Trees provide countless environmental, economic, and societal benefits to the urban environment, and may become increasingly important to maintaining environmental quality and human well-being in the face of increasing urbanization and climate change. However, trees in these urban areas are rapidly diminishing across the United States. Much of this loss can be prevented with proper planning and management, focused on selecting tree species that are both well-suited to the area’s growing conditions and able to survive the many stress factors in an urban setting. This thesis explores Pioneer Valley farmers and their agricultural practices, knowledge and resources as they relate to climate change. Adaptive capacity is used throughout scientific literature, and often includes numerous components; for this thesis the measurement of farmers’ adaptive capacity would be assessed according to only three components: knowledge, past experiences and use of resources. Climate change and its impacts on agriculture have been studied but what is unclear is how prepared farmers are to deal with these impacts. The Massachusetts Green Communities Grant Program (GCP) was created by passage of the Massachusetts Green Communities Act in 2008, which provides funding, tools and technical support to assist local communities in achieving the goal of energy efficiency and greenhouse gas (GHG) emissions reduction. As the effects of climate change become increasingly damaging and costly, a public and political consensus is building for planning that will protect private property and public infrastructure. Climate-related planning has primarily focused on mitigation, assessing vulnerability, and building adaptive capacity. Adaptation has not gained substantial ground in the area of implementation. The uncertainty associated with climate change projection and variability has emerged as a dominant barrier to adaptation. Climate change, understood as a statistically significant variation in the mean state of the climate or its variability, is the greatest environmental challenge of this generation (Intergovernmental Panel on Climate Change, 2001). Marshfield is already being affected by changes in the climate that will have a profound effect on the town’s economy, public health, coastal resources, natural features, water systems, and public and private infrastructure. This study explores emerging approaches to local climate change adaptation planning in the United States and Australia, and seeks to explain why some local authorities have begun to take action despite weak national and state level directives. We compare strategic documents from 13 local authorities across the two nations, representing the “first generation” of adaptation plans. Our focus is on potential explanations for early engagement in adaptation planning – size, location and risk level of the municipality, the existence of national or state mandates and access to supra local resources or support. Climate change means two things for local stormwater managers – that storm events will become more severe, and rainfall will, in many instances, become more erratic, causing enhanced periods of drought and flood. Two approaches are needed to deal with the eventualities: mitigation and adaptation.

While urbanization increases stormwater runoff and decreases the lag time of stormwater discharge, there is also a resulting lack of infiltration and reduction in evapotranspiration (Brunke and Gonser 1997). Stormwater detention, retention and infiltration have attempted to compensate, resulting in the concentrated point location infiltration of stormwater, which replenishes groundwater and baseflow.
