In this paper, I critically explore the subjectivities of Hunters Point Naval Shipyard (HPNS), part of the largest redevelopment project in San Francisco since 1906. Applying an abolition ecologies framework, I ask what explains the duplicity of the Shipyard as a site of radioactive contamination and capital accumulation, and in the same time-space one that creates the conditions for radical place-making. Thurgood Marshall Academic High School, located in San Francisco’s Bayview, Hunters Point, scored the third lowest in the most recent Academic Performance Index (API) Report. Based on the median household income, the Bayview is a low-income community and according to San Francisco data, is a high crime neighborhood. The odds are against Marshall to provide exceptional service to their students, but it once did. In 2001, Marshall had the highest college-going rate in the San Francisco Unified School District (SFUSD). Today, only 20% of its student body would be considered college ready. My research analyzes the intersection between culture and activism, through oral histories with participants and organizers of SoMa Pilipinas, the Filipino cultural heritage district in the South of Market neighborhood of San Francisco. The Bay Area Metropolitan Transportation Commission’s (MTC) Freeway Service Patrol’s highway motorist response service is reporting a reduction in their service levels. We analyze the relationship between the reduction in the Bay Area Freeway Service Patrol’s (FSP) motorist assists and changes in vehicle miles traveled (VMT), California Highway Patrol (CHP) reported incidents, and cover research on the impact of new and old vehicle fleet turnover. VMT and CHP incidents have differential effects on FSP assists. Although many local governments have concentrated on environmental issues, others have incorporated economic and social policies. This paper explores two potential land use planning strategies that can be used to preserve and enhance the economic viability of agricultural operations surrounded by suburban development in Santa Barbara County’s Eastern Goleta Valley: buffers between agriculture and other land uses, and agritourism. In the case of buffers, academic literature is examined to determine how effective buffers are at various tasks (filtering runoff, mitigating dust and wind, providing habitat, etc.) and how to construct buffers to maximize their effectiveness. This professional project estimates the upfront costs and utility savings expected from greening an approximately 1,100 square foot home built in the 1950s in the San Francisco Bay Area. Two sets of upgrades (alternative and original) were compared for costs and benefits. The alternative set (which included ceiling insulation and omitted upgrading to dual-pane windows) clearly out performed the original set. The alternative set would be expected to reduce resident utility bills by 28% annually, and to prevent approximately 2,700 lbs of carbon dioxide emissions annually. Current Federal, State, and local San Francisco housing policy advocates mixed-income housing as a positive approach to creating living environments for low-income families. Strategies for creating mixed-income housing environments include large-scale public housing re-development efforts, inclusionary housing policies, and the use of discretionary funding for mixed-income development projects.
