such as placement, mounting height, lens diameter, backplate color, type of actuation, interval times, use of louvers, and performance. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the North Clackamas School District (NCSD) in recent years and forecasts of district‐wide and individual school enrollments for the 2013‐14 to 2022‐23 school years. After 22 consecutive years of enrollment growth between 1986‐87 and 2008‐09, total K‐12 enrollment in the North Clackamas School District has fallen for four consecutive years. The largest decline occurred between Fall 2011 and Fall 2012 as District enrollment, now 17,044, fell by 236 students. Over …

This project sought to understand the relationship between urban form, transit service characteristics, and ridership measured at the stop level. Most previous work in this area has looked at these issues separately, by either linking system performance (e.g. on-time performance, cost, etc.) to ridership or exploring the connection between urban form (e.g. density) and transit use. This project synthesized these disparate approaches. While transit service characteristics (e.g. frequency, travel time, etc.) are important to help individuals reach their desired destinations, most transit users are pedestrians at the beginning and end of any transit trip. Individuals and families experiencing homelessness in Washington County are a growing community challenge. Services provided to the homeless population have tended to focus on providing support in cases of emergency, and by doing so are unlikely to address the root causes of homelessness. There is a growing recognition nationally that concentrating on provision of emergency services might be both inefficient and unnecessarily expensive.
