To achieve 60% renewable electricity generation by 2030 and 100% zero-carbon electricity by 2045, California must rapidly electrify and decarbonize all sectors while ensuring grid stability to avoid power outages. Virtual power plants (VPPs) are an emerging solution that can help increase the percentage of renewable energy on California’s electrical grid. This research examined how VPPs can advance decarbonization, grid stability, and energy equity in California. The report begins by clarifying the definitions and components of a VPP, finding the crucial interactions among distributed energy resources (DERs), management systems, and prosumers (energy consumers who both produce and consume electricity). Planned and unplanned power outages have been increasing in frequency and duration, negatively impacting all public sectors, and threatening public safety. These outages are deadly to those who rely on medical devices. As climate change-fueled extreme weather events (wildfires, earthquakes, storms, etc.) also increase in frequency, our electrical grid must be prepared to bounce back. Microgrids provide necessary redundancy and reliability. The correlation of anthropogenic carbon emissions and changes in the global climate system is unequivocal. Governments are enacting policy from the local, state, federal, and international levels that present major transition risks for businesses. In parallel, legacy emissions are already causing discernible changes in the climate system via increased frequencies of drought, wildfire, flooding, and extreme heat; these changes present material physical risks to existing business infrastructure. In response to prolonged drought, desalination is gaining popularity as an alternative water production method for fresh water. However, water desalting technology poses concerns; the process is energy intensive, creates brine waste, and has the potential to damage sensitive coastal ecosystems. California’s Executive Order N-79-20 requires all new cars and passenger trucks sold in California to be zero-emissions by 2035. Electric vehicles (EVs) are the primary alternative fuel solution. However, there are widespread barriers to ownership, particularly for those in lower socioeconomic classes. A literature review of barriers to EV ownership shows the primary barrier is insufficient overnight charging infrastructure. Geospatial data of EV charging infrastructure and 2020 census tract data were used to map average income versus EV charging infrastructure in San Francisco. Sustainable transportation, as it relates to sustainable development, aims to achieve economic stability, social equity, and environmental preservation via transit projects. However, gentrification processes and transit-oriented developments or TODs have attracted more households inward toward reinvested transit-centric areas. The San Francisco Bay Area, California has continued to see positive economic growth, with that, higher-income households inhabiting more centralized locations. Native low-income residents have started to feel displacement pressures on both a social and economic scale. Climate change projections suggest extreme heat events will be more frequent over the next few decades. Extreme heat has both negative environmental and social impacts as it affects energy security, public health by increasing the risk of heat-related illnesses and stresses food and crop supply through prolonged droughts. Global climate change will have disproportionate effects on low-income and minority communities around the world producing important justice challenges.
