The purpose of this dissertation was to explore, through a social ecological framework, the multifaceted effects of the neighborhood environment by investigating how dimensions of both the built environment and the neighborhood social context may interact to influence walking. Aesthetics, land use mix, crime, and pedestrian infrastructure were considered with respect to built environment walkability, and the neighborhood social context was conceptualized using measures of both social cohesion and social interaction with neighbors. The recent City Club report on bicycling provided an opportunity to collect and analyze a number of data sets including the new Hawthorne Bridge data. One question is where Portland bicycling on the logistic curve -- a common tool for judging the maturity of a developing product or activity. Logistic curves are used for marketing, for epidemiology, and even for visits to Indian owned casinos. The preliminary evidence is that we are reaching the horizontal area of the curve. The estimation of demand for priced highway lanes is becoming increasingly important to agencies seeking to improve mobility and find alternative revenue sources for the provision of transportation infrastructure.

However, many modeling tools fall short of what is required for robust estimates of demand with respect to toll and managed lanes in two key areas:

  • The value-of-time is often aggregate and not consistently defined throughout the model system, and
  • The reliability of transport infrastructure is rarely taken into account.

Eco-driving consists of using energy-efficient approaches to driving aimed at reducing fuel consumption and, ultimately, CO2 emissions. A previous study found that an EcoDrive informational campaign was effective at increasing the use of eco-driving behaviors, but only when employees perceived that their supervisor supported the program and when they were personally motivated to perform the eco-driving behaviors. In order to build upon the findings of our previous study, the present study focused on increasing the use of eco-driving behaviors through an informational eco-driving campaign combined with supervisor training to support the use of eco-driving practices.

To improve safety and increase transit use, transit agencies and the jurisdictions they serve have to approach transit service as door-to-door not just stop-to-stop.

Walking and bicycling are key modes for transit access.

Working with the Federal Transit Administration, a team from Portland State University developed a guidebook on improving pedestrian and bicycle access to transit (forthcoming). As part of the guidebook process, the PSU team conducted case studies on best practices of recent efforts in Minneapolis, Los Angeles and Atlanta.

This presentation will cover key lessons from the case studies, along with an overview of the guidebook.

Transit signal priority (TSP) can reduce transit delay at signalized intersections by making phasing adjustments. TSP is a relatively inexpensive tool to provide faster and more reliable transit service. This webinar addresses TSP real-word performance measures as well as data integration and evaluation challenges. Results of the TSP evaluation in an arterial corridor in Portland, Oregon indicate that a timely and effective TSP system requires a high degree of sophistication, monitoring, and maintenance. TSP timing is crucial to reduce transit delay.

Dr. Lovell will talk about three projects funded by NASA and the FAA, addressing congestion in the National Airspace System. Dr. Lovell's team developed diffusion-based queuing models of individual airports that could support better building blocks for network-wide congestion models. The advantage of the new models is their flexibility with respect to input distributions. In a study for the FAA, Dr. Lovell's team developed day-of-operations collaboration "languages" suitable for the FAA and individual carriers in order to collectively manage expected airspace disruptions. Finally, he will discuss a study on predictability in the airspace, with a focus on scheduled block times.

As part of the initial phase of development for the Idaho Statewide Travel Demand Model, Parsons Brinckerhoff developed a base year auto and truck trip matrix using AirSage cell phone OD data, a statewide network in Cube, traffic counts, and origin-destination matrix estimation (ODME) procedures. To begin, the 4000+ statewide zone system was aggregated into a 700 super zone system for collecting the cell phone OD data. This presentation will define location value capture, and synthesize lessons learned from six European and North American transit agencies that have experience with location value capture funding.

The opportunities for and barriers to implementing location value capture fall into three categories: (1) agency institutional authority, (2) agency organizational mission, and (3) public support for transit.

The development of Intelligent Transportation Systems (ITS) requires high-quality traffic information within most urban areas worldwide, and under growing pressure for improving traffic management, there has been an increasing urge to collecting and monitoring of traffic data. One of the most reliable and recommended technology for drive thru or traffic control is the loop vehicle detection system. On the Portland freeway system, new software has been installed that allows the reporting of vehicle length in bins. This research investigates the use of this data (length based) by exploring time series analyses of the vehicle counts as freight and non-freight movement.

Jerusalem is perhaps an extreme case of residential and travel market segmentation. It is comprised of four different 'cities', which partially overlap in space: The Jewish-Zionist city; the Palestinian city; the Jewish ultra-orthodox city and the global-tourist city. While the specific delineation of these cities is unique, Jerusalem can be seen as representative of other cities where ethnic and religious tensions create highly segmented urban spaces and travel markets.

This research project is a continuation of a previous NITC-funded study. The first study compared the MacArthur Park TOD in Los Angeles to the Fruitvale Village TOD in Oakland. The findings from this new study further validate the key findings from the first study. This new comparative case study analyzed the extension of Los Angeles’ Gold Line into Boyle Heights and the revitalization linked to Boyle Heights due to two TODs built in that neighborhood. Social media has been gaining prominence in public transit agencies in their communication strategies and daily management. This study aims to better understand recent trends in social media usage in public transit agencies, to examine which agencies use what kind of social media programs for what purposes, and how they measure their programs. A survey was conducted of the top transit agencies in the nation, and results are examined through descriptive statistical analysis, correlation analysis and regression modeling. Existing data collection methods are mostly designed for videos captured by stationary cameras and are not designed to follow cyclists along a route or to integrate other sensor data. The goals of this research are: a) to develop a platform to collect naturalistic video bicycling data, b) to develop a methodology to integrate video data with other sensors that measure cyclists’ position and comfort levels, and c) to apply the platform and data collection methodology to a real-world route. Through a previously funded research project, Encouraging Low-Income Households to Make Location-Efficient Housing Choices, our team developed a toolkit to assist households utilizing Section 8 Housing Choice Vouchers with finding location-efficient/affordable housing. These tools are currently in use by the region’s four public housing authorities (PHAs). This technology transfer project provided the tools to social service providers who work with voucher recipients in the Portland region and provided a presentation on research findings and policy implications to transportation researchers, professionals and students. In the U.S., women are far less likely to bicycle for transportation than men. Explanations include, among others, safety concerns (traffic and crime), complex travel patterns related to household responsibilities, time constraints, lack of facilities that feel safe, and attitudes. This talk will explore how this gender gap emerges in childhood, using data from the Family Activity Study. The study collected data from 300 Portland families (parents and children) over two years, allowing us to see how things change over time.

This study draws on census data and geographic information systems (GIS) to investigate the relationship between light rail transit (LRT) infrastructure development and gentrification in Portland, Oregon. While recent research using comprehensive measures of neighborhood socioeconomic status (SES) supports a potentially causal link between transit development and gentrification, research into the effects of transit on property values alone tends to dominate the discourse. Despite its importance, temporal measures of accessibility are rarely used in transit research or practice. This is primarily due to the inherent difficulty and complexity in computing time-based accessibility metrics. Estimating origin-to-destination travel times that include the “last mile” of travel between the transit network and actual start and endpoints of the trip is technically difficult. Not only do such estimations require multimodal network structures, they also require detailed knowledge of transit schedules and sophisticated algorithms for calculating shortest paths using such inputs.
